FRIENDS OF THE BURBANK PUBLIC LIBRARY IN THE
AMOUNT OF $250,000, APPROPRIATE FUNDS,

DISPENSE WITH COMPETITIVE BIDDING, AND

PURCHASE A LIBRARY OUTREACH VEHICLE
(BOOKMOBILE) IN THE AMOUNT OF $160,000 FROM THE

CITY OF MARSHALLTOWN

THE COUNCIL OF THE CITY OF BURBANK FINDS THAT:

A. Burbank is a diverse community that values inclusivity, diversity, and equity, for all. The Burbank Public Library is committed to the mission of connecting the community to opportunities for growth, inspiration, and discovery.

B. The City’s Strategic Plan 2023- 2026 and 2023- 2026 Justice, Equity, Diversity, and Inclusion Action Plan set forth goals for providing access to free information and resources to all residents.

C. Library Services Department determined that a bookmobile would meet the City’s Strategic Plan goals by providing services to all residents of Burbank, especially those residents with limited mobility.

D. On April 2, 2025, the City of Marshalltown, Iowa (Marshalltown) released a request for bids for the sale of a 2022 E450 Super Duty Ford Cargo Truck that was outfitted as a bookmobile. The vehicle is still under the original manufacturer’s warranty with less than 1,800 miles.

E. At the April 22, 2025 City Council meeting, Council authorized the City Manager to submit a non-binding bid in an amount up to, but not to exceed $160,000, for the purchase of the Marshalltown bookmobile.

F. On April 28, 2025, Marshalltown notified the City that it was one of two bids Marshalltown received for the purchase of the vehicle and selected the City’s bid as the winning bid.

G. Section 1205 of the Burbank City Charter and Burbank Municipal Code Section 2-2-112(B) provide that the City Manager may waive formal competitive bidding when deemed necessary for customer service or otherwise is in the best interests of the City.

25-29,631
2 H. City staff has determined that in addition to the $160,000 purchase price for the bookmobile, staff will need to make an additional $90,000 in outfitting and repairs to the vehicle to meet the needs of the City.

I. The Friends of the Burbank Public Library have agreed to donate $250,000 to the City to be used to purchase the bookmobile and to make all necessary repairs and outfitting.
