Why are you interested in serving on a board, commission or committee? I have dedicated myself to serving the public through military service and roles in federal law enforcement, national security, risk mitigation, and executive leadership. I am extremely excited about the possibility of contributing my skills and experiences towards enhancing trust, safety, and resilience within my beloved Burbank community with a position on either the Police Commission or the Civil Service Board. My interest in serving on the Burbank Police Commission stems from my belief in the importance of community trust, strong accountability, and thoughtful oversight in policing. As a law enforcement leader, I understand both the operational challenges agencies face and the importance of maintaining public confidence through accountability, engagement, and prioritization of well-being for everyone in our community - officers included. A role on this commission would allow me to give back to Burbank by contributing my knowledge and supporting efforts to maintain effective, community-centered policing. Similarly, I'm interested in serving on the Civil Service Board because I believe deeply in upholding fairness, equality, transparency, and merit in public employment. With my legal education and over 20 years of experience as a public servant, I bring both expertise and a practical understanding of the values and challenges within public institutions. I see this role as an opportunity to help ensure that employment decisions are made with integrity, and to support a system that promotes accountability, trust, and professionalism in local government.

I’ve also been involved in interagency task forces that collaborate with local communities to address safety concerns. I have also volunteered to serve on numerous employee advocacy boards, such as agency Employee Advisory Committees, and held leadership roles as the Chairperson of the NASA OIG Diversity, Equity, Inclusion, and Accessibility Advisory Committee and foundational Chair of the Culture, Opportunity, and Engagement Committee. While much of my service has been at the federal level, I’m looking to become more directly involved in local civic engagement here in Burbank.

I hold a Juris Doctor from Loyola Law School and bring over 20 years of public service experience in federal law enforcement, national security, and risk management. Currently, I serve as the Assistant Special Agent in Charge for the NASA Office of Inspector General, where I lead complex criminal investigations involving fraud, misconduct, and threats to public resources. My background includes supervisory roles in internal affairs, infrastructure protection, and personnel security across agencies such as the Department of Homeland Security and the Federal Aviation Administration. Describe any qualifications, experience, and education, as well as any technical or professional background you may have relative to the duties of this position.

My knowledge of law enforcement practices is limited, as my practice involves civil law. As to social work I previously practiced Family Law which often, unfortunately, too often involved criminal conduct, and violence. I was previously the pro bono attorney of the year for the Buhai Center in Los Angeles. I also previously served on the grievance committee of the San Fernando Valley Board of Realtors, and as a dispute resolution neutral for the County of Los Angeles.

What are your goals in serving on this Board/Commission/Committee? Keep Burbank one of the best cities in the country. Help the Burbank Police Department maintain the highest levels of integrity, professionalism, and commitment to the community Second Choice

community they found at Tuttle Senior Center. My grandmother celebrated her 100th birthday with this community of friends. Burbank is most definitely our home and I hope to be able to contribute to this community to help others experience the sense of home that I continue to enjoy. I have both professional and personal experience that I believe would continue to directly benefit the Police Commission, the City Council, the Burbank Police Department and our community. I am a social worker by training and have been employed by and served Los Angeles County for the past 29 years. I have held a number of positions, starting in child protective services and then working for the Department of Mental Health for the past 26 years. I spent 15 years as the program manager at the Olive View Community Mental Health Urgent Care Center, where we provide crisis mental health services to the community and to those experiencing homelessness, including members of the Burbank community. I have been a licensed clinical social worker since 2002 and have been involved in direct service delivery, administrative services, program development, management and crisis intervention. Much of my work has involved helping people understand the importance of mental health care and helping people navigate these systems when they need it most. I initially applied for and was appointed to the commission in 2021. At the time, the pandemic and social unrest tied to both political and racial identity issues highlighted tensions, and unfortunately much of those tensions remain today. I have gained experience in my professional life and my church community to talk about these issues directly and to seek solutions while establishing and deepening meaningful relationships with others. Current and prior professional experience has placed me adjacent to law enforcement entities for the purpose of policy development, collaboration and conflict resolution. While I identify as a person of color, it is not enough, and having experience with providing and helping others access mental health care is not the complete solution, but applying these experiences to build trusting relationships based on open communication has led to building healthier communities. I would like to continue to offer my experience to my home community that has already given so much to my own family. Having participated in multiple annual homeless counts in Burbank I am acutely aware of the increase in the number of people experiencing homelessness and have firsthand experience addressing the intersection between mental health needs and homelessness. Personally, I identify as African American and am part of a multiracial family. From my own experience overseas in middle school, in Irvine for high school, and into adulthood, I have experienced both positive and negative interactions with law enforcement that have influenced my educational and professional path. 2020 had been particularly moving for me. After the 1992 civil unrest while I was in college, I had the opportunity to work with the Los Angeles County Bar Association’s Dispute Resolution Services, Inc. in the development and implementation of a community mediation process called Neighbor to Neighbor. Mediation, conflict resolution and crisis negotiations have been consistent tools in my professional career as I have worked with community members in crisis and the systems, including law enforcement, with whom they have come in contact. In 2020, former County Supervisor Mark Ridley-Thomas instructed all County Departments to initiate an anti-racism, anti-oppression process to open communication, identify systemic racism and other barriers to equity and inclusion, and propose solutions to ensure equity, diversity and inclusion. I became involved in that process within the Department of Mental Health and continue to serve on the Department’s inaugural Anti- Racism, Diversity and Inclusion (ARDI) Staff Advisory Council (Now renamed to the Anti- Racism, Inclusion, Solidarity and Equity Staff Advisory Council, or ARISE). In addition to my conflict resolution and mental health experience, I bring this insight to the table, which is central to many discussions and challenges across the country involving law enforcement systems. I believe that our communities become stronger and more resilient through collaboration and civic involvement. Committee and commission work is central to my spiritual and personal identity. We develop and implement better, more meaningful and lasting solutions when we do this in collaboration with and in relationship with each other.

Education
After earning a bachelor’s degree in sociology at UCLA, I stayed and earned a master’s degree in social welfare where I specialized in child protective services. Following college, I completed the requirements and examination to become a licensed clinical social worker. I complete 36 hours of continuing education every two years to maintain the clinical license.

Those trainings include classes in law and ethics, clinical supervision, and current best practices in mental health treatment.
