RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING

AND ADOPTING CONTRACT DOCUMENTS, ACCEPTING THE BID, AND AUTHORIZING EXECUTION OF A CONTRACT FOR BID SCHEDULE NO. 1520 , THE

GEORGE IZAY PARK IRRIGATION MODERNIZATION PROJECT , TO MARINA LANDSCAPE, INC., AS THE HIGHEST RANKED BIDDER AND BEST VALUE TO THE CITY (Attachment 1).

BACKGROUND
The Parks and Recreation Department (Department) is committed to enhancing the City of Burbank’s (City) parks and recreational facilities through sustainable and cost-effective infrastructure upgrades. The George Izay Park Irrigation Modernization Project (Project) will improve the efficiency and reliability of the irrigation system at George Izay Park (Park), a heavily used community Park that hosts sports leagues, public events, and daily recreational use.

The existing irrigation system is outdated, inefficient, and requires frequent maintenance.

Modernizing the system is necessary to support healthy landscaping, reduce water waste, and ensure compliance with modern water conservation standards. These improvements will help the City ’s sustainability goals and enhance the long -term usability and maintenance of this key community Park.

2 The Project consists of upgrading the existing irrigation system throughout the entire Park. The irrigation installation will include new mainline piping that will be connected to the existing master valve and flow sensor (WeatherTRAK). The scope of work also includes the installation of isolating valves, irrigation valves, irrigation valve b oxes, quick couplers, lateral line piping to the sprinklers, sprinklers, and all wiring from the WeatherTRAK controllers to the irrigation valves, master valve, and flo w sensor.

Additionally, all related wiring to service the controllers and irrigation wiring from the controllers to the sprinklers will be installed.

DISCUSSION
To proceed with the Project, the City conducted a formal bidding process in accordance with municipal procurement guidelines. Bid Schedule No. 1520 was posted on November 13, 2024 , inviting licensed and qualified landscape contractors to submit bids for the scope of work described above.

By the submission deadline of January 22, 2025, the City received five proposals ranging in cost from $788,125 to $1,090,613 . After review, Marina Landscape Inc. was determined to be the lowest responsive and responsible bidder (Attachment 2) with a bid of $788,125 . The total bid price of $788,125.00 includes a 5% retention amount of $39,406.25. The company's bid met all required specifications and demonstrated relevant experience with comparable public works projects involving irrigation modernization.

The project will begin once City Council approves the contract and the contractor receives the Notice to Proceed. Marina Landscape Inc. will have 120 consecutive calendar days to complete the work.

During construction, certain areas of the park will be temporarily closed to ensure public safety and allow for efficient completion of the work. Staff will make every effort to coordinate construction schedules to minimize disruption to park activities. For example, work on the ball fields will be timed to avoid interference with scheduled recreational programming. However, when construction occurs in the playground and picnic areas, those spaces will be closed to the public for the duration of the work in those areas of the park.

ENVIROMENTAL REVIEW
This Project has been determined to be Categorically Exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to § 15302 of the State CEQA Guidelines pertaining to replacement or reconstruction of existing structures and facilities, where the new structures and facilities will be located on the same site and will have substantially the same purpose and capacity as the structures and facilities being replaced. The City will file a Notice of Exemption with the County Cle rk within five days following project approval.

FISCAL IMPACT
There will be no fiscal impact resulting from the recommended action, as the full project cost was approved in the Fiscal Year 2019 -2020 Adopted Budget. Sufficient funds are available in the following project account: 534.PR21A.70003.0000.23858 (Municipal Infrastructure, Facility Planning, Park Improvements, Izay Irrigation Replacement). 3 CONCLUSION
Upgrading the irrigation system at George Izay Park is a necessary investment that will improve water efficiency, reduce long -term maintenance costs, and support the City’s environmental sustainability goals. The formal bidding process identified Marina Landscape Inc. as the lowest responsive and responsible bidder for the Project in accordance with procurement requirements. Awarding the contract to Marina Landscape Inc. at this time will allow the City to proceed with this important and necessary infrastructure improvement for the benefit of the community.
