History

downtown residents & others
• Encourage development of mixed-use and
mixed income housing on opportunity sites
• Demonstrate leadership in sustainability
• Support downtown economic
development
Project Goals
5 Conceptual site plan
6 Public-Private Partnership P3
Housing Construction Challenges:
• Rising construction costs due to inflation
• Increased borrowing costs due to higher interest rates • Higher operating costs per housing unit
• Rents not able to keep up with costs
P3 no longer attractive to the industry without the
private construction elements and associated long-
term revenue
Potential Delivery Method
7 • Design/Build
o City contracts with a single design/build entity
o Risk transfer of design and construction services
o Provides collaborative evaluation of
construction and long-term costs vs budget
o Operations and maintenance needs and
impacts considered in design
o Early and continuous input from the
community, stakeholders and staff
Potential Delivery Method
8 • Long-term revenue potential from housing
opportunity sites on City-owned parcels remains
• More flexibility in City/developer timelines for
housing
• Design/construction costs for civic assets only
• Reduces timeline to facilitate meeting grant
expenditure requirements
