RE: RFP No. PW-2025-001 - Project Management Services for the New Burbank Library and Civic Center Project (Project No. 24218)
Dear Ms. Little:
MOCA Systems, Inc. (MOCA) is honored for the opportunity to propose on this generational project for the City of Burbank to develop a state-of-the-art new Central Library, City Offices, and Public Plaza to serve the community of Burbank for decades to come.
Central libraries play a vital role in the community of any city, as they have transformed from being solely book repositories into multi-faceted central hubs for information, event and meeting places, community centers, media creation, and even spaces for co-working. Libraries are essential facilities that serve all members of the community, and must be welcoming and accessible to those with disabilities, people of all ages, and community members of all socioeconomic and racial backgrounds.
Much like Burbank's central library, most libraries in Southern California have aged and outperformed their original demands. Often, many public libraries are developed in an ad-hoc way to address immediate needs, with little consideration to a long-term vision for functionality, flexibility and growth.
We firmly believe MOCA is the best-suited and most-qualified firm to deliver the people of Burbank a world-class Library and Civic Center, given our extensive experience envisioning and managing some of the most complex public projects in the country, including public libraries, civic offices, and public open spaces. We are a unique Owner's Representative firm, led by licensed architects that have award-winning design backgrounds. We fully understand the entire process of design and construction and will be your partner throughout the entire project, to ensure that the New Burbank Library and Civic Center that you want and that your City deserves are delivered. Our team has significant experience in managing public projects delivered through collaborative delivery methods including progressive design-build. From conception to completion, our seasoned team of experts has an unrivaled track record of envisioning and delivering projects on time, on budget and with all the Owner's requirements.
We sincerely appreciate the opportunity to bring our expertise to Burbank and look forward to collaborating with you to deliver this once-in-a-generation project.
Sincerely,
David Hart, FAIA, NAC Houston Drum, A IA, LEED AP

Seasoned Experts in Public Projects
Since our inception, MOCA has been leading the industry in helping City, County, State and Federal government agencies envision and deliver significant public projects throughout the United States.
PUBLIC PROJECT DELIVERY
The majority of the projects we do at MOCA are public
projects for city, county, state, federal, and other public agencies. Given the number of stakeholders typically
involved and the scrutiny public projects endure from
the general public, we understand that public projects
are inherently complex and challenging to manage. We
are seasoned experts at developing projects with full
transparency while keeping the process moving along
through strategic stakeholder and public engagement.
Too often, public projects can get hung up in endless
debate and circular direction leading to a stalled
project. Our MOCA team has a demonstrable track
record of navigating these complex public processes
and building consensus to ensure the project
continues to move forward toward being realized,
through a smooth and transparent process.

Transformational Public Libraries
Our team has delivered transformational, flexible and forward-thinking libraries that are welcoming, accessible, and inspiring to communities and cities throughout the country.
THE CONTEMPORARY LIBRARY
The role of the central library has changed
dramatically, from a content repository to a
community hub utilized for learning, socializing, and
working. Libraries of today have a significant role in a community, often contending with issues above and
beyond the typical responsibilities of a library system.
We believe the contemporary library should be:
Adaptable for the Future: Develop the library floor
plan in such a way that it can be reconfigurable over
time as the needs of the community change.
Welcoming and Inclusive: All members of the
community, regardless of background or needs,
should be welcomed and embraced.
Below: Glendale Branch Library, Salt Lake City, Utah
Transparent, yet Safe: Public libraries must be
both open and safe simultaneously. Safety for
staff, patrons, and children is critical and must be
considered in all design and operational decisions.
A Central Hub: A place where all members of the
community, from children to city officials, want to go
to and utilize.
Functional and Enriching: A highly functional
building with properly designed planning, lighting, and acoustics to ensure that each individual is inspired
and enriched every time they enter the building.
Engaged with its Context: As a critical community
resource, libraries should be thoughtfully woven
into the urban fabric and adjacent outdoor spaces.
Libraries are best when they extend beyond the
exterior walls.

Design-Build Experience
MOCA is seasoned in managing collaborative and alternative delivery methods, such as traditional design-build, progressive design-build, P3 (public private partnership), and construction manager at risk (CMAR).
DELIVERY METHOD SELECTION
In today's climate of inflated costs, schedule
pressures, and legal complexities, many owners look
toward collaborative delivery methods, such as design-
build, P3, or CMAR. Each of these delivery methods
offers advantages and disadvantages, and each has
variations in how they can be structured. MOCA has
extensive experience in each of these methods and
helps owners evaluate which delivery method is most
appropriate for their project.
DESIGN-BUILD OVERSIGHT AND MANAGEMENT
MOCA has found great success in the implementation
of both traditional and progressive Design-Build
delivery methods. Design-Build is a very unique
delivery structure that offers several advantages from
a schedule, budget, and efficiency standpoint. We
help owners navigate this unique delivery strategy
which has the design team contracted directly under
the general contractor. Our design-build projects are
always structured to ensure the process is still highly collaborative and fully inclusive of the owner, design
team, and contractor every step of the way.
Below: Working with the State of California and the Department of General Services (DGS), MOCA served as Owner's Representative on the 10th and O Street Building in Sacramento, CA, which utilized the Progressive Design-Build delivery method for the project.

The New Capitol Annex Building is a 538,000-square-foot addition to the 1860’s neoclassical California Capitol building (also known as the Historic West Wing), located within the historic Capitol Park in the heart of downtown Sacramento, California. The new building replaces an existing mid-century annex that out-served its time and was in need of replacement with a new facility that supports the current needs of the public, policy makers, elected officials and staff. The New Annex will be of its time (representative of the 21st century), of its place (harmonious with the historic Capitol and Park), and of its use (a functional government office building that is transparent and open to the public). The New Annex provides state-of-the-art office space for the legislative and executive branches of government, and includes several new hearing rooms and public spaces. The New Annex is truly "The People’s House," a building that actively welcomes the public to participate in the democratic process of their government. The design team was challenged with providing a highly secure facility while ensuring the New Annex remains inclusive, transparent, and welcoming to all.

