AVIATION & TRANSPORTATION SECTOR
LAWA DA -5361A/DA -5632 Environmental Technical and Expert Consulting Services, Los Angeles, California, 2019 -2026
LAWA selected Burns & McDonnell in 2019 for environmental, engineering, and technical consulting services to support its operations. LAWA’s large and complex aviation facilities require a broad scope of environmental services on standby; therefore, the contract provides services for air and water quality, hazardous materials, petroleum storage tanks, site investigations and environmental management, sustainability and more. Chris currently serves as our firm’s program manager for assignments with LAWA. In this capacity, he regularly meets with LAWA’s senior management and is responsible for overall client satisfaction and team performance, ensuring the availability of resources and issue resolution.

He has worked closely with LAWA project managers to ensure that the project team is in synch with senior management. He has demonstrated his willingness and ability to make staffing changes when needed to better serve LAWA and the project.

His long-standing relationships with LAWA staff, in-depth knowledge of their operations, and his extensive project management experience make him well-suited to serve on this project. His keen understanding of the environmental and operational environment at LAX has benefited LAWA’s management in identifying impediments to project implementation prior to the development of and investment in long term capital improvement programs. Chris has worked extensively with LAWA for more than a decade to develop solutions to address the airport’s needs. Our team is supporting LAWA on key sustainability projects, such as the development of the Zero Waste Plan, electrification feasibility studies, building energy efficiency audits, and deployment of solar at Van Nuys Airport (VNY). In addition, we are providing environmental compliance support for potable water systems at LAX and Palmdale (PMD), petroleum storage tanks, and the sound insulation program.

Terminal 3 West | SFO International Airport
San Francisco, C alifornia | 2018 -2028
Project Director Chris is executing the overall program management and coordination with numerous stakeholders supporting the design-build team of Turner and Gensler. Burns & McDonnell is serving as the aircraft hydrant fueling system engineer, environmental and decommissioning and demolition support partner. The T3W project is a critically time sensitive project and efficiently executed construction phasing tightly coordinated with a series of 8 operational gate closures and activations within the existing operational environment with minimal disruption to service. The project reconfigures the parking position of aircraft, install Passenger Boarding Bridges (PBBs), modify the fuel system, electrical system, and pre - conditioned air system. Chris is currently serving as overall program manager and the single point of contact for the T3W design-build team with a wide array of services from reviewing submittals to implementing construction monitoring plans to coordinating the fuel design, management of proper transportation and disposal of hazardous materials.

LAX Power Redundancy Upgrades , Los Angeles, California, 2019 -2024 Chris is currently the environmental program manager and compliance lead supporting the City of Los Angeles DWP and LAX for a $120 million capital program at LAX to build a new RSX power station to serve LAX and related projects to connect the new power station into the various airport terminals to create redundant primary electrical infrastructure in support of the various terminals, including but not limited to T2/3, T1 and a future Concourse 0. Delta managed this power program on behalf of the City at T2/T3 and has retained Burns & McDonnell for environmental permitting and construction support services. Chris is acting as the single point of contact between Delta & LAWA for coordination between numerous stakeholders for permitting and compliance including air quality, hazardous materials management, SPCC; stormwater, environmental oversight, meetings, stakeholder engagement, field work, sampling. The work is on a very tight schedule due CHRISTOPHER D’SA, MS, RME, ESQ
(continued)

to its sensitive and crucial nature potentially impacting all of the north terminals at LAX. Chris led several partnering meetings between the trades, the general contractor, LAWA, Delta and the PMO which helped accelerate the schedule to meet the gate closure deadlines. This result saved Delta several million dollars of the budget and at least four months from the schedule

