SUBJECT: Approval of a Charging Station License Agreement with the Burbank- Glendale-Pasadena Airport Authority for Access to the Hollywood Burbank Airport for the Installation, Operation, and Maintenance of a Direct Current Fast Charging Station
RECOMMENDATION
Approve a Charging Station License Agreement with the Burbank -Glendale-Pasadena Airport Authority for access to the Hollywood Burbank Airport for the installation, operation, and maintenance of a direct current (DC) fast charging station, and designate the General Manager of Burbank Water and Power (BWP), or designee, to execute the agreement, and find the item exempt from the California Environmental Quality Act (CEQA) (Attachment 1).
BACKGROUND
BWP has installed public electric vehicle (EV) charging stations throughout the City over the years to help provide EV charging to residents and visitors and promote EV adoption.
In November 2018, a DC fast charging station was installed at the Hollywood Burbank Airport’s short -term parking structure . This DC fast charging station is not currently operational and needs to be replaced.
DISCUSSION
The DC fast charging station installed at the Hollywood Burbank Airport’s short -term parking structure has not been operational since 2023 due to outdated software which cannot be updated and poses security issues when making payments . BWP desires to replace the non-operational charging station with a new one that will serve airport visitors and drivers who need to charge their vehicles. A replacement DC fast charging station
2 was acquired by BWP in May 2024 , but has not been installed because the previous license agreement, which allowed BWP access to maintain the DC fast charging station, has expired. The new license agreement will allow BWP to replace the existing charging station and enter the airport premises for regular station maintenance. This will allow the station to operate and provide reliable charging to the greatest extent possible.
ENVIRONMENTAL REVIEW
“Operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use” are categorically exempt under the California Environmental Quality Act (CEQA) (14 CCR §§15301.) This license agreement allows BWP to replace, operate, and maintain an existing EV charging station without changing the existing underlying use of the property. As such, the approval of this agreement is exempt from CEQA and no further environmental review is necessary.
FISCAL IMPACT
There is no direct fiscal impact to approve the agreement. However, BWP expects approximately $60,000 to $85,000 of additional EV charging revenue annually from a new DC fast charging station at the Hollywood Burbank Airport.
CONCLUSION
Approving this agreement will allow BWP to replace a non -operational DC fast charging station, provide reliable charging to the Burbank community, and collect additional EV charging revenue. Staff recommends that the City Council find this item exempt from CEQA, approve a Charging Station License Agreement with the Burbank -Glendale- Pasadena Airport Authority for access to the Burbank Hollywood Airport for the installation, operation, and maintenance of a DC fast charging station, and authorize the BWP General Manager to execute the agreement.
