CHARGES FOR WATER, REFUSE, S EWER, AND

ELECTRIC SERVICES FOR INCLUSION IN THE F ISCAL
YEAR 2025-2026 AND 202 6-2027 CITYWIDE FEE

SCHEDULE

THE COUNCIL OF THE CITY OF BURBANK FINDS:

A. At the regular meeting held on May 20, 2025, the City Council conducted a properly noticed public hearing to consider approval of proposed increases to fees and charges for water, sewer, refuse, and electric services (collectively, “Rate Increases”).

B. In accordance with Proposition 218 and Government Code Section 53755, public notice regarding the public hearing on the revised schedule for the Rate Increases was distributed by U.S. Mail at least 45 days before the public hearing to all record owners of affected properties and/or to other persons directly liable to pay for such water, refuse, sewer, and electrical services. A copy of the notice was attached to the staff report that was provided at the public hearing, is attached to this resolution, and is incorporated by reference as “Attachment 2”.

C. Additional community outreach was also conducted by the City. The City published a notice of the public hearing on the Rate Increases in the Burbank Leader of general circulation on May 3, 2025, and held three town hall meetings on April 23, 2025, April 26, 2025, and May 8, 2025.

D. At the May 20, 2025, public hearing, the City Council considered information for and against the proposed increases , including public testimony, staff report s and presentations, cost studies , and any other documents submitted as part of the public hearing. Written protests regarding the Rate Increases were accepted from the public and provided to the City Council for consideration.

E. Based upon the record before it, the City Council finds:

a. The total number of written protests against the rate increases for water, sewer, and refuse service are less than a majority of record owners of real property and other persons entitled to submit protests of such increases.
25-29,610

2 b. The rate increases for water, sewer, and refuse services service will not exceed the reasonable cost of providing such service to the customer, or the proportional cost of services attributable to the parcel or customer.

c. The rate increase for electric service does not exceed the reasonable costs of service and bear s a reasonable relationship to the electric service being provided to the customer.

F. Based upon the record before it, the City Council further finds it necessary to increase fees and charges for water, sewer, and refuse services and electric service.

THE COUNCIL OF THE CITY OF BURBANK RESOLVES:

1. Increases to fees and charges for water, sewer, refuse, and electric services for FY 2025-2026 and FY 2026-2027 are hereby approved as follows:
