• Identifies housing conditions and needs
• Establishes goals, objectives and policies that serve as foundation of City’s housing strategy
• Developed through an extensive public process

• Identify adequate sites to accommodate the RHNA
• Assist in the development of adequate housing for all incomes • Address governmental constraints
• Conserve and improve existing affordable-housing
• Preserve assisted housing developments
• Promote equal housing opportunities
4 State Rezoning Requirement
• Burbank has a RHNA of 8,772 units
• City can meet obligation through rezoning of “Opportunity Sites” • Housing Program No. 5 is the rezoning requirement
• Per state law, rezoning for Burbank must be completed by February 15, 2025 • Failure to do so has major consequences
• Builders Remedy – no control over permitting

8 Environmental Review
• 2021-2029 Housing Element Program EIR contemplated the changes noted in Program No. 5
• RINCON consultants prepared a “Finding of Consistency” • Verifies that the Housing Element EIR is still accurate • No new information that requires further study
9 Recommendation
Introduce the proposed ordinance as indicated in published staff report, to establish:
