4 Discussion – Parental Leave
• State Disability Insurance and Paid Family
Leave provide wage replacement benefits only.
• Employees in CA may also be protected under
additional employee leave laws.
• The Family Medical Leave Act (FMLA) and
the California Family Rights Act (CFRA) are
family leave laws that provide unpaid, job-
protected leave for qualifying persons and
reasons.
5 City of Burbank Considerations and
Conclusion
• Implementation of a taskforce would require
extensive planning, and substantial resources to
ensure success.
• Creation of a taskforce would need to be
balanced with the Council’s existing goals and
work program.
• Education and enforcement of an ordinance on
minimum wage and/or paid family leave would
likely have significant fiscal impacts.
