To: Burbank City Council - pertaining to City Council Meeting Tuesday November 19, 2024 As I understand it the Urgency Ordinance which protects the Burbank Rancho from new SB35 projects which is to expire December 11 of 2024. It is my hope that each of you will vote to extend this.

Just over eleven years ago I moved to Burbank for access to the LAEC where my horse resides. At the time I had no knowledge of this special community, the wildlife, the beauty and uniqueness which make up the Burbank Rancho. 1am a native, having been born and raised in the West Los Angeles area. I feel blessed to have found the Rancho and to now be living here.

Allowing the construction of any plans submitted on Mariposa will disrupt the landscape of this area and extinguishes this slice of Heaven on Earth never to be replicated again.

To extend this Urgency Ordinance would help save the Burbank Rancho. Please help.

With sincere gratitude,
Laurie Freilich

As a 10+ year resident of the Rancho, with my family being here 40+ years, please know that we remain fully engaged in preserving our unique Rancho neighborhood for generations ahead.

All of Burbank (and LA) loves the unique vibes of the Rancho! We aren't NIMBY - in fact part of what makes the Rancho special we want to preserve and SHARE the special characteristics of our horse community so close to Griffith Park.

In the face of State overreach, many local areas of California are losing their unique characteristics at the hands of out- of-state litigious and predatory developers - don't let this happen under your watch! We just voted for you!
Please vote to extend the Urgency Ordinance - we need your support to carefully consider the needs of this unique Burbank space for now and the future!!

Hello City Council Members,
This proposed project is 53 feet from the Mariposa Bridge that is now protected and the only equestrian access to Griffith Park from the Burbank Rancho, the Glendale Rancho and the City of Los Angeles Equestrian Center. The construction site of this project will impede at best, and eliminate at worst, all access for equestrians for several years.

And the resultant vehicle traffic from a project that contains 23 households with a total of 76 bedrooms and insufficient but statutorily approved parking, located only 53 feet from the Mariposa Bridge, and abutting the heavily travelled Perimeter Trail, will create a permanent situation of making the bridge access unsafe and unusable for equestrians, including anyone whose livelihood depends upon the micro-economy of the equestrian community in the Burbank and Glendale Ranchos. The emergency ordinance should at least be extended to take all of this into consideration.

Thanks, Brent

Dear City Council Members,
I am writing to ask that City Council please act to extend the Urgency Ordinance before December 11, 2024, and continue the temporary hold on SB35 projects in the Rancho.

The Butterfly Garden condo project is a fundamentally unsuitable development for this area, and I urge you to carefully consider the potential safety risks, and logistical challenges.

The ingress and egress for the proposed property cannot accommodate nor adequately address the traffic flow concerns in this already congested neighborhood. Furthermore, the property's proximity to the Historic Mariposa Bridge, which serves as the only access point to Griffith Park for equestrians and pedestrians, makes this development a serious safety hazard. Horses, riders, and pedestrians who cross the bridge daily would be exposed to dangerous conditions as a result of the increased traffic and congestion. Mariposa St. is a narrow, almost one-way street, where two cars can barely pass each other. This limited capacity cannot accommodate the increased traffic that would come with such a large-scale project. Additionally, the parking provided for the development is grossly inadequate, which will inevitably result in spillover parking onto Mariposa St. and surrounding streets (Morningside Dr., Valley Heart Dr., and Dincara Rd.), further congesting an already overburdened area.

Another serious concern is the ongoing sewer issues in the area, particularly the unpleasant odor emanating from the nearby pump station. With an already strained sewer system and the added pressure from nearby developments like Pickwick Lane, the infrastructure simply cannot handle the additional burden this project would impose. City services would be stretched thin, and residents would likely see a further decline in quality of life.

For all these reasons, I strongly urge you to reject this development. It is a poorly conceived project that will create more problems than it solves and poses significant risks to the safety and well-being of the community.

Thank you for your attention to this matter.

Sincerely,
Taj Sullivan

Dear Council members,
I am an equestrian who has boarded my horses in the Rancho neighborhood for over 20 years. I'm writing to urge you to vote in favor of extending the Urgency Ordinance in order to protect our treasured equestrian community.

Last December the Council voted unanimously to adopt an Urgency Ordinance establishing interim development standards in the Rancho in response to SB 423. SB 423 placed a statewide TEMPORARY hold on certain new SB35 projects in equestrian districts statewide, including the Burbank Rancho.

Thank you very much!! The equestrian community needs your support again! As you know, the Urgency Ordinance that Council adopted on December 12, 2023, will expire by its own terms on December 11, 2024, unless you extend the Urgency Ordinance prior to that.

PLEASE VOTE YES to extend the Urgency Ordinance!
Gratefully,

Do not click links or open attachments unless you recognize the sender and know the content is safe.

Dear Mayor Schulz, Vice-Mayor Perez, and Councilmembers Mullins, Takahashi, and Anthony, Almost a year ago you adopted an Urgency Ordinance establishing interim development standards for the Rancho in response to Government Code Section 65913.4(r) added by SB 423. In doing so, you recognized that the legislature had given you a short window of opportunity in which to align Burbank's General Plan and Zoning Code, and make certain General Plan Amendments, in order to protect our over 100-year old equestrian community from many of the unintended consequences of SB 35.

At that time, you also recognized that many of those SB 35 unintended consequences pose serious public health and safety risks for all users in the immediate vicinity of any large construction project taking place at any sites within the Rancho Commercial Land Use Designation. That Urgency Ordinance identified the Rancho Neighborhood Specific Plan as the vehicle within which the alignment of the General Plan and Zoning Code, and the General Plan Amendments, and any objective standards specifically addressing construction-related impacts on equine uses, would occur.