MOCA helped the State of Minnesota
successfully deliver the Senate Office Building
at the Minnesota State Capitol Complex, which
provided state-of-the-art functional office space
for the State Senate members and their staff.
With a need for additional office space in their Capitol Complex, the State of Minnesota retained MOCA as the Owner’s Representative for the project. MOCA managed all aspects of the design and construction process beginning with a series of workshops, collaborating with tenants, stakeholders, and the general public. These workshops kick-started an end- to-end partnering solution born from innovative collaboration.
Through early project definition services, MOCA provided program management, a detailed cost analysis, and a project construction schedule for this high-profile project. MOCA guided the State through the early funding process and was able to identify how the project would support the legislative goals. MOCA delivered an office space designed to enhance the collaboration and efficiency for the State employees, all while saving 4% of the budget and completing the project three months ahead of schedule.

The Marmalade Branch Library was the first phase of the re-envisioning to the gateway of the Marmalade District in Salt Lake City. The second phase of the project was to develop a large residential multi-family community, built around a central public open space. In addition to fulfilling the role of the public library, the Marmalade Branch Library serves as the community center, gathering place, and civic hub to the community.
MOCA was retained as the Owner’s Representative for the project, which included planning and programming, management of the design and construction team procurement processes, as well as design and construction management services. As part of the visioning process, MOCA worked closely with the Salt Lake City Library Board that served as the steering committee during the design and construction processes. The library was completed on time and on budget.

During the design process the Glendale community was invited to several workshops and information sessions to gather their input. This enabled MOCA and the City to develop the design of the library to more closely fit the needs of the community it serves.
The community discussion also focused on the teenage population in the area. The teenagers' discussion was revealing and resulted in expanding the project program to develop a special teen space for them to meet, talk, create, and socialize with other teenagers. This community involvement led to the Library providing more area for children than was originally considered. Despite the expanded program for teens and children, the project still finished on time and on budget.

Progressive Design-Build
MOCA facilitated the use of the new 10th and O Street
building as a swing space for the California State
legislative and executive branches of government, to
ensure uninterrupted operations during the construction of their new permanent facility.
Recognizing that

transformative expansion to accommodate 400
additional students and faculty. To make space for more modern and enhanced facilities, a portion of the existing building will be demolished. To steer this project, the Park City Unified School District has enlisted MOCA as the

seamless execution. Houston is a member of the
American Institute of Architects (AIA) and the Design-
Build Institute of America (DBIA) and fully understands the integrated and collaborative process to deliver
through Design-Build.
As a licensed architect, Houston has 16 years of
experience envisioning, designing and delivering
award-winning public projects beloved by the users
and the community. As part of the Long Beach Civic
Center Redevelopment, Houston completed three
projects for the City of Long Beach utilizing the
design-build delivery method, including the Billie Jean King Main Library, City Hall, and the Port Authority
Headquarters. Since 2019, Houston has also been
working on the State of California New Capitol Annex
Building (CMAR delivery), both as the architect and
the Owner's Representative; the project is now under
construction. Currently, Houston is also working on
the Missouri State Capitol which is in the master
planning phase.
Houston embodies an unwavering commitment
on each project to deliver the best possible
design outcome for his clients within the project

Billie Jean King Main Library, Long Beach City Hall,
Long Beach Port Authority Headquarters, and the
State of California New Capitol Annex Building.
David Hart, FAIA, NAC, Executive Vice President,
will provide executive oversight for the project.
David has over 40 years of experience and as the
former Executive Director of the Utah State Capitol
Preservation Board, he has intimate familiarity with
owner needs and transparent public processes. He
also has experience managing a variety of project
delivery types, including progressive design-build.
David will support Houston and Min throughout the life
of the project, help navigate complex challenges, and
help ensure the project maintains alignment with the
City's objectives.
Paul Brown, RA, Project Definition Leader, will bring
over 40 years of expertise in designing and delivering
complex public projects to the Project Definition Phase of the project. His leadership, focused on human
experience, functionality, and practicality, ensures
a holistic project vision. With extensive experience
in libraries and other cultural projects, Paul is well- equipped to guide the team through early project
definition, ensuring clarity from the outset.
David and Paul have worked closely together for over
two decades, including several libraries, such as four
recent libraries in the Salt Lake City Public Library
System: Marmalade Branch, Glendale Branch, Sprague
Branch, and the Main Library Renovation. Houston,
Min, David, and Paul have all worked together on the
State of California New Capitol Annex building and the
Missouri State Capitol project. These four individuals
lead MOCA's Continuous Alignment™ Practice. Please

As the project develops, MOCA will supplement with
other staff as needed.
We have supplemented our MOCA team with veteran
subconsultants to ensure we deliver the best possible
project management services for the City of Burbank:
The Robert Group (Community Engagement)
Garnering community support is critical for any public
project, particularly on a vitally important and beloved typology such as a central library. We’ve brought The
Robert Group (TRG) onto our team for their 30+ years
of experience in successful community engagement in
Southern California. Given the tight project schedule,
it will be critical to plan for the engagement process
early. In the project definition phase, TRG will develop and implement strategic community engagement
and outreach plans to ensure that the key community
groups, leaders, and institutions are engaged
meaningfully throughout the project.
Dharam Consulting (Cost Estimating and Project
Controls)
Dharam Consulting will lead our cost estimating
and project controls for the project. Dharam brings
significant expertise to early cost estimating. With
their software DHARAMetrics, they will be able to
quickly evaluate programmatic options and ideas to
ensure the City of Burbank is getting the absolute best value for the $147m project budget. With Dharam’s
intimate knowledge of the conceptual goals of the
project, they will bring their expertise to Project
Controls, ensuring the progressive design-build team
is staying aligned to the budgetary targets.
Farnsworth Group (Commissioning Agent)
To ensure this project meets the City’s highest
standards, we’ve engaged Farnsworth, a seasoned
commissioning agent, to oversee execution from
start to finish. Collaborating closely with the Owner,
contractor, and architect, Farnsworth will ensure
that all building systems are expertly designed,
installed, and functioning at peak performance. Their
comprehensive commissioning plan will serve as a
roadmap for key tasks, guaranteeing a final result that exceeds client expectations.
HR&A Advisors, Inc. (Real Estate and Financial
Advisor)
We understand that the project has secured a Building
Forward grant and will require additional funding.
We have brought HR&A onto our team to assist in
developing strategies for funding, including grants and alternative financing sources. The HR&A team will lend
its 40+ years of experience and expertise to the City
to not only secure funding but to maximize value and
ensure long-term financial sustainability.

