SUBJECT: Adoption of a Resolution Authorizing an Amendment to Increase the Budget of Bid Schedule No. 1513 – Fiscal Year 2022-23 Annual Arterial Pavement Rehabilitation Project in the Amount of $350,000 to Include First Street/Ikea Way between Olive Avenue and Verdugo Avenue and Amend the Fiscal Year 2024-25 Budget by Appropriating Funds
RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK AUTHORIZING AN AMENDMENT TO INCREASE THE BUDGET OF BID SCHEDULE NO. 1513 – FISCAL YEAR (FY) 2022-23 ANNUAL ARTERIAL PAVEMENT REHABILITATION PROJECT IN THE AMOUNT OF $350,000 AND AMEND THE FY 2024-25 BUDGET BY APPROPRIATING FUNDS TO FY 2022-23 ARTERIAL PAVEMENT REHABILITATION PROJECT.
BACKGROUND
As part of the City’s Capital Improvement Program (CIP), the FY 2022-23 Arterial Pavement Rehabilitation Project (Arterial Project) will rehabilitate Victory Boulevard from Verdugo Avenue to the City limits and Alameda Avenue from California to Lima Street .
On December 10, 2024, City Council awarded the Arterial Project to Hardy & Harper, Inc. (contractor), who had submitted the lowest responsive and responsible bid. The total construction budget for the Arterial P roject is $2,219,500 (construction bid plus 15% contingency). The Arterial Project is currently underway.
The First Street Bike Lane Project (Bike Lane Project) is currently in the final stages of design. This project will construct an approximate 0.8-mile protected Class IV bikeway on PUBLIC
WORKS
2 First St reet and Ikea Way from Olive Avenue to E. Verdugo Ave nue. Th e bikeway is identified as a top priority connection in the City’s Bicycle Master Plan and will provide safety benefits for cyclists in the Downtown Burbank area. Additionally, the bikeway will connect the Downtown Burbank Metrolink Station, commercial corridors, residential areas, and employment centers.
The City’s design consultant for the Bike Lane Project recently discovered that poor pavement conditions on a portion of the corridor may impact the implementation of the protected bike lanes and requires rehabilitation. The asphalt repaving of the poor and very poor segments on First Street from Olive Avenue to Verdugo Avenue must be completed prior to removing, shifting, and reinstalling traffic lanes to accommodate the new protected bike lanes. The roadway surface is in good condition throughout the rest of the corridor.
DISCUSSION
The Bike Lane Project primarily involves the installation of traffic infrastructure , such as striping, bollards, and traffic signal improvements; therefore, requiring the Bike Lane Project contractor to complete a relatively small amount of street paving would likely result in a relatively high cost of up to approximately $600,000. However, if the City completes this small paving scope of work using the bid unit prices from the Arterial Project, the cost would be $280,000 and result in a cost savings of approximately $320,000.
The paving work will be completed using Asphalt Rubber Hot Mix (ARHM), a special blend of asphalt consisting of crumb rubber from recycled tires , which diverts about 2,000 discarded tires from landfills. After paving, roadway striping will be applied to maintain the existing travel lanes on First Street, but reserve road space to the right of the travel lanes for the First Street Bike Lane project to add the protected bike lanes.
With Council approval, c onstruction paving activities for this First Street segment would commence in May 2025. The contractor will be required to coordinate with potentially affected businesses, schools, and residents, and must provide notification in writing at least five working days in advance of the start of construction in each specific area.
Staff proposes using Measure R Local Return Transportation Funds to fund this additional paving work, which can be used for both street rehabilitation projects , as well as active transportation projects.
The Pavement Project and Bike Lane Project plans are available for review at the Public Works Department , located at 150 N. Third Street, Burbank, California, and the City Clerk’s Office, located in the Burbank City Hall, 275 E. Olive, Burbank, California.
3 ENVIRONMENTAL REVIEW
Adoption of this resolution i s categorically exempt under the California Environmental Quality Act (CEQA), 14 CCR § 15301, which exempts the operation, repair, maintenance, and minor alteration of existing public structures and facilities (including sidewalks) that involve negligible or no expansion of existing or former use. This project includes the repairing and maintenance of existing streets for public right of way purposes, and there are no exceptions or unique circumstances that apply that would affect the application of this exemption.
FISCAL IMPACT
The projected construction cost for the repaving of First St reet is $350,000, which includes a 25% construction contingency due to a significant area in the one block section from Angeleno Avenue to Tujunga Avenue that has a Pavement Condition Index of 20 (very poor). This area may require full-depth rehabilitation, but the actual work will not be known until construction commences in the area.
Staff is requesting Council authority to amend the FY 2024-25 Adopted Budget by appropriating $350,000 from revenue account number 107.ND000.30011.0000.00000 (Measure R Local Return, Non- Departmental, Assigned Fund Balance) to Bid Schedule No. 1513’s project expenditure account 107.PW21A.70002.0000.24541.00000 (Measure R Transportation. Street Improvements. FY 22-23 Arterial Pavement Rehabilitation).
CONCLUSION
Staff respectfully recommends that Council approve the attached resolution to amend Bid Schedule No. 1513 – FY 2022-23 Annual Arterial Pavement Rehabilitation Project in the amount of $350,000 to add the required asphalt repaving work for First Street to the FY 2022-23 Arterial Pavement Rehabilitation Project, amend the FY 2024-25 budget to appropriate such funds, and authorize the Public Works Director to execute the amendment and Change Order 1 for Bid Schedule No. 1513.
