Re: Report and Recommendation - Infrastructure Oversight Board Member Absences
Mayor Schultz, Vice-Mayor Perez, and Honorable City Council Members:
This memo serves as the Infrastructure Oversight Board’s (IOB) report and recommendation on a recent member’s absences, in accordance with Burbank Municipal Code (Code) Section 2-1-403.A, which states:
“Absences: In the event a member of a board, commission or committee is absent for three (3) consecutive regularly scheduled meetings of the board, commission or committee to which they have been appointed, or who fails to attend at least seventy five percent (75%) of the regularly scheduled meetings during a twelve (12) month period, which commences on the date of the appointment of the individual member to office, the attendance record of such member shall be reviewed by the board, commission, or committe e to which the member was appointed. The board, commission, or committee shall consider the reasons for the absences with the member and make a determination whether the absences should be excused or unexcused by the City Council. The report and recommendation shall be transmitted to the City Clerk who shall agendize the matter for City Council consideration. The City Council shall take appropriate action including, but not limited to, excusing the absences, removing the member, or such other action as the Council deems appropriate.”
At the March 26, 2024 City Council meeting, the Council was informed that IO B Member Shaunt Kodaverdian missed three regularly scheduled meetings in succession prior to the February 22, 2024 IOB meeting. In accordance with the C ode, the IOB discussed Board Member Kodaverdian’s absences with him at this February 2024 meeting. Board Member Kodaverdian apologized for being unaware of the absence policy, explained his absences were due to a recent promotion that had increased his workload and required unexpected and extended travel, and represented that he would be able to attend the meetings in the future and desired to remain on the IOB. The IOB voted unanimously to recommend that City Council excuse these abs ences, and Council agreed to excuse the absences and allowed Board Member Kodaverdian to remain an active Infrastructure Oversight Board Member at their March 26
th meeting.
Recently, Board Member Kodaverdian has fallen out of compliance with the required 75% attendance rate over a twelve-month period, as outlined in Code Section 2-1-403.A. The table below details his attendance from October 2023 to September 2024. Excluding the absences excused by the City Council and the special meeting held in May 2024 from the overall calculation, the attendance record for regularly scheduled meetings under the Code is 67%, which is below the 75% threshold.
The IOB discussed these absences at its October 24th meeting. Board Member Kodaverdian did not attend this meeting and stated his absence was due to his work requiring his attendance at a charity event. Given the previous absence issue and that Member Kodaverdian had assured the IOB in February that he would be able to make future IOB meetings, the IOB recommended to not excuse Board Member Kodaverdian’s additional absences, with four ayes, one no, and two Members absent.
Thank you for your consideration of the IOB’s recommendation on this matter.