Missouri State Capitol | CMAR
Jefferson City, Missouri | 2032 | 428,000 sf | $600m
Hosting one of the largest State legislative bodies in
the country, the historic Missouri State Capitol building has been modified and adapted over the course of
time creating spaces that are poorly lit, inaccessible, and non-code compliant. This project plans to restore

*Irvine Woodbridge and Great Park Branch Libraries
Irvine, California | 2024 | 27,000 sf | Budget TBD
The City of Irvine recently took a bold step to depart
from the County of Orange Public Library system to
develop its own state-of-the-art public library system
to better serve the community of Irvine. As part of
the planning for the new library system, the City
conducted a feasibility study for multiple new branch

PROJECT UNDERSTANDING AND APPROACH
Project Overview and Understanding
The City of Burbank has a generational opportunity
to re-imagine the Civic Center with the New Burbank
Library and Civic Center Project. We understand
the City’s goals of delivering a gem that serves as
the hub for the entire community. This new central
library will be a beloved treasure of Burbank residents and visitors alike. We imagine a library filled with
activity of all kinds, such as young families listening to story time, city officials who are preparing for
their next public meeting, college students studying
for final exams, visitors viewing film set artifacts in a rotating gallery, or young entrepreneurs recording
their first podcast. We also imagine the leisure and
play occurring in the public plaza, as it serves as the connective open space between all the civic buildings.
We want to come alongside the City to make this
vision a reality.
We understand the City’s goals to deliver this
project before the LA28 Olympics in June 2028. We
recognize the importance of the library being open
and welcoming visitors from all around the world as
they arrive for an event that has not taken place in Los Angeles since 1984.
As your partner to deliver this project, we will work
tirelessly to make these goals a reality. We will bring our unrivaled expertise in early project definition and project management to develop a comprehensive
implementation plan. We will consider the best
strategies to accomplish your aspirational goals and
then manage the progressive design-build team to
execute and realize that plan.
We know this project has been a longtime goal for
the City of Burbank and the opportunity to deliver this project now is a critical one. We commend the City for
taking decisive action and selecting the Progressive
Design-Build delivery method. Progressive design-
build is a collaborative delivery method that offers
many advantages and that has the best chance of
success for a project like this.

PROJECT UNDERSTANDING AND APPROACH
We believe there are three primary risks with this
project that as your Project Manager we will work
closely with to mitigate early:
Schedule - With a 36-month schedule after the
Owner's project manager is onboarded, the most
pressing challenge for this project will be the
aggressive schedule to meet the LA28 Olympics
deadline. Normally a project of this magnitude would
be delivered in 4 to 5 years after award. The largest
contributor to schedule risk will be the below grade
parking structure, given the length of time it takes to excavate a deep hole. Progressive design-build will be
beneficial in meeting this timeline.
Budget - There is an air of uncertainty with how
the new tariffs may impact construction costs,
particularly with wood and steel. It is also unclear
how construction costs will be impacted by the Los
Angeles fires. The condensed schedule certainly is a
benefit to escalation and market unpredictability.
Scope - When beginning projects of this importance,
it is common for users and owners to want more than
they can afford. Progressive design-build is a delivery method that involves the owner from the beginning,
which means the scope is malleable and therefore
subject to increase.
With our expertise in early project definition and our
Continuous Alignment™ process, we firmly believe
MOCA is the best-suited project manager to tackle
these challenges head on. As demonstrated in the
Experience and Past Performance and the Project
Organization and Key Personnel sections of our
proposal, our firm has significant progressive design-
build experience. Therefore, we understand the
nuances that make this delivery method work well,
as well as the common risks that create issues for
owners.
In our experience the best possible solution to
minimize risk with a progressive design-build
approach is to ensure the project is very well defined
prior to procurement. The more assumptions a design-
build team needs to make, the more likely they are to
miss the mark, leading to change orders or unwanted
value engineering. With our background as architects
and builders we know exactly what the design-build
teams need from owners to provide budget and scope
certainty.

PROJECT UNDERSTANDING AND APPROACH
CONTINUOUS ALIGNMENT™
Our proprietary process was developed to deliver all the Owner's expectations while eliminating uncertainty with cost, schedule, budget, and quality.
OUR UNIQUE PROCESS
Continuous Alignment™ is a process developed by
MOCA that works from the very beginning (pre-design
phase) of the project to make sure the project is
holistically and clearly focused on delivering the full scope, schedule, and budget. Under the traditional
process these elements are not aligned, and less
than 1% of projects succeed. However, using our
Continuous Alignment™ process, we have delivered
large, complex and politically sensitive projects on
time and on budget 92% of the time with all the
Owners requirements. Continuous Alignment™ is
a collaborative process that not only delivers the
project but builds trust and respect between all parties involved.
We have utilized this process on many of the projects
listed in the Experience and Past Performance section.
Traditionally, the Owner of a project is allowed to pick only two of the three elements – budget, schedule, or
scope. The contractor gets to control the other. The
Owner is paying for all three, so why should the Owner
not get to have a say in all three!?
To address this reemerging issue, we developed a
pre-design process that develops a comprehensive
implementation plan aligning the scope of the
project with schedule and budget. We then manage
the design and construction process to stay in that
alignment – Continuous Alignment™.
We hope this brief explanation helps you see the
benefit of Continuous Alignment™ over the traditional
approach. This process can be used on both large
and small projects. Note that it is especially valuable to master plans because it aligns the current and
future projects so that the Owner can accomplish their
overall program without having large cost overruns.

PROJECT UNDERSTANDING AND APPROACH
Project Approach and Work Plan
PROJECT DEFINITION
The most important decisions that influence
the outcome of any project are made at the very
beginning. We lay the groundwork to help Owners
define their project and set it up for maximum
success.
Our approach for every project is highly collaborative
and fully inclusive of the owner in every step of the
process. MOCA will work closely with the City of
Burbank to develop options and iterations of each
issue and concern, ensuring we leave no stone
unturned and provide you with all the information
you need to make informed decisions. The strategic
planning process is non-linear and requires a strong
vision that provides guidance and clarity for all
decisions. MOCA specializes in helping owners craft
this overall project vision through workshops, design
studies, and stakeholder interviews. By engaging in
these collaborative explorations with the City at the
onset, we are able to formulate and synthesize your
guiding principles and ensure they are fully adhered to throughout the life of the project.
We will begin the Project Definition Phase with an
initial visioning workshop, that will include all the City leadership as well as key stakeholders and critical
users. In this workshop, we will seek to define and
capture what is most important to you the Owner. We
will discuss your concerns and ideas, overall project
deliverables, desired outcomes, the project schedule,
available plans and documents, and the team and
staff's roles and responsibilities. Our collaborative
early project definition process allows for all voices
to contribute so that our team explores all ideas and
you can feel confident that we are proceeding with the
best possible plan for the project.
Following the initial workshop, we will evaluate
multiple options and approaches to site configurations
and circulation, building program and size, building
location, construction phasing, and potential project
delivery methods. We will meet with key stakeholders
from the City regularly to present and refine these
concepts throughout the project definition phase till
you the owner feel comfortable with our selected
approach. Throughout the process, we will be
developing live cost estimates to ensure that all
decisions being made are within the $147m budget
that is allocated. Once we narrow in on a preferred
approach, we will develop a comprehensive strategic
plan document that summarizes our process and
findings, and memorializes the preferred approach to
delivering the project.
Below: MOCA hosted a 2-day visioning and charrette workshop for the Missouri State Capitol project, where all stakeholders and leadership were able to engage in conveying their concerns and ideas in a collaborative and open process.

PROJECT UNDERSTANDING AND APPROACH
COMMUNITY ENGAGEMENT
We know community engagement is important for
this project, and we believe it is critical to have an
experienced consultant. MOCA has engaged The
Robert Group to oversee outreach with community
groups, ensuring they are involved meaningfully
throughout the project. During the project definition
phase, The Robert Group will produce an Outreach
and Engagement Plan which will identify an
engagement process and will utilize a full range of
communication tools to target key groups. It will
include project milestones within a proposed timeline
to guide the outreach effort. The plan will detail how
input will be documented, evaluated, and incorporated
into the decision-making process. It will also provide
recommendations on the format of meetings and
events. This plan will be implemented during the
design and pre-construction phase of the project.
During this time, The Robert Group's outreach team
will work closely with the City and MOCA to coordinate
a variety of events and deliverables.
• Community Open Houses allow the city to relay
expectations to the community, and are a critical
forum for engaging the public at key milestones.
• Pop-up Events help engage a broader range of
community members that would not typically
attend community meetings, by creatively
engaging them where they live, eat, work and
recreate.
• Focus groups are an effective way to gather a
baseline of information for informed groups and
communities.
• Youth Outreach Events gather ideas from local
teens, as the younger generations will use the
Library space for many decades to come.
• Design Surveys may be issued, as they can be
an accessible and effective method of collecting
community input, especially to understand design
needs.
• Outreach Summaries and a Final Report will be
produced and will include all comments received
through the various engagement activities. This
report will inform the work of the project team as
the design develops.
The Robert Group's comprehensive outreach strategy
ensures intentional community involvement for the
City of Burbank.
FUNDING AND FINANCING ASSESSMENT
We understand that the City still needs to procure
a portion of funding for the project, which is why
we have brought on HR&A to assist Burbank during
the project definition phase. HR&A will conduct a
comprehensive analysis of the City of Burbank's local
financial resources. This assessment will evaluate the
strategic allocation of reserves and other available
general fund resources to support the project in
alignment with past plans or the Building Forward
grant. The team will explore how these funds can
be utilized most effectively in conjunction with other
financing mechanisms to maximize value and ensure
long-term financial sustainability. The analysis will
also include a preliminary opinion on the possibility of issuing revenue bonds, Certificates of Participation, or general obligation bonds which are specifically suited
for financing public infrastructure and facilities like this project.
HR&A will also evaluate real estate, value capture,
naming rights, ancillary, private, and other public
sources for funding and financing the project. It will
provide an assessment on the timing, magnitude, and
likelihood of securing funding and financing through
district financing tools, including Community Facility
Districts (CFDs) and tax-increment-financing-like
districts, such as Enhanced Infrastructure Financing
Districts (EIFDs) and Climate Resilience Districts
(CRDs) that can support both upfront capital as well
as, in certain instances, ongoing operations of the
public infrastructure. This process will include a
review of state legislation and local regulations to
determine eligibility and feasibility for such districts.
Based on the perceived strength and feasibility of
pursuing value capture instruments, we will determine
if further analysis is needed in future phases.
Revenue sources to be considered include:
• Local sources (cash in hand)
• Grants
• Real estate leases and/or disposition of publicly
owned property
• Value capture
• Naming rights and sponsorships
• Private equity
• Other public sources

PROJECT UNDERSTANDING AND APPROACH
PROCUREMENT OF THE PROGRESSIVE
DESIGN-BUILDER
MOCA is seasoned in procuring and managing
collaborative and alternative delivery methods,
including progressive design-build, and has extensive
experience structuring procurement and selection
processes, including writing the Requests for
Qualifications (RFQs) and Requests for Proposals
(RFPs). We initiate the process by typically facilitating presentations for the project to industry partners
to attract the top Architecture, Engineering, and
Construction (AEC) firms. We will then work closely
with the City of Burbank Public Works Department
to craft the RFQ/Ps and help manage the selection
process, including conducting firm interviews. Once
the preferred teams are identified, we will manage
the negotiation process including fees and contract
language, along with key personnel from the City.
One of the risks with a progressive design-build
procurement process, is not getting the absolute
best qualified firms for each respective discipline. It is common in any design-build project that teams are
locked-in very early and fully loaded with exclusive
consultants to maintain a competitive advantage. This
means you could wind up with the best architect, but a
weaker contractor, or a great architect and contractor
but perhaps the landscape architect from another
team was better suited. Additionally we have found
that many cities put extremely onerous qualifications
in place that are difficult to comply with, forcing
unwanted teaming partnerships or knocking some of
the better consultants out of the running too early.
We help navigate these issues with you to ensure that
your procurement process leads to the very best team
in all disciplines, so that you get the project outcome you are paying for.
There are a few strategies we recommend
implementing in the design-build procurement
process:
• Communicate early and often with the design
and construction industry what the intended
procurement timeline and qualification requirements
will likely be, to give design-build teams time to
formulate appropriate partnerships. These teaming
choices are big decisions for firms to make and we
want to facilitate a process that gets the best teams
to pursue the project.
• Strike a balance in the qualifications requirements.
While it is important to weed out the less-qualified
firms, putting too restrictive of qualifications can all but ensure that very qualified firms will not be able
to pursue the opportunity. One of the most common
qualification requirements utilized is requiring
architects and contractors to have delivered a
design-build project together in the past. With many
of these complex projects taking years to complete,
this is actually an extremely difficult qualification
requirement to meet and often eliminates a lot of
exceptional architects and contractors. Often times
the best partnership for a particular project is a
newly formed one.
• Leave the critical subconsultants and
subcontractors open-ended. We can provide
language in the RFQ/P that asks design-build teams
to recommend multiple qualified consultants for
certain critical disciplines (landscape, lighting,
acoustics, etc), allowing you the owner to have input
on those selections after the progressive design-
builder is awarded the project.

PROJECT UNDERSTANDING AND APPROACH
HISTORY OF DELIVERY METHODS
For thousands of years, buildings were delivered by
architects who were truly master-builders. They drew
very little, and spent significant time in the field with those responsible for the construction, intimately
weaving design and craft together. Even just a century
ago, this was still the case. Over the course of the
last century, legal liability has created a division,
completely separating the role of the architect from
the builder. The issue of risk has permeated every
business, design and construction decision architects
and contractors make, setting the stage for finger-
pointing matches and evasion of responsibility. It is
no surprise then that the construction industry is as
broken as it is. Recent findings have determined that
approximately 1% of projects are completed on-time
and on-budget, with all of the owner's requirements.
For the majority of the 20th century, most projects
were delivered through the traditional design-bid-
build method. In general, this worked well and the
parameters of the contractual relationships were well
understood by all parties. Unfortunately, as costs
have increased and liability concerns continue to
increase, architects and contractors have been forced
to mitigate risk by any means necessary. The design-
bid-build game reached a point where it was no longer
viable particularly for complex public projects that
have large budgets and tight schedules. Almost every
design-bid-build project comes in over budget once
bid, and therefore suffers quality and scope value
engineering. In response, many new delivery ideas
were developed, including design-build.
Design-build sought to correct the division between
architect and builder. However, over time, the industry has learned that traditional design-build is set up
to remove the owner from a significant portion of
the process. The procurement process is lengthy,
typically a competition, resulting in pre-determined
designs with prices, that the owner must choose from.
Essentially, the majority of the decisions have already been made on their behalf. While many design-build
projects do not go over budget, they have garnered a
reputation to be more "bare bones" in quality. While
design-build does offer many advantages in terms of
speed, it takes architects and contractors who really
know how to deliver well with this method to achieve
high quality. The industry has also been very frustrated with traditional design-build, in that the costs to
pursue these projects are immense and extremely
risky. This leads to less competition and sometimes
fewer qualified teams.
As frustrations have mounted over traditional design-
build, many owners have tested CMAR (Construction
Manager at Risk). The benefits of CMAR are the
collaborative design process that includes the owner
at the table. Many constructibility and logistical issues are avoided due to having the contractor on early.
However, the issues of cost increases is common due
to the architect being contracted directly to the owner and having less control over the budget outcome.
This has led many owners to look for a new delivery
method, called progressive design-build, which
essentially combines the favorable attributes of
traditional design-build and CMAR.
PROGRESSIVE DESIGN-BUILD
There are immense benefits to the use of progressive
design-build as a delivery method, because it
has the benefits of design-build (schedule speed,
risk management), and the benefits of CMAR
(collaborative design/scoping process, owner included
at the table). However, no delivery method is perfect
and each has there risks, including progressive
design-build.
We have completed and are currently working on
numerous progressive design-build projects, and have
found the number one reason projects miss the mark
is because the project was not well-defined before
procurement. It is critical, to the best ability of the owner and the owner's project manager, to define as
much of the project as possible including program,
schedule, scope, and design aspirations. Without a
clearly defined plan in place, it is very easy for projects to creep in scope and become unaffordable. We pride
ourselves in our comprehensive implementation
plans that have led to a 92% success rate in delivering projects on-time, on-budget, and with all the owner's
requirements.
The other risk in progressive design-build is quality
drop. As more things get defined in the later design
phases, or issues are uncovered on site, contractors
will force a reduction in quality of another scope to
make up for the unexpected cost increase. Over time,
this can lead to a less-than-desired outcome, leaving
owners feeling they are not getting their money's
worth. To mitigate this, it is critical that we allocate enough contingency for design, construction, and the
owner.

COLLABORATIVE SCOPING WORKSHOPS
Once the progressive design-build team has been
procured, we begin every project with a series of
collaborative scoping workshops that involve the
owner, the owner's representative, the department
leadership and end users, and the design-build
team. These workshops are facilitated by MOCA and
cover a wide variety of topics from site planning, to
building systems, to space planning, and everything in
between. Our goal with these workshops is to ensure
that all issues and approaches are considered, with
all the experts at the same table. We have found great
success in having all stakeholders involved together,
in allowing the scope, functional and aspirational
requirements, budget and schedule to all be in
alignment from the beginning. At the completion of
the collaborative scoping phase, we will have a project approach that is on budget paired with an agreed
upon scope and schedule.
Below: Due to the Covid-19 pandemic, for the New Capitol Annex Building, MOCA hosted the collaborative scoping workshops entirely virtually with 70+ stakeholders in each session.
STAKEHOLDER ENGAGEMENT
Public projects inherently have multiple stakeholder
and user groups, often times with competing interests.
MOCA has extensive experience navigating complex
stakeholder structures to gain consensus and move
projects forward. We believe in a collaborative process where all voices are heard and all stakeholders
have an opportunity to contribute. Projects of this
type should embrace a 'best idea wins' mentality,
regardless of who it came from.
We will work closely with the progressive design-
build team to ensure they are pursuing options in a
holistic manner, considering cost and schedule for
every potential idea. As your Project Manager, we will
investigate all ideas and provide all the information
required for you and the project stakeholders to make
informed decisions that you can feel confident in
moving forward with.

