DISCUSSION
Parking Permit Technician and Parking Services Manager
The Community Development Department (CDD) is proposing to establish the Parking Permit Technician and Parking Services Manager classifications. City Council directed staff to develop a Parking Management program for Downtown Burbank, including a proposed ordinance, resolution, budget, and any associated agreements for implementation. The Parking Management program w ill manage the on- street parking spaces on San Fernando Boulevard and selected side streets in Downtown Burbank with parking fees so that one or two spaces per block are available for residents and visitors.
City Council officially approved this directive on November 19, 2024.
The proposed establishment of the Parking Permit Technician is essential for supporting the operations of the City’s Parking Management program, while the proposed establishment of the Parking Service Manager is necessary for the effective implementation and oversight of the Parking Management program.
The primary duties of the Parking Permit Technician include reviewing and processing parking permit applications for compliance, issuing permits, collecting fees, and assisting with curb management inquiries. The proposed classification also involves reconciling transactions, responding to customer inquiries, recommending process improvements, and maintaining records. While this work is currently being performed by a Parking Analyst, the creation of this new establishment is needed due to new duties associated with the Parking Management program and the growth of the issuance of parking permits.
As parking responsibilities expand and the Parking Management program is implemented, it is essential to establish a dedicated position to oversee this initiative. The proposed establishment of the Parking Services Manager will manage the City's on-street and off-street parking programs, ensuring efficient operations, maintenance, and revenue collection. The Parking Services Manager will also develop comprehensive parking management plans to determine future needs for parking- related services, implement policies and procedures, and oversee contract compliance. Additionally, this role will 3 develop and maintain computerized parking management systems and provide technical support for efficient, cost -effective parking services for City residents, businesses, and visitors.
The proposed salary ranges for Parking Permit Technician and Parking Services Manager were determined based on the salaries of comparable classifications identified among the City’s survey cities as well as maintaining internal equity. Specifically, the salary for Parking Permit Technician will be equivalent to the salary for Permit Technician and the salary for Parking Services Manager will be equivalent to the salary for Transportation Services Manager, which are both similar in the level of responsibilit ies.
Therefore, staff is proposing the monthly salary range for Parking Permit Technician be set at $4,651.73 to $6,412.45 (biweekly salary range of $2,146.95 to $2,959.59) and the monthly salary range for Parking Services Manager be set at $9,902.47 to $13,021.75 (biweekly salary range of $4,570.37 to $6,010.04).
The proposed Parking Permit Technician will be a Civil Service classification represented by the Burbank City Employees’ Association (BCEA) and subject to FLSA. The proposed Parking Services Manager will be a Civil Service classification represented by the Burbank Management Association (BMA), exempt from the FLSA under the administrative employee exemption, and included in the City’s Conflict of Interest Code.
The BCEA and BMA have been advised of these establishments and t he Community Development Director concurs with this recommendation.
Citywide Salary Schedule
In accordance with Government Code § 20636 and California Code of Regulations § 570.5, the CalPERS requires public agencies to post a publicly available salary schedule that is approved by Council at a public meeting for CalPERS to determine earnable income. Therefore, staff is requesting Council adopt an updated salary schedule that includes the proposed salary for Parking Permit Technician and Parking Services Manager.
ENVIRONMENTAL REVIEW
These activities have no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and as such, is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.
FISCAL IMPACT
The proposed position of Parking Permit Technician was included in the approved Fiscal Year (FY) budget for 2024-25. Therefore, this request is cost neutral and there is no fiscal impact to the General Fund. For the Parking Services Manager position, there is no fiscal impact to the City’s General Fund associated with the approval of the resolution. CDD 4 does not plan on utilizing the proposed position until FY 2025-26, and any future use will be in conjunction with the City’s budgetary process for FY 202 5-26 and in consultation with the City Manager.
CONCLUSION
The proposed establishment of the salary for the classification of Parking Permit Technician and the proposed establishment of the salary and Conflict of Interest Code Designation for the classification of Parking Services Manager meets the current and ongoing needs of the City.
