RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK AUTHORIZING
ACCEPTANCE OF FUNDS FROM THE SOUTHERN CALIFORNIA LIBRARY COOPERATIVE IN THE AMOUNT OF $7,535.00 AND AMENDING THE FISCAL YEAR 2024-25 ADOPTED BUDGET BY APPROPRIATING FUNDS AND AUTHORIZE THE
CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE THE AGREEMENT AND ANY AMENDMENTS THERETO.
BACKGROUND
The City of Burbank (City) is a member of the Southern California Library Cooperative (SCLC), a consortium of 40 independent city, county, and special district public libraries located in Los Angeles and Ventura counties which have agreed to cooperate in providing library services to the residents of all participating jurisdictions. SCLC provides member libraries a resource-sharing network and a means for enhancing the level and diversity of resources available to library users, while reducing duplication of effort. The Library Services Department (Department) is a voting member of the Administrative Council and a representative of the 40 member libraries. SCLC Administrative Council members represent each of the member libraries in consideration of the constituencies they serve locally as well as their part in the larger regional context of library services.
DISCUSSION
During the May 29, 2024 SCLC Administrative Council meeting, members voted to approve a $365,773 one-time roll over of California Library Services Act funds to be allocated as a distribution to its members specifically designated for electronic resources for Fiscal Year (FY) 2024-25. The City has been awarded a portion of the SCLC funds in the amount of $7,535. The funding will be utilized to support the purchase of content credit on the Library's Hoopla digital streaming platform, a product from Midwest Tape. Hoopla allows Library patrons to borrow and stream content such as audiobooks, e-books, comics, movies, tv shows and music. The digital platform is popular amongst Library patrons, with nearly 12,000 electronic circulations per year.
The SCLC funds are used in alignment with the provisions of the California Library Services Act which "ensures that all people have free and convenient access to all library resources and services that might enrich their lives, regardless of where they live or the tax base of their local government."
ENVIRONMENTAL REVIEW
This activity has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a "project" subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.
FISCAL IMPACT
Should Council adopt the resolution and approve the funding as proposed, the FY 2024- 25 adopted budget will be amended to appropriate $7,535 from 001.LB000.48010 (General Fund, Library Services, Other Intergovernmental Revenues) to 001.LB02A.62425.1001 (General Fund, Library Services, Public Services, Library Resource Materials, Electronic Resources).
CONCLUSION
Accepting the SCLC funds allows the Department to expand on its electronic resources collection available to Library patrons. Hoopla is a highly demanded product, and the increased funding will enhance the amount of electronic resources available that will directly benefit Library patrons. Staff recommends that the Council accept the funding to the Library in the amount of $7,535 and amend the FY 2024-25 adopted budget by appropriating the funds.
