SOLUTION OF THE COUNCIL OF THE CITY OF
BURBANK APPROVING THE MEASURE A HOMELESS
INITIATIVE AGREEMENT BETWEEN THE COUNTY OF
LOS ANGELES AND THE CITY OF BURBANK, LOCAL
SOLUTIONS FUND NO. HI-25-014 AWARDING THE CITY
OF BURBANK $ 380,708.00 FOR FISCAL YEAR 202 5-26;
AUTHORIZE THE CITY MANAGER OR HIS DESIGNEE TO
EXECUTE THE AGREEMENT AND ANY FUTURE
AMENDMENTS; AND APPROVAL TO AMEND THE FISCAL
YEAR 2025-26 ADOPTED BUDGET AND APPROPRIATE
$708.00 TO THE LOCAL SOLUTIONS FUND PROGRAM
THE CO
UNCIL OF THE CITY OF BURBANK FINDS:
A. Since 2017, the City has received Measure H funds totaling approximately $3 million. The funds have been utilized for various homelessness efforts including outreach services, a motel voucher program, case management and rent and utility assistance.
B. On November 4, 2024, voters approved Measure A, which repeals and replaces Measure H.
C. City staff has been a recipient of funding through the Homeless Initiative (HI) Agreement, Local Solutions Fund, with the County of Los Angeles since 2023 and has continued to coordinate homeless services within the City to address local needs .
Final award of the grant is subject to execution of agreement between the City of Burbank and County of Los Angeles.
THE CO
UNCIL OF THE CITY OF BURBANK RESOLVES:
1. The
Agreement between the City and County of Los Angeles providing funding pursuant to Measure A, Local Solutions Fund, to assist the City in implementing Homelessness Plan strategies is approved. The City Manager, or his designee is authorized to execute the Agreement and or any future amendments, subject to review by the City Attorney’s Office, on behalf of the City.
2. The C
ity Manager, or his designee, is hereby authorized to sign any future amendments or documentation to receive grant funds pursuant to Contract No. HI -25- 014 in any future award year, subject to grant conditions remaining substantially unchanged, the funds are appropriated pursuant to the fiscal year budget, and upon approval as to form by City Attorney’s Office.
3. The City Manager, or his designee is authorized to accept the grant funds in the amount of $380,708. The Director or the Director’s designee is authorized to take any necessary action to effectuate the receiving and appropriating of these grant funds. 2 ATTACHMENT 1 – 2
4. Funds have been appropriated in the FY 2025- 26 Adopted budget in the amount of $380,000. Staff is hereby directed to appropriate an additional $708 from revenue account 001.CD000.48010.1142.000000 (General Fund, CD General, Other Intergovernmental Revenues, Measure H County Grant) to expenditure account 001.CD23A.62085.0000.25056 (Genera Fund, Housing, Other Professional Services, Local Solutions Funds) for the program. Funds received via future amendments will be deposited and appropriated in the applicable FY they are received.

he Financial Services Director is authorized to make any revisions , changes in summaries, fund totals, grand totals, and other portions of the budget document as necessary to reflect and implement the appropriations specified in this resolution.