Sky Way at LAX T2/T3 Modernization | Delta Air Lines
Los Angeles, California | 201 8-2023
Project Director. The $1.9 billion plan for the Delta Sky Way at LAX is an unprecedented public-private partnership through which Delta will undertake the second largest private infrastructure project in the LA basin . This program will replace aging building systems and infrastructure and broadly has the following nine components: Terminal 3 Central Headhouse, Terminal 3 West Headhouse, Terminal 2 Headhouse, Automated People Mover Core (located within the Central Headho use), Terminal 2 Concourse, Terminal 3 Satellite, TBIT Connector, and Terminal 1.99. Chris is acting as the single point of contact for LAWA for coordination between Delta, LAWA, the Construction JV and the numerous subcontractors for compliance with hazardous materials management, SPCC; environmental oversight, permitting and compliance , meetings, stakeholder engagement, field work, sampling. Our proposed design of the new aircraft hydrant fueling system includes piping layout with tie-ins to existing pumping and transfer system, new distribution control valve vault, buried hydrant mains, hydrant laterals and hydrant pits, high point vent and low point drain pits, and manual isolation valve pits, emergency fuel shut off system, and piping cathodic protection. Demolition and abandonment of existing fuel pipelines is also being closely coordinated with the Construction JV to facility phased project construction while keeping vital fuel transfer pipelines in service. Strict coordination and very limited work hours were required to complete remedial activities while minimizing impacts to runway operations. Cost: Design: $2MM+ Const.: $2B (Est.) Mather Airport (MHR) Bulk Fuel Storage Facility | Sacramento County Airport Sacramento County , California | 2020 -2024
Fuel tank expansion for the existing fuel tank farm located on the southwest side of the Mather Airport (MHR) Env Project Manager. We have been assisting Sacramento County Airport System on a wide variety of engineering and fueling projects on four airports since 2020. Chris is part of the integrated design and environmental permitting team. The project included preparation of a preliminary report identifying key issues and proposing a concept solution for stakeholder buy-in. Based on the report and discussions with the County, the design team advanced the design from concept to “issued for construction” (IFC) drawings. The design documents consisted of plans, technical specifications, engineer’s opinion of probable construction cost estimate, and a basis of design for the proposed tank, secondary containment, notification and controls, lighting, fire hydrants, and an entry point.

Expanding the fuel farm required new fueling staging, and modifications to the existing controls. Design tasks included design of heavy truck pavement, fuel zones, and secondary containment requirements that required thorough understanding of the regulations and required complex solutions. Obtaining stakeholder buy-in demonstrated the depth of our design team’s understanding and ability to drive forward complex solutions in a difficult regulatory environment. As part of this project, our team designed an underground spill containment concrete basin as an emergency containment in the event of a fuel truck spill. The project encountered a challenge during permitting, when the AHJ rejected the standard exemption under the California Code of Regulations Chapter 16, Title 23 for emergency containment tank. Our environmental team partnered with the State of California State Water Resources Control Board and built consensus with the AHJ and numerous stakeholders on CHRISTOPHER D’SA, MS, RME, ESQ

this complex project, negotiating a practicable framework for obtaining permitting approval marshaling complex regulatory and legal evidence in support of technical defenses to chart a path to success.

LAX BULK STORAGE FACILITY | LAXFUEL Corporation
Los Angeles, California | 2017 -2019
Env Project Manager. At Los Angeles International Airport (LAX), we continued the buildout of the master plan for the fuel tank farm facility at LAX and acted as the integrated design builder constructing four new tanks within the fence line of the LAXFUEL Corporation (LAXFUEL) leasehold. This previously planned expansion of 9 million gallons (gal) added to the existing 16 aboveground storage tanks at the fuel facility site. In addition to providing owner’s engineer support services, document control, scheduling, pre-construction plan preparation, and acquisition of additional long-term easements, we are providing program management services, including environmental permitting and supporting permit negotiations. As the owner’s representative and integrated design-build team, we led the permitting consulting working directly with the City of Los Angeles, the lead agency, to develop an approach under the California Environmental Quality Act (CEQA). We successfully completed a sensitivity analysis which demonstrated that the proposed project would have no pote ntially significant impact in the environmental areas addressed by CEQA. Under the National Environmental Protection Act (NEPA), we prepared a Categorical Exclusion (CATEX) for the Federal Aviation Administration (FAA), the lead Agency, as described in the Environmental Orders (FAA Order 1050.1F and FAA Order 5050.4B). We prepared a presentation for the FAA and successfully argued that the proposed Project does not individually or cumulatively have significant effect on human environment (40 CFR 1508.4) and that the project is categorically excluded under FAA Order 1050.1F-5-6.4. We are providing stakeholder outreach services and working closely with LAWA to provide support on the fuel interconnection for the project.