DESIGN MANAGEMENT
Following the collaborative scoping workshops, MOCA
will work closely with the design-build team to finalize a concept design that memorializes all the preferred
approaches developed with the stakeholder team.
We push the design-build teams to pursue multiple
comprehensive schemes that address all the owners
concerns. These schemes are then evaluated against
the comprehensive implementation plan and guiding
principles established during the Project Definition
Phase. We also have the design-builder to assess
pricing and any construction issues they foresee
in order to inform the scheme selection. Once a
preferred scheme is selected, we will move into the
schematic design phase.
As the team moves into schematic design and design
development, MOCA will continue to work closely with
the design-build team to monitor scope and
ensure we are staying within budget as the team
refines the design and integrates and coordinates
the structural system and building systems. At each
major milestone, MOCA will provide a thorough
review of all drawings and specifications to ensure
the project is being developed in accordance with the
comprehensive implementation plan MOCA and the
City of Burbank collectively developed together.
We will also be working closely with the construction
team during these early design phases to understand
construction sequencing and long lead items such
as utilities. One of the advantages to having the
contractor involved early allows us to minimize
schedule risk and begin enabling work earlier in
the process to ensure we stay on pace with the
anticipated completion date.
Above: During the conceptual design phase for the State of California New Capitol Annex Building, MOCA worked closely with the design team to develop three distinct schemes which were objectively evaluated through the lenses of the guiding principles that were established with the Owner in the original comprehensive implementation plan. This evaluation helped the owner determine the best approach to the project that accomplished all their goals and met their budget constraints.

MATERIAL SELECTION
We will work closely with the design-build team to
select finishes and materials and review those with
the City stakeholders. It will also be critical that these finishes are reviewed by your facilities team for
maintenance and durability concerns. Once materials
are selected, we will identify with the design-builder
what mock-ups the owner would like to have, ranging
from enclosure, to furniture, to finish mock-ups,
during the course of construction. We have found that
mock-ups provide a way to confirm finishes, uncover
constructibility issues, and prevent mistakes in the
field.
Right: MOCA works closely with design teams to
develop cohesive material palettes that are sensible to the needs of the owner, end users, and maintenance
team.
Bottom: On the New Capitol Annex Building, MOCA had
the contractor bring on the curtain wall subcontractor
at the beginning of Design Development, to proactively
and collaboratively design the exterior enclosure in
partnership with the architect. Through this design-
build process, the curtain wall subcontractor delivered a series of mock-ups to inform the design and help fine tune their fabrication and installation methods.
MOCK-UPS AND QUALITY CONTROL
Our MOCA team is led by licensed architects that
have significant experience in the design and delivery
of buildings, with a deep passion for high-quality
craftsmanship for all of our clients. We work closely
with the design-build teams to identify mock-ups for
exterior, interior, and site conditions to ensure critical project materials and systems are reviewed prior
to final installation. We believe the best mock-ups
are used to inform the design, construction and
installation methodologies. On many projects, we
request certain design-build trades to be brought
on early, to bring their expertise to the design and
detailing process, and ensure cost certainty.

CONSTRUCTION DOCUMENTS PHASE
As the project moves into construction documents
and permitting, we will conduct constructibility
reviews and continue to ensure the project remains
in alignment with the original comprehensive
implementation plan and budget. At this stage in the
process, the design-builder may begin to mobilize
on site preparations for the new structures such as
utilities, excavation, and other enabling work.
On many projects, MOCA helps hire third party
reviewers and commissioning agents to review the
drawing set and specifications prior to submitting
for permit or issuing for construction. We have found
these 'extra sets of eyes' prove to be invaluable in
minimizing Requests for Information (RFIs) and
preventing mistakes in the field.
FURNITURE SELECTION AND PROCUREMENT
On the majority of our projects, MOCA facilitates
the selection and procurement of furniture, fixtures,
and equipment. We will work closely with the City of
Burbank, to select the appropriate furniture vendor(s)
and product lines. We will then work closely with the
design-build team and selected furniture vendor to
provide a wide range of options and furniture mock-
ups, to ensure all stakeholders have the opportunity to test the potential furniture systems.
Above: MOCA facilitated the furniture vendor selection process for the New Capitol Annex Building which included mock-ups of multiple office types and product quality levels.

BUDGET TRACKING AND PROGRESS REPORTING
Throughout the project definition phase, Dharam
will work closely with MOCA and the City to gather
project requirements and define the project scope,
deliverables, and timelines. Key project constraints
and assumptions must be identified as well, to ensure
a clear understanding of the project's boundaries.
Dharam will then begin the data collection and cost
analysis phase, which relies on Dharam's proprietary
platform, DHARAMetrics, to provide a foundation for
setting optimal budget targets. DHARAMetrics is a
cost benchmarking and modeling system designed
to streamline early-stage cost advice with data-driven
insights.
Dharam will prepare preliminary cost models using
program and massing information and will present
costs for each project component to develop the
overall project cost model. These models are then
reviewed and validated with project stakeholders to
ensure they align with expectations and requirements.
PROJECT CONTROLS
The detailed estimating phases of a project are
an important part of budget control. To begin the
process, Dharam typically holds a kickoff meeting
with the Owner and Design-Build team to discuss the
deliverable expectations, as well as to preliminarily
review the project documents. Then Dharam will
Below: DHARAMetrics seamlessly converts historical construction data into present-day values, providing accurate and relevant insights for benchmarking analysis.
begin the process of detailed measurement of the
documents using takeoff software. During this
process, its team will clarify any discrepancies in the documents with the appropriate parties. They will
also review specifications, and any other applicable
materials provided to confirm all necessary scope is
included.
When the measurement is completed, Dharam
assembles and prices the estimate line items and
conducts a thorough review internally prior to
issuance. At each design milestone, Dharam will
provide a comparison to the previous iterations
of the estimate to highlight any areas of concern
either in scope or budget. In the optimal version of
this process, two well-considered cost estimates
will be presented and discussed, resulting in a clear
and definitive direction on cost versus budget and
schedule, upon which the project team can act.
CONSTRUCTION SUPPORT SERVICES
Having developed target budgets and actively
participated in the design and preconstruction
phases of the project, Dharam will be ideally placed
to advise on procurement and cost control during the
construction phase. Its team will review subcontractor
submissions, participate in procurement discussions,
monitor and review payment applications and assess
change orders addressing costs that have been
submitted for consideration.

