Interests & Experiences
Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I have been on the Airport Commission for the last 3.5 years and am very happy with the accomplishments we have achieved. However, the most important one, the new terminal, is only half completed! I believe I can help bring it to a successful conclusion - on time and on budget! The most critical issue right now is money. The Trump Administration is possibly going to withdraw $200+ million dollars in federal funds. Tariffs and inflation are apt to drive up costs. I have been on the Finance Committee this entire time and would like to help complete the work I have started

Now very familiar with all the issues and players at the Airport. Well positioned to help complete the new terminal on budget and on schedule! I have also made a point of keeping the city council well informed on the work of the Airport Authority.

While I was working in Burbank, I was a member of the Rotary Club and active with the YMCA. I remain a financial supporter of the Boys and Girls Club, Arts for All and BTAC. Our two daughters attended Roosevelt Elementary, Muir Middle and Burbank High Schools (and our grandson is currently a Junior at JBHS (and everything that goes with that). I played tennis three times a week at the BTC and now play pickleball three times a week at Izay Park.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
I think of myself as a good communicator and have made a point of keeping the city council and senior staff well informed regarding the activities at the Airport Authority .
All of the
planning and entitlements of the new terminal are completed. Construction is well under and going exceptionally well. The greatest vulnerability now is the potential loss of hundreds of millions of dollars in previously planned Federal funds due to major cutbacks by the Trump administration. Plus, the inevitable increase in costs due to tariffs and inflation. I have been on the Finance Committee for 3.5 years and have 50 years of experience in local government finance and budgeting. I believe those skills are going to be most important during the next several years.
What are your goals in serving on this Board/Commission/Committee? - completing the new terminal on schedule and on budget. - continue supporting the staff in its excellent
on-going management of the airport

BIOGRAPHY
Bud Ovrom often refers to himself as a third generation San Diegan, because his maternal grandfather came to San Diego by covered wagon before the turn of the last century. Actually, he was born at the U.S. Naval Academy in Annapolis, Maryland while his father, a career naval officer, was teaching there and he moved to San Diego as an infant.
Being from a military family, Bud lived in many places as a child including Coronado, California; Galveston, Texas; Newport, Rhode Island, San Diego, California; Annapolis, Maryland; and Arlington, Virginia. After being in three different schools in the 7th grade, his parents enrolled him at San Diego Military Academy, where he lived until he graduated, as the Cadet Corps Battalion Commander, in 1963.
Originally interested in going into the Foreign Service, Bud graduated from UC Santa Barbara in 1967, with a degree in Political Science/International Relations. He was President of his fraternity, Phi Kappa Psi, in his Junior year and immediately after graduation, joined the Peace Corps. He served in Guatemala from 1967-1970.
Although Bud enjoyed the Peace Corps, it was a turbulent time in the United States, and he decided he did not want to live the rest of his life overseas. When he returned to the U.S., his Peace Corps supervisor suggested a career in local government. Bud got his first job as Assistant to the City Manager of Simi Valley in 1970. From there, he went on to be City Manager of Monrovia, Downey, and ultimately Burbank in 1995, where he stayed for 18 years before retiring in 2003.
As a second career, Bud went to the City of Los Angeles in 2003 as CEO of the Redevelopment Agency in Mayor Jim Hahn’s administration. He subsequently was appointed Deputy Mayor for Economic Development during Mayor Antonio Villaraigosa’s first term and General Manager of the Building and Safety Department during his second term. Mayor Eric Garcetti appointed him as the first General Manager of the newly created Department of Convention and Tourism Development, from where he retired in March 2017. Bud has done some consulting since retirement, but none in or near Burbank.
Bud’s wife, Denise, also had a career in local government, serving in Simi Valley, Claremont, Brea, Temple City and Beverly Hills. During the time she was City Manager of Temple City, Bud and Denise were the only husband and wife City Managers in the nation. There had been one couple in Texas and another couple in Illinois, but they both got divorced! Bud and Denise are still happily married over 45 years.
Their eldest daughter, Shelley, is currently the Director of Human Resources for the City of Beverly Hills.
Younger daughter, Heather, lives in Bakersfield, CA. Bud’s favorite things to do are spending time at their vacation home on Mission Bay in San Diego, going to concerts and plays with Denise, playing pickleball and being with their grandson, Zackary.

