SUBJECT: A pproval of a Parking Permit Agreement with the Boys and Girls Club of Burbank and Greater East Valley to Provide Two Months of Discounted Staff Parking at the Courthouse City Public Parking Structure
RECOMMENDATION
1. Find the approval of a Parking Permit Agreement (Attachment 1) for non-exclusive use of certain spaces within the City -owned Courthouse Public Parking Structure exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines § 15301 because the approval involves operation of an existing facility involving no expansion of existing or former use.
2. Approve a Parking Permit Agreement (Attachment 1) with the Boys and Girls Club of Burbank and Greater East Valley (B&G Club) to provide a 40% discount from the cost of the City’s regular monthly public parking permit fee to allow B&G Club employees to park at the City -owned Courthouse Public Parking Structure for a two -month summer period.
3. Authorize the Community Development Director, as the City Manager’s designee, to execute the Parking Permit Agreement on behalf of the City.
BACKGROUND
The B&G Club is a non- profit organization that operates and manages after -school services for Burbank youth at its facility in Downtown Burbank. The B&G Club offers programs during the school year and expanded programming during June and July when school is not in session. The expanded summer program requires more staff to operate,

2 and the B&G Club cannot accommodate vehicle parking on- site for up to 45 staff members that are required to provide programs during the expanded summer period.
Nearby public parking in Downtown Burbank is time- limited, but the City sells a $6 daily and $67 monthly parking permit that allows parkers to exceed the time limits in off-street parking lots and structures. The monthly parking permit price will be $69 as of July 1, 20251. The B&G Club is located adjacent to the City -owned Courthouse Public Parking Structure (located at 301 E. Angeleno Avenue), which can accommodate the B&G Club’s 45 staff vehicles. During the school year, the B&G Club purchases monthly parking passes for their staff, but has indicated to City staff that the expense to provide parking for their summer staff is cost prohibitive. The B&G Club has requested a 40% discount from the normal monthly permit cost to provide parking for the 45 staff members working during the two -month summer period. They are requesting this discount based on the B&G Club’s status as a non- profit organization that provides critical programs to Burbank’s families. The City Council has previously approved this summer discount for the B&G Club in 2023 and 2024.
DISCUSSION
The City’s fee schedule currently does not provide for a method whereby s taff can discount the parking fees to non-profits. Any changes to the approved fees would need to be approved by Council. If Council wishes to offer a discounted parking fee to the B&G Club, staff recommends Council approve the attached Parking Permit Agreement to implement a specific, lower fee for B&G Club to park staff vehicles at the Courthouse Public Parking Structure.
The proposed Parking Permit Agreement would allow the B&G Club to obtain up to 45 parking permits at a discounted rate, which would allow permit users non-exclusive use of parking spaces within the Courthouse Public Parking Structure during the two-month period of B&G Club’s expanded summer program. The fee to allow for this parking would be established at a 40% discount from the $67 and $69 monthly parking permit fees equaling $40.20 and $41.40 per permit, for June and July, respectively . This discount, applied to two months of parking for each of the 45 staff members, would be a total of $3,672 for the summer period, versus the regular price for non- exclusive use of spaces of $6,120. If the agreement is approved, City staff will issue parking permit hang tags to B&G Club for use by their staff, subject to all the other parking rules that apply to other members of the public who wish to park at the structure.
Staff recommends that the Parking Permit Agreement be used as a method to offer a discount, rather than creating a special parking rate for all non-profits, as Council may be considering broader changes to parking pricing in Downtown Burbank to align with the
1 Subject to approval by the City Council as part of the Fiscal Year 2025-26 budget 3 Citywide Parking Management Principles, which were adopted at the May 21, 2019, City Council meeting (Attachment 2) . These p rinciples guide the City in the further development of a parking management system. Of particular importance to Downtown Burbank are leveraging underused parking, regulating parking with pricing, and tailoring implementation to unique conditions within specific neighborhoods. Future adjustments may include more specific parking charges that would vary based on the popularity and convenience of various public parking structures in Downtown Burbank, which may result in a lower cost to some parking users. Thus, the proposed Parking Permit Agreement would offer this discount for the upcoming summer period only.
ENVIRONMENTAL REVIEW
Approving this Permit Parking Agreement is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines § 15301 (Class 1 Existing Facilities) because this action involves operation of an existing public facility involving no expansion of existing or former use.
FISCAL IMPACT
The full cost of 45 monthly parking permits for the months of June and July 2025 is projected to be $6,120. The discounted cost of 45 monthly parking permits for the months of June and July 2025 is $3,672. The fiscal impact of offering a discounted parking rate to the B&G Club is $2,448, which is the difference in price between the full and discounted prices. This cost difference would impact the City’s Parking Authority Fund 310, which is the fund that pays for the operation and maintenance of the City’s Downtown parking lots and structures and receives revenue from parking permit sales.
CONCLUSION
The B&G Club is a non- profit entity that offers important youth services to Burbank residents. It is reasonable to consider offering a reduced rate for monthly parking permits to allow its summer staff the ability to park in the Courthouse Public Parking S tructure given the benefit to the community . Therefore, staff recommends Council approve the proposed Parking Permit Agreement to allow the B&G Club staff to park in this structure for a reduced cost for two months.