CONSTRUCTION PHASE MANAGEMENT
Throughout the construction phase, we will coordinate
closely with the City, design-builder, and other
project team members through regular meetings
to ensure smooth procedures, timely progress,
and effective scheduling. We will also collaborate
closely with Farnsworth Group, our Commissioning
Agent, to facilitate system testing, verification, and
documentation, ensuring that all building systems
function as intended. We will develop and maintain a
detailed operational schedule that outlines realistic
activity sequences, labor and material allocations, and timelines for processing shop drawings and long-
lead items. At every stage, we will monitor progress
and safety, promptly identifying any variances and
recommending adjustments to keep the project
on track. Our transparent approach means that
all coordination—including periodic observations,
clarifications with the architect, and the logging of
contractor submissions—will be documented and
communicated with detailed reports to the City,
ensuring that you the Owner stay informed every step
of the way.
Above: MOCA provided regular on-site observation on the New Capitol Annex Building during construction.
OWNER MOVE-IN ASSISTANCE
Once substantial completion is achieved, our Owner
move-in assistance ensures a seamless transition
to final occupancy by addressing all outstanding
issues and coordinating final closeout tasks. We will
direct the architect to prepare a detailed punch list of incomplete or unsatisfactory items and then closely
monitor the contractor’s efforts to resolve them. In
parallel, we will coordinate with City personnel to
inspect utilities, operating systems, and equipment for readiness, assist with initial set-up, testing, and staff training, and oversee the commissioning process.
PROJECT CLOSE-OUT
Upon final completion, we will secure all required
documentation, transfer keys, manuals, and records,
facilitate the issuance of occupancy certificates,
and finalize all administrative closeout activities.
Additionally, we will conduct an 11-month warranty
check to ensure all systems are working appropriately
prior to any warranty expiration.

Schedule Opportunities
We understand the importance of delivering your project by the LA28 Olympics, with the 36-month schedule you have outlined in the RFP . In order to achieve this schedule, we believe we will need to consider certain design strategies and/or expedite long lead items. While there are long lead items such as utilities that could be a schedule risk, the portion of the project most likely to create schedule issues is the parking garage, due to the significant time involved to shore and excavate the site. As you can see from our preliminary schedule below, meeting the LA28 timeline will be challenging. Our fee listed in the cost proposal covers this base schedule condition.
As part of our role as Project Manager, MOCA will evaluate multiple methods to meet the tight schedule that has been outlined. As a sample of how we think and look at the bigger picture, we would like to offer a few schedule strategies that could be considered to alleviate schedule pressure:
1. Consider an above-grade parking structure. Below grade parking has not only significant cost implications but also a significant schedule challenge. Shoring, excavation, and construction of a below grade garage can easily take 12-15+ months, allowing you only 6-9 months or so to complete the work above the garage based on the original schedule outlined. An above grade garage can be built simultaneously and can also be expedited in permitting due to its simplistic nature. Our fee listed in the cost proposal covers this adjusted schedule condition. Our fee listed in the cost proposal covers this adjusted schedule condition.

2. Release the RFQ for the Progressive Design-Builder as soon as possible. We understand that the City's General Plan is the critical path item to onboard the progressive design-builder. However, it may be advantageous to have the teams pre-qualified while the General Plan is finalized. The procurement process takes time, and we can be working on the project definition and comprehensive implementation plan while the teams are being pre-qualified. We do not have to release the RFP until all the documents are ready and the City General Plan is complete, but the teams will be ready to go once we are ready and we can shorten the overall project schedule. Our fee listed in the cost proposal covers this adjusted schedule condition.
3. Have the Owner's representative provide bridging documents for the below-grade parking garage. Our team is unique in that we can provide some architectural services up to concept design and bridging documents. While we would not want to replace the architect, in addition to procuring the team as soon as possible, we could speed the schedule up by beginning work on the parking garage and then hand it off to the progressive design-build team once they are onboarded. Should you like us to perform bridging document services, we would need to negotiate an additional fee to cover the additional scope of services.
4. Engage the power authority immediately. Power is notoriously one of the longest lead items for any project. As architects, we could help initiate the process early and then hand it over to the progressive-design builder when they have been procured. We think this is essential no matter the overall project schedule strategy introduced.
5. Encourage the design-build team to select materials and systems that allow for quick assembly. An important consideration when selecting materials will be the schedule implications. Concrete is slower than steel or timber due to form-work set up and cure time. We can also encourage the design-build team to be rigorous and repetitive, allowing for a kit-of-parts assembly of repetitive elements, to reduce installation time and minimize errors.

The Burbank Central Library Project made significant
progress in July 2027 and remains on schedule and
within budget. The primary focus this month was
completing the below-grade parking structure and
preparing for the transition to vertical construction.
The final topping slab is scheduled to be poured by
the end of the month, and elevator pit waterproofing
passed inspection, resolving one of the outstanding
items from last month’s report.
Fabrication of the mass timber structure is
progressing off-site. Glulam columns and CL T
(cross-laminated timber) panels are being produced
in coordination with the construction team to match
the sequencing requirements for installation. Timber
deliveries are confirmed to begin the week of August
14. Mock-ups for glulam-to-steel connectors and
exposed finish details were completed and ready
for review. Coordination between the structural
engineer, fabricator, and MEP trades has been ongoing
to ensure integration of electrical conduits and
HVAC routes into the design without compromising
aesthetics.
Outstanding work from the June report, including
storm drain tie-in on the west side and the final
conduit layout for garage-level lighting, has now been
completed. The project team also finalized utility
service coordination with the City’s Public Works
Department. The entry plaza grading and subgrade
utility work also began this month and are currently
tracking ahead of schedule.
As of July 2027, the project is nearing completion of the garage superstructure and preparing to commence mass timber erection. The project remains on schedule and within budget, with prior outstanding items resolved and site work proceeding as planned.
From a schedule standpoint, the project remains
in line with the master construction timeline. The
garage portion of the structure is nearly complete,
and vertical construction using mass timber is set to
commence in mid-August. The project is still targeting
substantial completion in May 2028, with interior
build-out expected to begin in November 2027 and
continue through the spring.
Additional activities in July included review and
approval of finish material samples, finalization of
the AV systems layout, and preliminary coordination
with library staff for future move-in sequencing.
Discussions also began regarding the grand opening
and community outreach planning, with the goal of
involving local schools and cultural organizations in
the inaugural programming.
As the project prepares to shift into vertical
construction, the team is maintaining a strong focus
on site safety, sequencing efficiency, and maintaining
the architectural integrity of the exposed timber
structure. August is expected to be a high-activity
month with the beginning of timber installation, plaza
hardscape preparation, and enclosure detailing.