Unfortunately, the Rancho Neighborhood Specific Plan is far from completion. The consultant chosen to assist staff in the preparation of that Plan has just recently been retained. There is a lot of work to do and little time to do it! It is therefore imperative that the Urgency Ordinance be extended for an additional 12 months to allow staff and the consultant the time they need to accomplish a thorough preparation of the Rancho Neighborhood Specific Plan.

I urge you to vote in favor of Staff's Recommendation to extend the Urgency Ordinance for 12 months, thereby extending the interim development standards in the Rancho that were put in place last December.

This action is required in order for the City of Burbank to continue to be in compliance with Government Code Section 65913.4(r), and thus keep in place the temporary hold on SB 35 projects in the Rancho.

Thank you for your consideration,
Nori Walla

Dear Mayor Schultz and Councilmembers,
Last December you acted to protect the Rancho by adopting an Urgency Ordinance in response to the language of SB 423. In doing so, you recognized that the legislative intent of GC Sec. 65913.4(г) was to provide a short window of opportunity for local jurisdictions, like Burbank, to align their General Plan and Zoning Codes in order to better preserve their equestrian districts in light of streamlined ministerial approval process housing projects.

In adopting that Urgency Ordinance, you said that a Rancho Neighborhood Specific Plan and associated General Plan Amendments would be the vehicles Burbank would use to address the serious public health and safety issues brought to this Council's attention as a result of the approval of certain housing projects. You said that the Urgency Ordinance, in conjunction with Sec. 65913.4(r), would help to provide the City the time needed to put in place a Rancho Neighborhood Specific Plan.

Unfortunately, that Rancho Neighborhood Specific Plan is nowhere near completion.

At the upcoming council meeting this Tuesday, November 19, 2024 1 urge you to please act to extend the Urgency Ordinance for the maximum period of time, so that a Rancho Neighborhood Specific Plan and associated General Plan Amendments can be adopted, and Burbank's over 100-year old equestrian community can continue to thrive safely. It is a community worth preserving.

As an almost 30 year resident and Burbank business person of the Rancho, please know that we remain fully engaged in preserving our unique Rancho neighborhood for generations ahead. Hello Burbank City Council!
I live in the Burbank Rancho on Riverside drive, and I want to request and extension of the Urgency Ordinance. My family has lived on Riverside since 1956 and enjoyed a beautifully preserved community near, but outside of the hustle and bustle of Los Angeles. I'm fully convicted that this is exactly what keeps our community so valuable to others; how set apart and unique it is. I boast that on a sleepless night, I feel comfortable enough to go for a walk despite the hour.

Burbank is well known for our family oriented communities, and part of what maintains that is the type of housing present. I understand the desire to diversify and include others in enjoying what has been well established over the years, but conservation is what is going to maintain that desirability.

A secondary concern with preservation is the traffic pattern. Disney has increased the local traffic congestion which decreases desirability in the area by creating more difficulty with our many equestrian neighborhood families and all the equestrian centers we have that serve the entire county. Please consider the importance of Burbank's unique contribution to the county of Los Angeles. The Rancho isn't the right place for multi family homes at this point in time.

I know that many years ago, there was the desire of putting a Whole Foods nearby the Rancho, and I'm so very thankful for the solution that was found. I very much enjoy having a Whole Foods available nearby, and I'm hoping a similar resolution can be found with the proposed property.

Thank you so much for your consideration.

Dear Council,
I am writing to ask you to please extend the Urgency Ordinance in regards to SB423.

The Burbank Rancho is one of the few communities who's residents are completely engaged! We are strongly connected through our horses, we socialize together, we watch out for each other, and we generally care about our fellow neighbors. This kind of bonded community is sadly rare in this world of social media where people rarely come face to face. Please help us to stay strong! Please, as our council, stand with us to protect our small community and our special lifestyle.

Respectfully,
Monica Muehlhause-Horn

Once again, you are being asked to extend this urgency ordinance because staff hasn't had the time to complete the Rancho Neighborhood Specific Plan (along with all the other neighborhood plans that haven't been completed). It's unfortunate that staff's time has been directed elsewhere but here we are with this issue. It's a "no-brainer" to approve extension. You know all the reasons.

Thank you

I respectfully urge the Burbank City Council to vote in favor of extending the Urgency Ordinance that protects the Rancho from new SB 35 projects. I have read that the Staff Recommendation, per the published Staff Report, is that the council vote in favor of extending the Urgency Ordinance.

Thank you,

My name is Joseph LaRocca, and I am a resident of the Burbank Rancho community. 1 am writing to support and request you adopt a second extension of the Urgency Ordinance of the City Council, extending the interim development standards for the Burbank Rancho neighborhood, an equestrian district. This action is a necessary response to California Senate Bill 423 and will provide temporary relief while the City continues the Rancho Specific Planning process.

I urge you to vote in favor of this item at tonight's meeting.

Respectfully,
Joseph LaRocca

The Burbank Rancho is an ever shrinking pocket in Burbank where the public can still enjoy horseback riding in a safe environment. The extension of this ordinance would be a small measure to continue monitoring the protections of the equine community.

As a long time resident of the Rancho and someone who attended so many meetings about the Rancho Specific Plan I wholeheartedly support the extension of Urgency Ordinance establishing interim development standards in the Rancho in response to SB 423. SB 423 threatens our neighborhood and quality of life and is anti-resident.

Burbank has very unique neighborhoods that each area has fought years to protect and as an independent city they State shouldn't be allowed to come in and do what ever they wish. Please vote in support of this extension.