Chris was also the environmental project manager for the integrated EPC project team responsible the complete air permitting package for the construction of new jet fuel storage tanks. Assessed applicability of all South Coast Air Quality Management District (SCAQMD), state, and federal requirements, and developed cost estimate of permit and emission credit fees. Chris also managed the air quality resource analysis to support determination of a Categorical Exclusion under the National Environmental Policy Act and Negative Declaration under the California Environmental Quality Act that resulted in a substantive cost savings and enabled the project to move ahead of schedule.

BBA Aviation /ASIG ONT Fueling | Ontario International Airport Ontario, C alifornia | 2013- 2017
Project Director: Project tasks included supporting the reengineering of the ONT Airport fueling facility. We acted as the prime construction contractor for the installation of several new components of the fueling facility. The second phase of the project consisted of the removal of one 20,000-gallon underground gasoline storage tank (UST), one 20,000-gallon underground diesel storage tank, and five 40,000-gallon underground jet fuel storage tanks. We then acted as the prime construction contractor for the installation of a surge suppressor, pressure relief valve, above ground product recovery tank (PRT), and relocation of existing sump separator. Managed and performed environmental investigations at the request of the State and Los Angeles World Airports to evaluate and delineate environmental conditions in the former UST area. In 2015, when the local regional water quality board was particularly unyielding about concurring with Site Closure, Chris appealed the closure process to the State Water Resources Board (SWRCB). After careful review of the record, the SWRCB denied closure and concurred with the local regional water board. Chris was undeterred and partnered with the landowner LAWA and built consensus with numerous stakeholders on this complex project, negotiating a practicable framework for obtaining a low-threat closure concurrence. Chris completed a vapor extraction study along with updating the Site Conceptual Model.

Additionally, Chris completed computerized model which demonstrated that hydrocarbons that dissolve into leachate migrating downward from the hydrocarbon-impacted area will biodegrade long before they reach the groundwater.

Therefore, we concluded that the impacts identified do not present a threat to the groundwater beneath the site. Using this CSM, the Site was evaluated in accordance with the criteria specified in California’s Low -Threat Underground Storage Tank Case Closure Policy. Chris then applied for closure again using novel arguments, analyzing and using exemptions already in state regulations and policies, concluding that the Site does not present a threat to any current or potential receptors and is a candidate for a determination of No Further Action. The second time through the closure process, Chris successfully negotiated and obtained a declaration that the site is eligible for closure and subsequently negotiated an award of No Furthe r Action closure for the Site. Documented savings to the client are in excess of $1 million. The Client and this clos ure process drew upon our deep understanding of federal and state environmental laws, regulations and protocols, as well as the support of highly qualified staff. Project was completed on schedule, on budget, and did not delay airport operations at the site. There have been no safety incidents from 2011 till 2017. indicated that environmental liabilities remained at the terminal in proximity to the fuel hydrant system. In 2015, we were retained to review legacy historical liabilities of LAX Two and also identify areas of potential environmental concern at or around Terminal 2. We managed an environmental investigation at the direction of the State and LAWA to evaluate and delineate environmental conditions in the fuel hydrant loop area. This was a large complex project involving numerous parties and tens of thousands of records. We obtained and reviewed voluminous historical documents going back almost 60 years. The tasks that were undertaken included the following: A review of historical aerial photographs to evaluate historic land usage and general site usage, structures and improvements, tank farms, pits and sumps, poor drainage areas, and adjacent land use; review of any LAWA property use records to provide insight into the potential source of the identified contamination; any reports that have addressed directly adjacent sites as they may be useful for the present study; review of waste manifests, material safety data sheets, raw materials inventory lists, and tenant lists for a 50 -year period; comprehensive review of LAWA and LAX Two drawings (site plans, utility plans, permit drawings, construction drawings and as built drawings) and other records to further understand potential sources of the identified impacts. We also coordinated field activities with LAWA Operations and the LAWA environmental department, to obtain approval to perform the groundwater sampling of all accessible groundwater wells at Terminal 2.

American Airlines | Various On -Call Projects, United States | 2013 to present Project Director: Performs nationwide client coordination for American Airlines, a global airline client. Chris has helped the company to address successfully a wide range of issues, including challenges to the UST standards developed nationwide, leaking airport hydrant systems, claims of alleged non-compliance with a number of federal and state environmental laws. In this ongoing role, he regularly works with the top managers in these agencies as well as with the appointed members of the Regional and State agencies.

