MID-YEAR APPROPRIATION REQUESTS FISCAL YEAR (FY) 2024-25 Permanent Local Housing Allocation (PLHA)
allocation to be utilized to fund the continuation of
the PLHA Rapid Rehousing Program and related
programs as identified in the Housing Community
and Development (HCD) approved five year plan.
The additional funding for a part-time position
within the Public Information Office (PIO) is being
requested specifically for control room operations
for City Council meetings and other Boards and
Commissions’ live televised broadcasts. The
department is seeking an additional part-time on-
call Video Production Associate to guarantee
control room operations for televised meetings to
continue their regular programming schedules,
ensuring transparency to Burbank Channel
viewers.
COMMUNITY DEVELOPMENT DEPARTMENT
Justification
CITY MANAGER
The Public Information Office operates the control
room for live televised City Council and various
Boards and Commission meetings. Funding for
overtime is needed as control room staff work
between 12-16 hours per day to accommodate
these meetings.
CITY COUNCIL
Additional funds are needed to support official
travel expenses incurred by City Council. Council
members travel in an official capacity to attend
meetings, conferences, and gatherings on behalf
of the City. Funding for City Council travel has not
increased since FY 2019-20, while travel costs
have risen by 18 to 20 percent. Guidelines for
Council member travel are set forth in the City of
Burbank Council Member Travel Expense Policy
and in accordance with California Government
Code53232.2. Per the Council Member Expense
Travel Policy, each Council Member is allotted
$3,500 annually for travel, while the Mayor and
Vice Mayor are allotted $5,500 and $4,500
respectively. An additional allotment of $2,000 is
reserved for unbudgeted travel expenses and may
be used by Council Members with Council
approval. With this midyear request, Council
allotments will be adjusted to $6,000 per Council
Member, while the Mayor and Vice Mayor will
receive $8,000 and $7,000. The $2,000 allotment
reserved for unbudgeted travel expenses will be
absorbed into the allotments for each Council
Member and no longer exist.

Due to a steady increase in the number of
employees being hired and promoted and also in
response to higher costs for pre-employment and
promotional medical examinations, additional
funds are requested. This will allow Management
Services to continue to recruit and promote
employees without delay and ensure compliance
with health and safety standards for medical
examinations.
FIRE
The Fire Department diligently attempts to project
retirements and promotions to be able to
proactively plan for the recruitment of new and
lateral firefighters. By aiming to maintain full
staffing levels, the Department can limit forced
overtime hours, promote retention, and ensure a
response ready force. This request encompasses
background and recruitment costs for an
anticipated recruitment in the calendar year 2025.
$100,000 in opioid funds were budgeted for FY
2024-25. The Community Development
Department (CDD) received $414,434.30 in
additional funds from new settlements. The funds
from the opioid settlement will be allocated for
agreements with various agencies focused on the
prevention, education, and treatment of opioid
misuse. Revenue Offset
This request encompasses brush clearance and
maintenance costs for four parcels of land that
were donated to the City and formally accepted by
the City Council at the October 1, 2024 Council
meeting.
MANAGEMENT SERVICES
The Real Estate Section is requesting funding to
support the increased volume of professional real
property support services to all City departments
and affiliated agencies. This includes citywide
professional real property support services for the
acquisition and lease of real properties,
development projects, and infrastructure
improvements, as well as vacations, easements,
dedications, environmental site assessments,
surveys, and right-of-way due diligence. This
includes properties such as Home Again LA,
Burbank Historical Society, Gordon R. Howard
Museum, Mentzer House, Magnolia Boulevard
Right of Way Analysis, and other City properties.
Additional funds are needed to secure temporary
staffing to help administer parking permits until a
new Parking Permit Technician is hired, which is
expected to be complete by July 1, 2025.
As part of its recruitment and outreach initiatives,
the Fire Department seeks to build upon the
success of its first Youth Camp by facilitating a Tri-
City Youth Camp with the Glendale and Pasadena
Fire Departments prior to the end of the fiscal
year. This free camp will offer youth in the tri-city
area an opportunity to learn about prospective
careers in the fire service, encourage participation
amongst populations that are currently
underrepresented in the fire service, and serve as
an additional pipeline for recruitment in the future.
This request encompasses supplies and
equipment costs for a multi-day youth camp.

Funds are needed to replace critical kitchen
equipment at the DeBell Clubhouse. The stove
and ice maker have become increasingly
unreliable due to obsolete parts. These ongoing
breakdowns are not only driving up maintenance
expenses but also disrupting food service
operations, impacting both staff efficiency and
customer experience. New equipment will
enhance operational reliability, improve efficiency,
and reduce long-term costs associated with
repairs and downtime. Timely replacement is
essential to maintaining uninterrupted service and
ensuring the Clubhouse continues to meet the
needs of its patrons.
The purchase of four emergency shelter carts is a
strategic investment that enhances the City’s self-
reliance, agility, and cost-efficiency in responding
to crises. This ready-to-deploy solution providing
shelter for 100 people minimizes dependence on
external partners and suppliers, enables rapid
mobilization in emergencies, and ensures shelter
materials can be delivered directly a Recreation
Center shelter site. Its durable, reusable design
reduces long-term costs and supports multiple
deployments over time. By aligning with our
mission of preparedness and resilience, the
shelter cart reinforces our ability to respond
effectively, maintain operational continuity, and
uphold our commitment to community support
during emergencies.
PARKS AND RECREATION
The DeBell Golf Course program is expected to
exceed budgeted expenditures. The overage is
partially due to a nationwide increase in costs of
goods, labor, and utilities. Additionally, funding in
the amount of $375,000 is necessary for
emergency repairs following the January 7, 2025
windstorm that took down netting, poles and
fencing throughout the Course.
Additional funds are needed to pay for temporary
veterinarian services while the department
completes the Veterinarian recruitment.
Annually, the Parks and Recreation Department
hosts the Mayor's Tree Lighting. Hard street
barriers are mandatory to provide safe street
closures for the event. These funds supplemented
the additional barriers needed for the event.
Additional funds are needed to pay Contract
Instructors for sports camps and aquatics classes
due to increased programming and participation.
Revenue offset.
The City's ballfield maintenance vendor damaged
the lighting box at McCambridge Field #2 during
routine maintenance. This funding was collected
from the contractor to reimburse for the repair
expenses. Revenue offset.
