TO: Justin Hess, City Manager
FROM: Eric Lashley, Library Services Director
SUBJECT: Acceptance of a Donation to the Library Services Department in the Amount of $30,000 from the Friends of the Burbank Public Library and Amend the Fiscal Year 2024-2025 Budget
RECOMMENDATION
Accept a donation from Friends of the Burbank Public Library in the amount of $30,000, authorize the Library Services Director or his or her designee to take all actions necessary to receive such funds, and amend the Fiscal Year (FY) 2024-25 Budget as specified to receive and appropriate these funds.
BACKGROUND
The Library Services Department ( Department) is having difficulty providing additional copies of high-demand patron materials such as items that have multiple holds and long wait times. In order to meet patron demand, the Friends of the Burbank Public Library (Friends) have offered to subsidize the Library’s materials budget to purchase extra copies of high-demand materials. On February 26, 2025, the Friends decided to provide the Department with a generous donation of $30,000 to assist with the purchase of high- demand patron materials.
DISCUSSION
The $30,000 donation will help reduce wait times and improve patron satisfaction. Under both the Burbank Municipal Code § 2-4-110 and the City’s Administrative Procedure VI- 12, donations valued at $5,000 or more must be formally accepted by the City Council (Council) at a regularly scheduled meeting. This agenda item serves as that formal acceptance and authorizes City staff to receive such funds and amend the budget in accordance with Burbank Charter § 1005.
2 ENVIRONMENTAL REVIEW
This activity involves the receipt of a monetary donation that is not related to any specific project, and has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment .
As such, this is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.
FISCAL IMPACT
Staff is requesting Council authority to accept the donation of $30,000 from the Friends and amend the FY 2024-2025 Budget by appropriating funds from revenue account no. 001.LB000.45000.1024.00000 (General Fund, Library Services, Donations, Friends of the Library) to expenditure account no. 001.LB02A.62625. 0000.25156 (General Fund, Library Services, Public Services, Library Resource Materials, High Demand Materials).
CONCLUSION
Accepting the donation will allow the Department to provide high-demand materials to Library patrons. The donation augments the Department’s ability to maintain a quality collection and purchase materials that are community -driven and responsive to the desires of the community. Staff recommends that the Council accept the donation to the Department in the amount of $30,000 from the Friends and amend the FY 2024-25 budget by appropriating funds.