Why are you interested in serving on a board, commission or committee? Since the name change from Bob Hope Airport to Hollywood Burbank Airport, there has been a noticeable increase in traffic and visibility. While this growth is encouraging, I believe there is still untapped potential. By working more closely with the local community and expanding outreach beyond the city, we can continue to accommodate and strategically guide this growth in a way that benefits both residents and the broader region. Strengthening these partnerships and engaging in open dialogue will be key to ensuring that the airport remains a vibrant, accessible, and well-integrated asset to the community.

Other Pertinent Skills, Experience or Interests
My connection to the airline industry runs deep—my father dedicated his entire career to aviation, culminating in his role as General Manager for American Airlines in Colombia.
Growing up in this environment allowed our family to travel extensively and live abroad for much of my life. While I fully acknowledge that my father’s experience does not directly qualify me in matters of airport management, it has undeniably shaped my worldview and instilled in me a deep appreciation for the complex role airports play in connecting communities. What I can bring to the table is a unique and personal perspective—one rooted in a lifetime of observing the inner workings of airline operations from a family standpoint, and enriched by firsthand international experience. I believe this broader global lens can offer valuable insight as the Airport Authority navigates local challenges with regional and international implications.
Community Involvement
Specify current or prior service on a City Board, Commission or Committee:
While I am not currently involved in ongoing community activities, this is primarily due to my full-time dedication to the small business I launched 13 years ago—an endeavor inspired by a life-changing cancer scare that reshaped my priorities and fueled my entrepreneurial spirit.
Prior to focusing on my business, I was deeply engaged in community service. I proudly served as the Director of the Parent Center at Burbank High School, working under the leadership of Bruce Osgood and Mike Bertram, where I built strong relationships with families and educators alike. I also contributed at the district level through the District English Learner Advisory Committee (DELAC), advocating for the needs of bilingual and immigrant families. These experiences—combined with being raised in an airline business household—have given me a unique perspective on community service, public systems, and the importance of accessible and well-managed transportation infrastructure. I believe these insights, along with my business acumen and personal resilience, position me to contribute meaningfully to the Airport Authority’s ongoing work and future vision.
List Community activities in which you are involved:
Over the years, I have been an active member of my local church in Burbank, with a particular focus on serving in the children’s ministry. This long-term involvement has allowed me to stay connected to the needs of local families, contribute to the growth and support of young children, and build strong relationships within the community. Although my time is now primarily dedicated to running my small business, my faith-based service has remained a meaningful way to stay engaged and give back to Burbank.

