SUBJECT: Adoption of a Resolution Awarding Contract Documents and Awarding a Construction Contract for Bid Schedule No. 1517, Community Services Building Security Enhancements Project
RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK AWARDING
CONTRACT DOCUMENTS AND AWARDING A CONSTRUCTION CONTRACT FOR BID SCHEDULE NO. 1517, COMMUNITY SERVICES BUILDING SECURITY ENHANCEMENTS PROJECT TO R DEPENDABLE CONST, INC. (Attachment 1).
BACKGROUND
The Community Services Building (CSB) Security Upgrades Project (P roject) is a continuation of the City’s ongoing efforts to enhance physical security in public buildings and spaces. This project aligns with City Council (Council) goals for City Services, Quality of Life, and Infrastructure. The Project involves security enhancements to the CSB’s first and second floors. On the first floor, a glass partition wall will be installed to secure the existing convenience stairs. The partition will include two secure doors, which will require access control cards to unlock . Other enhancements include adding an access control system (card readers) to the existing elevators and upgrading existing half -height doors at the public counters to be full height doors. On the second floor, perforated aluminum privacy panels will be added to the existing atrium guardrails , which may be done in a second phase.
DISCUSSION
Bid Schedule No. 1517 was advertised on July 03, 2024. A bid opening was held on August 20, 2024. More than 20 contractors downloaded the Project plans. R Dependable Const Inc. of San Bernadino, California (R Dependable), submitted the only responsive
2 and responsible bid of $522,500 (Attachment 3), which is over the August 2021 inflation adjusted engineer’s estimate of $330,000. The assessment of the significant increase in project costs is due to a combination of the numerous custom materials being used to match the original lobby and the current market conditions.
To reduce project costs, a potential deductive change order will be executed immediately after the award of the construction contract at its current bid price of $522,500 . The deductive change order consists of changing the night work hours to early morning work hours, providing more on-site accommodation for the contractor by eliminating portable restrooms and temporary fencing requirements, and other minor adjustments. The $42,000 deductive change order will reduce the contract price to $480,500 after execution. The remaining $150,500 needed for the completion of this project will be provided by unused funds from the recently completed Maxam Park Building Restroom Renovation Project.
R Dependable has previously performed work for the City similar to the scope of work in this Project with satisfactory results.
If approved by Council, c onstruction is slated to commence in January 2025 and be completed in June 2025. As with all Public Works bid schedules affecting the public business in CSB , the contractor is required to coordinate with potentially affected employees and residents and must provide notification in writing at least five working days in advance of the start of construction in the area.
Project plans and specifications are available for review at the Public Works Department, located at 150 N. Third St., Burbank, California 91502, and the City Clerk’s Office located in the Burbank City Hall, 275 E. Olive Ave., Burbank, California 91502.
ENVIRONMENTAL REVIEW
Adoption of this resolution is categorically exempt under the California Environmental Quality Act (CEQA) §15301, which exempts the operation, repair, maintenance, and minor alteration of existing public structures and facilities that involve negligible or no expansion of existing or former use. This project includes the repairing and maintenance of interior amenities, and there are no exceptions or unique circumstances that apply that would affect the application of this exemption.
FISCAL IMPACT
The projected construction cost for this project (bid price plus 5% contingency) is $548,625. $398,125 is available for construction in the project account 534.PW33A.70019.0000.24375. Upon Council approval of the contract award, Staff will execute a budget adjustment to transfer $150,500 from the completed Max am Park 3 Building Restroom Renovation Project account 534.PR21A.70003.0000.22756 to the CSB Security Upgrades project account 534.PW33A.70019.0000.24375 to fully fund the Project.
CONCLUSION
Staff respectfully recommends that Council adopt the proposed resolution to award the contract documents and award a construction contract to R Dependable Const Inc. for Bid Schedule No. 1517 – Community Services Building Security Upgrades and find the adoption of the resolution categorically exempt from CEQA.