ORD Project: In 2015, Burns & McDonnell responded in an urgent manner to support AA in investigating the unusual operating conditions of a 20,000-gallon gasoline underground storage tank (UST) located in the vicinity of Gate G20 at O’Hare International Airport in Chicago, Illinois (ORD). We advanced five soil probes at the site to evaluate for the presenc e of impacts. A mixture of gasoline and water was pumped out of the vault containing the submersible pump, the pipe chase leading to the Concourse G building where the fuel odors seemed to emanate was sealed, and a ventilation fan was utilized in the basement of the Concourse G building as a preventative action to prevent buildup of odors. We have conducted a soil and groundwater investigation around the UST area and adjacent utility trenches near the UST, continued screening of ambient air in the utility rooms in the basement of the Concourse G building, and assisted AA with pumping of impacted water from subsurface vaults between two adjacent taxiways. We have advanced soil borings to depths up to 30 feet below ground surface (bgs) and collected soil samples for laboratory analysis. We installed groundwate r monitoring wells to depths up to 30 feet bgs at five of the soil boring locations and collected groundwater samples for laboratory analysis. Due to the densit y of utilities located in the area around the UST and based on site observations, we also utiliz ed vacuum/hydro excavation to further evaluate for impacts from the gasoline release adjacent to the UST and above/adjacent to conduit structures containing Federal Aviation Administration (FAA) communication cables and electrical cables. We collected indo or air samples in the basement of the Concourse G building and submitted the samples for laboratory analysis to confirm that chemical concentrations are below OSHA and NIOSH regulatory levels for occupational health and safety. The construction activities included preparing a Dig Book and Airport User’s Form for approval by Chicago Department of Aviation (CDA) and FAA for protection of subsurface utilities. We completed the initial round of field activities and is currently prepa ring a report for the Illinois Environmental Protection Agency. In February, 2016, the Illinois State Fire Marshal approved the site for reimbursement.

Program Management | Yellow Corp (former YRC )
Sites in California| 2013- Present
Program manager: Performs client coordination for YRC, a national Freight/Shipping client. Chris has helped the company to address successfully a wide range of issues, including defeating the proposed listing of certain sites on the CERCLA National Priorities List, challenges to the cleanup standards developed for certain projects, and claims of alleged non- compliance with a number of federal and state environmental laws. In this ongoing role, he regularly works with the top managers in these agencies as well as with the appointed members of the Regional and State Water Boards. Tasks involved managing legacy liabilities for numerous sites in California and other states. Administrative programming tasks including tracking and organizing monthly invoice submittals; tracking payments made and discounts applied to the client, project progress; tracking state reimbursement costs from these projects to the client and providing regular project updates to the client. In addition, tasks include quarterly program updates to the freight shipping client projects’ technical status, budgets and forecasts; as well as other environmental investigations and compliance needs that are forthcoming. Tasks also include updating yearly budgets and Project Lifetime Costs for Sarbanes-Oxley adherence. ● YRC Hayward Site: This site had been open since 1987 after removal of several USTs and several subsurface investigations. In 2013, as the Hayward Fire Dept was particularly unyielding about concurring with a Request for Site Closure, Chris was successful with appealing to the State Water Resources Control Board. Subsequently, Chris successfully negotiat ed and obtained an award of No Further Action closure for the Site. Documented savings to the client are in excess of $250K. Chris successfully helped the Client recover nearly $350,000 held in escrow. ● YRC Oakland: This site was also open for decades. On YRC’s behalf, Chris negotiated with regulators, the current property owner, their attorneys and consultants . Chris advocated with the director of the local environmental health agency and obtained an award of No Further Action closure for the Site. Chris also assisted with helping YRC recover nearly $500,000 held in escrow. Documented savings to the client in excess of $400K resulted in a congratulatory letter from YRC’s CFO. ● YRC Santa Fe Springs: This site was also open for decades with another consultant. In 2013, the US EPA and the State went on a fishing expedition in an attempt to add YRC as a responsible party for an adjacent Superfund site on the National Priorities List. On YRC’s behalf, Chris was responsible for the oversight of the accelerated RI to investigate whether the site was actually the source of solvents and emergent chemicals in the subsurface using a fast-track multi-phase soil, groundwater and vapor investigation. Certain contradictory evidence suggested an off -site source was possible. Close interaction with the State was encouraged, facilitating fast-track decision making. The investigation showed compelling evidence that the source of the chemicals of concerns was mainly from an off-site source, and that the site was in fact being contaminated from the Superfund site . To rebut potential RP claims, YRC drew upon Chris’s deep understanding of federal and state environmental laws, regulations and protocols . Chris negotiated with the State regulators, the current property owner, their attorneys and consultants. Chris tentatively prevailed on an argument that the regulatory agency should close the site under the new State Low-Threat Closure Policy. Chris is the process of obtaining an award of No Further Action closure for the Site. Documented savings to the client are in excess of $1MM. National Program Annual Spend: $1MM+

