A RESOLUTION OF THE COUNCIL OF THE CITY OF

BURBANK APPROVING AND ADOPTING CONTRACT

DOCUMENTS, ACCEPTING THE BID, AND AUTHORIZING
EXECUTION OF A CONTRACT FOR BID SCHEDULE NO.
1520, THE GEORGE IZAY PARK IRRIGATION

MODERNIZATION PROJECT , TO MARINA LANDSCAPE,
INC., AS THE HIGHEST RANKED BIDDER AND BEST

VALUE TO THE CITY

THE COUNCIL OF THE CITY OF BURBANK FINDS:

A. The Parks and Recreation Department (Department) is committed to enhancing the City of Burbank’s (City) parks and recreational facilities through sustainable and cost -effective infrastructure upgrades that support environmental stewardship and long-term community benefit.

B. George Izay Park (Park) is a heavily used public park that serves the Burbank community by hosting youth and adult sports leagues, public events, and daily recreational use. The Park plays a vital role in promoting public health, civic pride, and community engagement.

C. The existing irrigation system at the Park is outdated, inefficient, and requires frequent maintenance. Its continued use results in water waste, higher operational costs, and inconsistent irrigation coverage that adversely affects park landscaping.

D. The George Izay Park Irrigation Modernization Project (Project) will replace the current system with a modern, efficient, and more reliable irrigation system. The new system will include installation of new mainline piping, isolating and irrigation valves, quick couplers, lateral piping, sprinklers, and wiring connected to the existing WeatherTRAK controller system. Existing piping and wiring will be disconnected and left in place; reusable components such as sprinklers and controllers will be salvaged where feasible.

E. The Project aligns with the City’s goals to improve water efficiency and environmental sustainability, reduce long -term maintenance costs, and preserve the usability and quality of a key community facility.

F. The City issued Bid Schedule No. 1520 on November 13, 2024, in accordance with approved procurement guidelines as stated in Burbank Municipal Code § 2-2-113. The City received five bids by the deadline of January 22, 2025.

G. After thorough evaluation, Marina Landscape Inc. was determined to be the lowest responsive and responsible bidder, meeting all required specifications and

2 demonstrating extensive experience with similar irrigation modernization projects across Southern California.

H. The contract amount of $788,125.00 is within the budget previously approved during the Fiscal Year 2019 –2020 Budget Process. Sufficient funds are available in the designated project account: 534.PR21A.70003.0000.23858 (Municipal Infrastructure, Facility Planning, Park Improvements, Izay Irrigation Replacement).

I. The Project is Categorically Exempt from the California Environmental Quality Act (CEQA) under Section 15302 of the State CEQA Guidelines as it involves the replacement or reconstruction of existing facilities with those having substantially the same purpose and capacity, located on the same site.

THE COUNCIL OF THE CITY OF BURBANK RESOLVES:
