1 STAFF REPORT

DATE: October 1, 2024

TO: Justin Hess, City Manager

FROM: Ken Berkman, Public Works Director
VIA: Lifan Xu, Chief Assistant Public Works Director – City Engineer BY: Artin Megerdichian, Principal Civil Engineer

SUBJECT: Adoption of a Resolution Authorizing the Execution of an Amendment to an Agreement with Sterndahl Enterprises, Inc. to Extend the Term and Increase the Cost in the Amount of $450,000 to Provide As -Needed Roadway Signing and Striping Services.

RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK AUTHORIZING

THE EXECUTION OF AN AMENDMENT TO AN AGREEMENT WITH STERNDAHL ENTERPRISES, INC. TO EXTEND THE TERM AND INCREASE THE COST IN THE AMOUNT OF $450,000 TO PROVIDE AS-NEEDED ROADWAY SIGNING AND STRIPING SERVICES (Attachment 1).

BACKGROUND
The Public Works Department (Public Works) is responsible for the installation and maintenance of all City pavement markings and signs that regulate traffic and parking within the public right-of-way. The work includes the installation of new thermoplastic high visibility crosswalks, lane lines, bike lanes, protective bollards, turn arrows and other pavement markings, as well as parking lot and parking stall markings within City-owned facilities.

Restriping is provided on a systematic basis throughout the City to repaint faded markings and remove conflicting striping and markings, or to reinstall new signs due to wear or damage. Installation of r oadway signing , striping, and pavement markings are also completed when there is an immediate need , such as after repaving projects. Public Works staff maintains most of the current striping and signage throughout the City ;

2 however, work related to large paving rehabilitation, street reconfiguration, and other complex projects typically require assistance from licensed contractors.

Sterndahl Enterprises, Inc. (Sterndahl) has served as the City’s striping vendor for several years, demonstrating a high level of professionalism and reliability. They have a detailed understanding of the City’s requirements, roadway infrastructure, and typical projects that require striping services. Sterndahl has been responsive to the City’s needs and ha s provided on -call services for the annual paving program . In addition, Sterndahl has successfully implemented high -profile or complex projects efficiently and with minimal disruption, such as the San Fernando Boulevard Reconfiguration Project and the Front Street Two-Way Protected Cycle Track Project.

Prior to October 2023, Public Works executed agreements with Sterndahl using the competitively sourced City of Los Angeles (LA) Agreement . The LA agreement was not renewed in 2023 and subsequently, last year , Council approved a new one-year agreement with Sterndahl to be able to continue using their signing and striping services in the interim.

LA recently completed a competitive bidding process for on-call roadway signing and striping services and tentatively selected Sterndahl as the responsive and responsible contractor. Since the LA agreement has not yet been executed, staff recommends extending the City’s current contract with Sterndahl for an additional year in order to provide the as-needed services described herein.

DISCUSSION
It is critical to have a qualified on-call contractor for roadway signing and striping to ensure correct and timely installation at a competitive price . The following are important considerations when selecting a contractor for these services:

• Ability to accurately follow engineering plans while adhering to California Department of Transportation and local City regulatory guidelines and standards. • Ability to complete required work in a safe and efficient manner, as roadway segments must often be blocked during installation and curing of striping. • Experience in completing large projects with complex scheduling requirements. • Understanding of the importance of high-quality pavement striping and signage as critical safety elements for the City.
• Ability to deliver an aggressive paving program with complex scheduling coordination.
• Ability to modify current projects if needed, including s everal Complete Streets “quick-build” transportation projects , such as the Downtown San Fernando Blvd Reconfiguration Project.

3 Based on the reasons noted above, Sterndahl was approved in 2023 by the City Council for a one-year, sole-source, on-call Blanket Purchase Order (BPO) rather than conduct a competitive bidding process. In addition to being highly qualified, Sterndahl’s prices were lower than all other subcontractor prices reviewed (in some cases , lower by more than 50%).

Amending Sterndahl’s one-year contract is in the best interest of the City to ensure critical roadway striping services to continue. This will also allow additional time to review the executed LA agreement for the consideration of a potential future multi-year “piggy-back” contract in 2025 (Attachment 2).

ENVIRONMENTAL REVIEW
Work related to the operation, repair, maintenance, or minor alterations of existing public facilities are categorically exempt from the California Environmental Quality Act (CEQA) (14 CCR § 15301) . The work subject to this purchase order will implement street maintenance projects that do not expand any existing use of the public facilities . In addition, if work is implemented for Complete Streets projects, a separate CEQA analysis will be determined under the Compete Streets project . Staff recommends that Council find adoption of this resolution categorically exempt from CEQA as set forth in the resolution.

FISCAL IMPACT
It is estimated that signing and striping needs over the next year will require an additional $450,000, which would increase the total contract price to a maximum of $1,350,000.

Approval of the increase will have no fiscal impact as funding for signing and striping was budgeted for in each applicable project for Fiscal Year 2024/25.

CONCLUSION
Staff recommends that Council adopt the attached resolution and approve an amendment to the current agreement with Sterndahl to extend the term for one year and increase the cost in the amount of $450,000 to a total of $1,350,000.