Program Manager for a construction support IDIQ. Managing and supporting construction relating to the BART expansion.

Conducting lead and asbestos surveys, overseeing the asbestos abatement and PCB remediation, lead paint stabilization and universal waste services to prepare for the demolition of existing buildings. Managing the abatement work in full containment or regulated areas in accordance with contract documents and OSHA and EPA protocols. We are providing environmental quality assurance services, including inspection of work practices during all abatement activities, with zero safety incidents, demonstrating our unique top 1-percent employee-owner-driven safety culture. We recently provided construction support for the Santa Clara Pedestrian Underpass at the Joint Powers Board Santa Clara Station and Brokaw Road. Our team characterized soil and groundwater within the proposed construction footprint to assess the shallow groundwater, subsurface soil and railroad ballast, and recommended management and disposal strategies for excavated materials and groundwater. We developed a detailed phasing plan for the sampling work, coordinating with stakeholders, planning ahead, and closely interfacing and coordinating with designers to maintain minimal disruption to rail traffic. We completed work under a complex permitting scheme with a myriad of agencies and utilities. We found that only a small portion of soil met the criteria for classification as hazardous waste. We recommended excavating this hotspot in compl iance with health and safety requirements and stockpiling it separately for characterization, resulting in 50 percent cost savings for VTA. Cost: $1,000,000

(continued)

site constraints, the residual impacted soil could not be excavated. Because of the limitations posed by the thick surrounding concrete and very high concentrations of total petroleum hydrocarbons (TPH) encountered in source area groundwater (1,200,000 µg/L) during the excavation, developed and managed a cost-effective method of remediation using a strong oxidizing agent (sodium persulfate with calcium peroxide). The chemical oxidation remedy decreased concentrations of TPH in groundwater by over two orders of magnitude after about 1 year. After another 4 months, TPH concentrations decreased to below detection limits (over four orders of magnitude in total). Negotiated with the Alameda County Water District and was successful in obtaining closure for the Site. Documented savings to the client in excess of $700K.

Program Management * | AT&T and Verizon
Nationwide | 2002- 2010

Why are you interested in serving on a board, commission or committee? I arrived in the U.S., from Canada, in 1981. I lived in Burbank with one of my relatives for three years. In 1984, my employment took me to the Inland Empire, where I lived until 2011.

In 2011, I transferred to the Caltrans offices in Los Angeles. I had an opportunity to purchase a home in one of several areas such as Pasadena, Glendale or Burbank. I specifically chose Burbank for several reasons : 1. Having previously lived in Burbank, I had become familiar with the City and wanted to come back. 2. Burbank offers a sense of community which I have not experienced anywhere else. 3. Burbank has a very strong City government which really cares about the well being of the residents. 4. The schools, the law enforcement agencies and the fire department in Burbank are well known in the region for their strength and stability. For these reasons, and many others, now that I am retired, I want to give back to the City that I have called home for the last 14 years. I feel that , with my qualifications (see details under Questions), I can contribute to making the City of Burbank an even better place to live. I am specifically interested in the Infrastructure Oversight Board because I think that is where I can make the most difference.

Education
I graduated from the School of Engineering at the University of Calgary, Canada, with a degree in Civil Engineering. Upon immigrating to the U.S., I continued my studies with a Masters degree in Business administration and another Masters degree in Civil Engineering (Construction Management). I received my registration as a Professional Civil Engineer in California in 1996.

Additional Pertinent Courses or Training
I am a Certified Project Management Professional (PMP) thru the Project Management Institute (PMI).

