BACKGROUND
The Management Services Department (MSD) manages the City’s Classification and Pay Plan, which includes all classifications utilized by the City. MSD periodically requests amendments to the City’s Classification and Pay Plan to assist the departments in ensuring that titles and job specifications for the City’s classifications remain relevant and include the necessary essential functions and employment standards to meet the needs of the departments and the City. Maintaining updated job specifications and having competitive salaries also assists with recruitment and retention efforts.

Pursuant to Civil Service Rule I, § 4, the Civil Service Board (CSB) approved the establishment of the title and specification for the Civil Service classifications of Utility Business Systems Analyst (UBSA), Senior
UBSA, Principal UBSA, Client Technology
Specialist (CTS), Lead CTS , and Principal CTS. Therefore, MSD is seeking Council approval of the salar y and approval of the Conflict of Interest Code Designation for the classifications of UBSA, Senior UBSA , Principal UBSA, C TS, Lead CTS , and Principal CTS. Per California Public Employees’ Retirement System (CalPERS) regulations, MSD requests Council adopt a resolution approving the updated Citywide Salary Schedule, which includes the proposed salaries of these classifications.

DISCUSSION
Utility Business Systems Analyst, Senior UBSA, and Principal UBSA The Burbank Water and Power Department (BWP) is proposing to establish the UBSA series consisting of the UBSA, Senior UBSA, and Principal UBSA classifications.

The classifications within this series encompass technical strategy, solution design, project leadership, and operational execution across a broad suite of utility applications, including the Customer Information System (CIS), Meter Data Management System (MDMS), Advanced Metering Infrastructure (AMI), and Online Account Manager (OAM).

These positions ensure that BWP's systems not only meet current operational needs but 3 are also prepared for future challenges, directly supporting the utility’s mission to provide accurate, timely, and reliable service to customers.

Specifically, the UBSA provides operational support by executing critical operational tasks and supporting project implementations, thereby ensuring the reliability and performance of systems essential for the utility’s daily operations and regulatory compliance. The Senior UBSA focuses on project delivery and change management, supporting strategic initiatives and overseeing both major and minor projects to enhance system functionality while facilitating smooth transitions through comprehensive change management and training programs. The Principal UBSA's primary responsibilities include providing strategic direction and offering technical leadership. The Principal UBSA will provide expert guidance and lead significant projects that align with both business objectives and evolving technological landscapes. This ensures the utility remains at the forefront of service reliability and operational excellence.

Together, these functions play an important role in the continuous improvement and sustained success of BWP’s customer -facing systems, ensuring that all technological solutions are robust, scalable, and capable of adapting to future demands.

The proposed salary ranges for
UBSA, Senior UBSA, and Principal U BSA were
determined based on the salaries of comparable classifications identified among the City’s utility survey cities as well as maintaining internal equity. Specifically, the salary for UBSA will be equivalent to the monthly and biweekly average salary of the utility survey cities and the salary for Senior UBSA will be 85% of the Principal UBSA. Therefore, staff is proposing monthly salary ranges as follows:

• UBSA - $7,071.89 to $9,748.68 monthly
(Biweekly salary range of $3,263.95 to $4,499.39)

• Senior UBSA - $8,622.06 to $11,338.02 monthly
(Biweekly salary range of $3,979.41 to $5,232.93)

• Principal UBSA - $10,143.62 to $13,338.85
(Biweekly salary range of $4,681.67 to $6,156.39)

The proposed UBSA will be a Civil Service classification represented by the Burbank City Employees’ Association (BCEA) , subject to the Fair Labor Standards Act ( FLSA), and included in the City’s Conflict of Interest Code. The proposed Senior UBSA and Principal UBSA will be Civil Service classifications represented by the Burbank Management Association (BMA) , exempt from the FLSA under the highly-compensated employee exemption, and included in the City’s Conflict of Interest Code. The BCEA and BMA have 4 been advised of these establishments and the BWP General Manager concurs with these recommendations.

Client Technology Specialist, Lead CTS, and Principal CTS The Information Technology Department (IT) is proposing to establish the CTS series consisting of the CTS, Lead CTS, and Principal CTS classifications.

The CTS series is being established to modernize and better align roles within the Service Desk section, which is responsible for installing, troubleshooting, and supporting client technology hardware and software across the City.

The proposed CTS provides technical expertise and support for client technology issues as well as plans, develops, and delivers technological services across various platforms, devices, and software. Primary responsibilities include ensuring timely issue r esolution while maintaining compliance with service level agreements, as well as developing procedures, improving workflows, and enhancing end-user experiences.

The proposed Lead CTS provides technical expertise and support for complex client technology issues, leading initiatives to design, develop, and implement technology programs and projects. Primary responsibilities include managing secure and efficient systems, automating processes, and ensuring successful implementation and client satisfaction. Additionally, the Lead CTS manages technology support projects, administers vendor contracts, and trains and mentors client technology employees, providing guidance for successful execution.

The proposed Principal CTS provides technical expertise and leadership for complex client technology issues, overseeing the architecture, design, and implementation of client technology programs, platforms, and services. The Principal CTS serves as a technical lead for key stakeholders, collaborating to understand the needs and ensure the development of efficient and secure technology platforms. Additionally, the Principal CTS oversees and manages complex technology support projects, manages vendor contracts, leads technical design reviews with strategic direction of client technology services, setting long- term technology roadmaps, and ensuring alignment with overall business objectives.

The proposed salary ranges for CTS , Lead CTS, and Principal CTS were determined based on the salaries of comparable classifications identified among the City’s survey cities as well as maintaining internal equity. Specifically, the salary for CTS will be equivalent to the monthly and biweekly average salary of the survey cities, the Lead CTS will be 10% above the Technical Support Analyst III, and the salary for Principal CTA will match the salary of the Systems Engineer,
which are similar in the level of responsibilities.

Therefore, staff is proposing monthly salary ranges as follow:
5 • CTS - $5,329.76 to $7,347.12 monthly
(Biweekly salary range of $2,459.89 to $3,390.98)

• Lead CTS - $7,182.28 to $9,444.72 monthly
(Biweekly salary range of $3,314.90 to $4,359.10)

• Principal CTS - $8,326.15 to $10,948.90
(Biweekly salary range of $3,842.84 to $5,053.34)

The proposed CTS will be a Civil Service classification represented by the BCEA, subject to the FLSA, and included in the City’s Conflict of Interest Code. The proposed Lead CTS and Principal CTS will be Civil Service classification s represented by the BMA, exempt from the FLSA under the professional and highly-compensated employee exemption, and included in the City’s Conflict of Interest Co de. The BCEA and BMA have been advised of these establishments and the Interim Chief Information Officer concurs with these recommendations.