First Choice
FIRST choice for Board/Commission/Committee appointment:
I am seeking appointment exclusively to the Burbank-Glendale-Pasadena Airport Authority because it reflects the intersection of my lived experience, personal history, and community values. Having grown up in a family directly tied to the airline industry, I developed not only an appreciation for aviation but also an understanding of how airports shape economies, connect cultures, and impact everyday families—both locally and internationally.
That early
exposure, coupled with my own experiences as a traveler, business owner, and longtime Burbank resident, gives me a unique lens on the Authority’s mission. I understand the importance of managing growth responsibly, building trust with the community, and ensuring the airport remains a vital, accessible, and future-ready asset for the region. My perspective is not rooted in technical credentials but in real-world understanding—of the ways in which airport operations touch lives, support business, and serve as cultural gateways. I believe this insight can contribute meaningfully to the Authority’s work.
Jackie Amaya-Garcia
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
While I do not have technical or professional experience in airport operations, I bring a unique combination of lived experience, community engagement, and business acumen that I believe aligns meaningfully with the duties of this position.
I was raised in a household
deeply rooted in the airline industry—my father worked his entire life for major carriers, ultimately serving as General Manager for American Airlines in Colombia. Though I recognize that his professional background does not directly qualify me, growing up in that environment instilled in me a strong understanding of the importance of airports in connecting people and cultures. Our entire family was invested in the work, and I developed a lasting appreciation for how airports serve as economic engines and community gateways.
I’ve traveled extensively and lived abroad for much of my life, which gives me an international perspective I believe is valuable to the Authority as it addresses both local and regional transportation goals.
Professionally, I’ve spent the last 13 years building and managing my own small business in Burbank—an endeavor I began following a life-changing cancer scare. Through that experience, I’ve developed resilience, strategic thinking, and a deep commitment to serving others. Prior to that, I served as Director of the Parent Center at Burbank High School, under Bruce Osgood and Mike Bertram, and was actively involved at the district level through the District English Learner Advisory Committee (DELAC), advocating for bilingual families and community engagement.
Although I may not bring a
conventional resume to this position, I offer a grounded, community-focused perspective and a lived understanding of how regional airports impact families, businesses, and cities alike.
What are your goals in serving on this Board/Commission/Committee?
1. Amplify Community Engagement and Accessibility My goal is to serve as a bridge between the airport authority and the diverse communities it impacts—especially underrepresented voices. I aim to foster transparent communication, gather community input, and help ensure that as the airport grows, it remains responsive to the needs and concerns of local residents.
My experience in DELAC and school-based community work has shown me the power of intentional outreach, especially to multilingual and immigrant communities.
2. Contribute a
Small Business and International Perspective to Regional Growth As a Latina small business owner raised in an airline-centered household and having lived abroad most of my life, I bring a unique blend of local business experience and global awareness. I hope to contribute to strategic conversations about how the airport can support regional economic development while remaining accessible and welcoming to international travelers and business interests.
3. Support Smart, Inclusive Growth for the Airport’s Future With the Elevate BUR project and continued growth in passenger traffic, I want to help the Authority shape a future that is forward-thinking, safe, and community-centered. My goal is to advocate for development that not only supports increasing demand, but also considers quality of life, sustainability, and long-term value for Burbank and its neighboring cities.

Why are you interested in serving on a board, commission or committee? I have served for 4 years and hope to be selected for a second term. I am looking forward to continuing to work for the completion of the Replacement Passenger Terminal, on-budget and on-time (October 2026 - fulfilling a longstanding commitment to the Burbank community). The RPT target for a LEED Gold Certificate remains on track. Our accomplishments of the past 4 years include: Joint Venture Award, Design Vision; budget, construction drawings; $800 million successful bond sales and construction start. In addition, I successfully advocated for expansion of direct contributions from the City artists; meaningful implementation of Human Trafficking awareness; greater attention to facilities for disabled persons. BUR has pivoted to its own electric/hybrid fleets/services, for which it has received recognition. The Airport Academy affords BUSD High School students a unique opportunity to examine first hand careers in all aspects of airport operations/industry and is in its 3rd year. I am currently chair of the Legal, Environmental and Government Committee.
More recently, I engaged in a discussion with a labor representative about equitably engaging bidders for the Food and Beverage Concession. Of great concern are the federal actions on 1. tariffs, particularly on supplies needed to construct the BWP Power Substation for the Airport; 2. retention of federal grants for airport improvements; and 3. continuing health of the commercial airlines in an economic world that does not appear to be very stable. Finally, BUR will need to secure final bonds for the RPT. An FAA-required Noise Study is currently underway, and the advisory committee will include participation from 3 Los Angeles Council Districts. At the same time, the FAA is completing a flight path study that will result in planes turning sooner than later avoiding Valley hills, something long sought by hillside communities in Los Angeles. With the RPT, passengers will still be able to disembark from the rear of the plane and it remains my goal to keep the "welcoming culture" the airport is famous for already. I am asking for your support to serve as a Commissioner and hope you will vote for me.