Other Pertinent Skills, Experience or Interests
I worked for California Department of Transportation (Caltrans) for 35 years, in two different Districts. In District 8, covering San Bernardino and Riverside counties, I went thru the Engineering Rotation Program where I learned about various Caltrans offices and functions, followed by 7 years as a Staff Engineer, working in Design and Traffic Operations. I transferred to District 7 on a promotion in 1999 and was a Project Manager for 15 years, managing various mega projects and was subsequently promoted to the position of Office Chief where I managed a staff of Senior Engineers and Staff Engineers for almost a decade i Traffic Operations. Interests & Experiences
Please tell us about yourself and why you want to serve.

Why are you interested in serving on a board, commission or committee? I want to use my professional urban planning experience, my Master's degree in Community Economic Development and Housing, and the hundreds of connections I've made in our community to provide the critical planning analysis necessary to faithfully serve our City. I've watched and attended dozens of council and commission meetings and understand what's expected both as an expert in the field and a representative that is responsible to the public.

I just placed fourth in the most recent city council campaign and spoke to residents citywide (at their doors!) about their neighborhood- and city-level experiences and concerns. I am compelled to stay active and responsive to our community's needs, and my talents and expertise are uniquely suited to the commission. I see my own participation in the City's affairs as the best way to create options for my children to one day be able to live independently in Burbank. I want them to take pride in growing up here, and then have real housing options when they come of age.

I just ran for City Council and placed fourth. My team and I knocked on 18,000 doors in the City, and I personally knocked on 3,700. You wouldn't believe the size of the survey I took of residents' concerns for their neighborhoods. My daughter attends McKinley Elementary and we walk there as often as we can. I'm a member and/or I attend the meetings of about a dozen local progressive, Democrat, civic and advocacy groups. I'm trying to start a boxing club in the area, and if I ever have real time, I'd want to join a regular Dungeons and Dragons guild at Geeky Teas, which is just down the street from me.

First Choice
FIRST choice for Board/Commission/Committee appointment:

Infrastructure Oversight Board
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

I am a professional housing policy analyst with the State of California - specifically, the Department of Housing and Community Development's Accountability and Enforcement Unit.

I have performed housing element reviews both in the ordinary course of my work and also off-the-clock as a community advocate looking for (and finding!) potential conflicts. This gives me a unique perspective - I am intimately familiar with State housing regulation and will help mitigate the loss of local control over our neighborhoods while never losing sight of our very real Regional Housing Needs Assessment (RHNA) obligations. I know how to navigate and analyze State laws, local ordinances, neighborhood specific plans, Streetmix cross-sections, infrastructure plans, standard design proposals, and more. I was the State's subject matter expert on SB9 the first year of its existence and have been a subject matter expert on ADU law since joining HCD. All this to say I have the experience to meaningfully contribute to the conversation.

Furthermore, and just as important as the professional
expertise: I have lived the experience of buying, and nearly losing, and living in constant fear of losing, my home. My wife and I are millennial homeowners, the only ones we know our age who bought a house without financial support from our families, but less than a week after moving in my wife (seven months pregnant at the time) was laid off. We have struggled, really struggled, to keep our place here, spending half our income on our mortgage as the second owners of what used to be considered a "starter house". Burbank's future cannot look like my present.

What are your goals in serving on this Board/Commission/Committee? I want to thread the needle - balancing the necessity of development while avoiding the worst impacts of State regulation. Having studied the last century of urban design, I want to do my part in turning the boat and promoting wise development.

I worked at the County of Riverside's Advance Planning department before working for the state, and was responsible for preparing multiple bike lane streetmix proposals for the public consideration. I understand that the IOB is responsible for ensuring that the City's money is being spent wisely on projects and transportation infrastructure that will appropriately meet the City's needs.

I have a Master's Degree in Urban Planning, specializing in Community Economic Development and Housing from UCLA. I took the Donald Shoup Parking Class (he's a great writer and theorist but I've never met anyone that insisted in laughing at his own jokes), Affordable Housing, Transportation, Joan Ling's Neighborhood Design Studio, Finance for Residential Development, and many others. I've spent four years at HCD's Accountability and Enforcement Unit, where I have reviewed housing elements and local ordinances for consistency with State Law.
