Attachment 3 – Consistency with Burbank2035 General Plan Findings for Approval of a Zone Text Amendment

Pursuant to California Government Code Section 65860 the City Council must find that the ZTA is consistent with the objectives, policies, general land uses, and programs specified in the Burbank2035 General Plan.

The proposed Ordinance is consistent with the Burbank2035 General Plan and the provisions of Title 10 (Zoning Regulations), Chapter 1 (Zoning) of the Burbank Municipal Code, and are compatible with the objectives, policies, general land uses and programs specified therein, as described below.
1) General Plan Land Use Element - Goal 3 (Community Design & Character) • Policy 3.11: Carefully consider the evolution of community character over time.

Evaluate projects with regard to their impact on historic character, their role in shaping the desired future community character, and how future generations will view today’s Burbank.

The proposed Ordinance will provide a streamlined and efficient process for businesses seeking minor adjustments to existing Conditional Use Permits (CUPs) and Administrative Use Permits (AUPs) that are in substantial conformance with the original approval. This ensures that changes respect the City’s historical character while allowing businesses to evolve in a way that contributes positively to the desired future community character.
2) General Plan Land Use Element - Goal 6 (Economic Vitality and Diversity) • Policy 6.4 : Recognize that locally owned “mom and pop” businesses are important to the local economy and community character, and help these businesses maintain a long
‐term presence in the community.
• Policy 6.5: C onsult with the Chamber of Commerce and local businesses to facilitate business retention and expansion.

The proposed O rdinance supports locally owned businesses by establishing a streamlined process for minor modifications to previously approved CUPs and AUPs. This flexibility enables businesses to adapt and grow while maintaining their long- term presence in Burbank. By eliminating the need for a full application process, the new process allows businesses to make necessary adjustments efficiently by reducing administrative barriers and costs . Furthermore, through collaboration with local businesses and stakeholders, including the Chamber of Commerce, this approach ensures that businesses can continue to thrive, contributing to a robust and diverse local economy while preserving the community's character.
