RECOMMENDATION
Accept a donation to the City of Burbank Animal Shelter (BAS) in the amount of $5,000 from North Shore Animal League (NSAL), amend the Fiscal Year (FY) 2024-25 Adopted Annual Budget by appropriating from revenue account
001.PR000.45000.1019.0000.00000 (General Fund, Parks and Recreation General Donations, Animal Shelter) to expenditure account number 001.PR47A.62755.0000.24609 (General Fund, Parks, and Recreation Maddie’s Fund Grant), and authorize the Park, Recreation and Community Services Director or h er designee to take all necessary action to effectuate the donation.

BACKGROUND
On August 20, 2024, BAS received a generous $5,000 donation (Attachment 1) from the non-profit organization NSAL. Founded in 1944, NSAL is one of the world’s largest and most comprehensive rescue and adoption organizations. Over the years, BAS and NSAL have partnered on several events and adoption initiatives, including Tour for Life, Global Pet Adopt -a-thon, Kitten and Puppy Bowl Promotions, and Mutt-i-grees Humane Education Curriculum. Through this p artnership, hundreds of animals have found their forever home.

2 DISCUSSION
BAS has been providing quality animal control services since the 1950’s. BAS’ mission is to return lost animals to their owners, find loving homes for stray animals, and control overpopulation through spay and neuter efforts. BAS staff also strives to eliminate animal suffering by educating the public and enforcing humane treatment of animals.

The donation from NSAL will provide BAS with additional resources for the Spay and Neuter Rebate Program (Program), launched in August 2024. This Program is designed to make spaying and neutering more accessible to Burbank residents, helping reduce unwanted litters and improving the wellbeing of pets in our community. Since there is no dedicated budget for this program, securing grants and donations are essential to fund the Program. By supporting the Program, BAS can continue offering financial assistance to pet owners and promote responsible pet care.

Consistent with the City’s Administrative Procedure VI -12, Contribution of Merchandise or Money to City Departments, it is the City’s policy that items valued at $5,000 or more be formally accepted by the City Council (Council) at a regularly scheduled meeting.

ENVIRONMENTAL REVIEW
This activity has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.

FISCAL IMPACT
Staff is requesting Council authority to amend the FY 2024-25 Adopted Budget by appropriating $5,000 from revenue account 001.PR000.45000.1019.0000.00000 (General Fund, Parks and Recreation General Donations, Animal Shelter) to expenditure account number 001.PR47A.62755 .0000.24609 (General Fund, Parks, and Recreation Maddie’s Fund Grant).

CONCLUSION
Pursuant to Admini strative Procedure VI-12, staff recommends that Council formally accept the $5,000 donation from NSAL, amend the FY 2024-25 Budget and authorize the Park, Recreation and Community Services Director, or her designee, to effectuate the donation. These funds will provide additional resources for the Spay and Neuter Rebate Program, making spaying and neutering more accessible to Burbank residents. This initiative promotes responsible pet ownership, reduces unwanted litters, and ultimately lowers the number of animals entering shelters.
