FM3 Survey Conclusions
Most residents support the State rent cap percentages, including 78% of renters, 67% of homeowners, and 63% of resident landlords.

Nearly eight in 10 renters and majorities of homeowners (61%) and resident landlords (54%) support allowing cities to enact additional rent cap policies that do not exceed the state cap.

Nearly half of renters say the state rent cap law is having a positive impact on their personally; homeowners largely say it has made no difference for them.

Most renters believe the state rent cap percentage is too high (76%). Further, close to or more than six in 10 homeowners (57%) and landlords (66%) either think it is too low or about right.

Renters offer strong support for a rent cap at the rate of inflation (75%), but support wanes among homeowners (45%) and landlords (37%).

Support is lower for a rent cap at 75% the rate of inflation (51%). While two-thirds of renters still support it, just 3 in 10 homeowners and landlords do so.

Overall, support is more modest for the Glendale model policy (41%)—potentially reflecting the complexity of the proposal.

While majorities of resident landlords support the state rent cap and other current state related laws, nearly half say the state rent cap law is having a negative impact on them as a landlord.

Resident landlords anticipate consequences should the City of Burbank enact a lower cap, including half or more saying they would invest less in their properties, or make fewer upgrades and improvements, take their rentals off the market (to live there or for family).

High percentages of renters support the monthly administrative fee paid by landlords; however, majorities of homeowner and resident landlords oppose it.

Notable findings related to the renter experience:

Nearly half of Burbank renters have lived at their current address for four or less years.

Half of renters who moved from one rental in Burbank to another in the last 10 years did so at least in part because of a rent increase.

Three out of four renters living at their residence long enough for a renewal have received a rent increase in the last year.

Most of these rent increases were under 10 percent. However, 27 percent said their rent increase surpassed this percentage.

Notable findings related to the resident landlord experience:

Seven in 10 resident landlords say that the cost to maintain their rental properties has increased in the last 12 months.

Seven in 10 resident landlords have had tenants who did not pay their full rent at some point in the last 12 months.

Four in 10 resident landlords raised the rent on at least some of their continuing tenants in the last 12 months. However, more than half did not raise their continuing tenants’ rent.

Of resident landlords who raised the rent, most did so by less than 10 percent. However, two in 10 gave rent increases of 10 percent or greater.