Why are you interested in serving on a board, commission or committee? I grew up in Burbank, moved away for college and part of my 20s, and returned five years ago. I reside here, recreate on the trails in the Verdugo Mountains, work in the industrial park near the Burbank airport, and shop at the stores on our main thoroughfares. In Burbank, I see things that I want to change and qualities of the city that I want to retain. My estimation is that the best way to have some impact is to be involved with municipal decision-making.

First Choice
FIRST choice for Board/Commission/Committee appointment:
I'm open to serving on either the airport authority or the landlord tenant commission. They both affect Burbank, just in different ways. The airport is more of a macro issue and the tenant-landlord relations are a micro issue in which each case needs resolution.
Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
Like any government decision-maker, I think the quality that matters the most is judgment. I think my judgment on public policy issues is practical and as objective as can be with underlying personal views of government's normative role in the lives of Americans. I've worked in several companies so I have a breadth of experiences in which I've interacted with people from all walks of life. I do my best to treat everyone with respect and approach problems with inquiry to find the source of the problem and determine the most desirable and realistic resolution.
What are your goals in serving on this Board/Commission/Committee? If selected for the airport authority board, my goal is to balance the positive of access to convenient air transportation with the negatives of road traffic and noise pollution. If selected for the landlord tenant commission, my goal is to objectively help landlords and tenants arbitrate their differences and when necessary, recommend legal recourse.

Interests & Experiences
Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I was formerly a City Council member and enjoyed serving the public. The Airport Authority is important especially as the new terminal construction is undertaken to safeguard the rights of the City of Burbank and its residents. I have background in the history of the airport authority back to 2008. I was presented with all historical documents as part of the City Council materials. I voted on Airport issues during my time on the City Council and was very interested in controlling the growth and voting to mitigate the airport impact on residents.
Strong leadership and an ability to work with the airport partners is essential as the airport moves forward. As an attorney I have to ability to understand and deal with the political aspects of the Airport Authority members. My overall past experience and qualifications are a good fit for a vacant seat.

Please tell us about yourself and why you want to serve.
Why are you interested in serving on a board, commission or committee? I was previously asked to serve on the Burbank Water and Power Commission and did so for 9 years until the role conflicted with my increasing responsibilities at LADWP. I have always looked for new ways to serve my city and have had a keen interest in the Airport both as a resident and a frequent traveler. The Burbank Airport is a local treasure, has a disproportionate importance to many people compared to its small size, and needs to be modernized in a way that retains the traits that makes it so beloved while also providing for needed passenger safety and regulatory compliance. There are also opportunities and synergies to improve the environment and local community that should not be missed during reconstruction. I have a great amount of knowledge and experience in infrastructure projects, agreements, regulatory issues, etc. which make the future endeavors of the airport very interesting to me as well as lead me to believe I can add value to the Commission in its oversight role.

Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.
My 40 years employed as a civil engineer, engineering manager, and utility manager have provided me with vast experience in construction, project delivery, community engagement, building consensus, dealing with legal issues, and creating and overseeing large budgets.
In
addition, my numerous board roles have taught me how to work well with fellow Board members while providing the kind of strong but constructive oversight that an organization needs to succeed.
I believe my background and experience provide a uniquely good fit for the role the Airport Authority will need to play in the coming years as terminal construction and modernization is completed and the new terminal commissioned.
What are your goals in serving on this Board/Commission/Committee? My goal is to support the needs of the Airport and the staff while ensuring the success of the current major projects and that regulatory and safety mandates are successfully met.
This
means leveraging my knowledge and experience in the oversight and review of contractor performance, budgets, schedule, and community engagement.
At the end of the project, the
Airport needs to retain the charm and feel that makes it so loves today, while also being the most responsible and responsive neighbor it can be to the surrounding communities.
The
airport should be a source of pride, as well as commerce, for the residents of Burbank.