As of July 2027, the Burbank Central Library project
remains within the approved overall budget of
$147,000,000. A total of $86,966,000 has been
expended to date, representing approximately 59%
of the total project budget. The largest expenditures
to date have been in general construction and mass
timber fabrication. Construction spending is expected
to accelerate in the coming months as vertical work
begins.
The mass timber scope remains within the original
contract amount due to early procurement strategies.
Architectural and engineering services are 83%
complete, with final coordination ongoing. FF&E and
technology expenditures are in early stages, with
procurement schedules aligned to support Q1–Q2
2028 installation.
The Owner Contingency remains at $8,000,000, with
minimal drawdowns to date. This reserve continues
to provide a buffer against unforeseen conditions or
scope adjustments during vertical construction and
interior fit-out.
A detailed cost breakdown by category—including
budgeted amounts, contracted values, expenditures to
date, and remaining balances—is provided in Appendix

MOCA has been providing comprehensive Owner’s Representative Services to the State of California for the new California State Capitol Complex since 2018. Our work on the project has included leading the project and acting as the Owner’s Representative, and our role for the State has spanned four projects: the Capitol Master Plan, the 10th and O Street Building, the Capitol Visitor's Center, and the New Capitol Annex Building Throughout the life of the projects, MOCA has developed a number of programming and criteria documents including a Project Overview and Sequence Report, Design Guidelines and Planning Studies. In addition to the preliminary project planning, MOCA managed and facilitated the procurement process for the architect and contractor teams, and managed the project throughout the design and construction phases of work.
In March of 2023 the CMR (Construction Manager at Risk) for the New Capitol Annex Building delivered a GMP (Guaranteed Maximum Price) to the State consistent with the overall budget plan for the project and with a schedule that was consistent with the Comprehensive Implementation Plan (CIP). Currently, the project is 30% complete in construction and anticipated to be complete in the spring of 2027.

79 MOCA SYSTEMS, INC. | CITY OF BURBANK | RFP NO. PW-2025-001 | NEW BURBANK LIBRARY AND CIVIC CENTER PROJECT We collaborate with the Owner from the very beginning to understand their expectations for each project. We then develop a Comprehensive Implementation Plan (CIP) that we manage to completion. This includes establishing a framework from how decisions are going to be made to how to hire and manage the architect and the contractors. The design and construction of a public facility is a complex undertaking, and it requires the management of a very large number of internal and external relationships as well as the facilitation of multiple stakeholders, all of whom must have their needs incorporated so that the new building, when complete, will fulfill the measure of its creation.
The CIP provides that strategic management approach to bring all these needs together.
During the development of the CIP for the Capitol Annex project, we realized that it was not going to be possible to move the Legislature and all staff into other buildings in Sacramento.
Working closely with the Legislature and the Department of General Services (DGS), MOCA facilitated the use of the new 10th and O Street Building which DGS was in the process of developing. The facilitation resulted in the Legislature using the 10th and O Street Building during the construction of the New Capitol Annex Building. Once the Annex is complete and the Legislature and the Governor have relocated back into the New Capitol Annex Building, the 10th and O Street Building will be re-purposed and utilized by DGS for their future needs.
These collaborative discussions were facilitated by MOCA while working through the development of the CIP .

APPENDI x: CASE STUDY: CALIFORNIA STATE CAPITOL
ATTACHMENT 2 - PAGE 87
80 MOCA SYSTEMS, INC. | CITY OF BURBANK | RFP NO. PW-2025-001 | NEW BURBANK LIBRARY AND CIVIC CENTER PROJECT The key to the swing space was location. It was never the intent to shut down the State Capitol itself; the work of the Legislature had to continue within the Capitol building. This meant that the relocation of the Legislature had to be in a location that was within walking distance. The 10th and O Street building was ideal for that purpose, as it is located only one block away from the State Capitol building. MOCA, working with the Legislature, identified the Owner’s programmatic needs and worked with DGS to have those needs incorporated into the building for the Legislature. With the location solved, MOCA worked with DGS to reconcile the schedule and to align the completion of 10th and O Street building within the time period that the Legislature could relocate following the legislative session. The schedule had to align in order to maintain the overall schedule or we would have lost an entire year.
The Capitol Visitor Center was another critical element of the overall master plan for the Capitol Square. The Visitor Center was designed to separate the working and legislative public traffic from the visitor or student traffic. Additionally, the Legislature wanted a place where the story of California could be told without creating the congestion that existed within the existing annex building. After working with many different stakeholders and community members the decision was made to place the visitor center below ground in front of the west entry to the historic Capitol building.
Bottom Left: Central light court of the New Capitol Annex Building, deemed "The People's House" Bottom Right: Capitol Visitor's Center Top Right: 10th and O Street Building The placement was determined to be the least impactful of all other locations. It preserved the view to the west as well as maintained the demonstration area for public speech. The visitor will be first brought into a large space where the history of California will be on display. From there they will be able to go into the basement level of the Historic Capitol to see the Capitol exhibits. The working Capitol to the east will accommodate thousands of daily visitors; therefore, the separation of visitor functions allows for the free flow of people in an efficient and orderly manner
The New Capitol Annex Building was designed to replace an outdated and dangerous facility. Because of the complex nature of the facility, we first held a workshop with the leadership of the Joint Rules Committee (JRC) who had responsibility for the facility. During that workshop which MOCA facilitated, we identified the principles by which the project would be governed as well as a set of guidelines and imperatives that the design and construction teams would need to follow. These guidelines and imperatives were the foundational elements to the building. They set in writing the expectations and objectives of the Legislature. Next, we developed the Comprehensive Implementation plan (CIP) for the project. This CIP included a history of the building, a general condition assessment, full architectural program, implementation plan, budget, and schedule for the project.

81 MOCA SYSTEMS, INC. | CITY OF BURBANK | RFP NO. PW-2025-001 | NEW BURBANK LIBRARY AND CIVIC CENTER PROJECT With the design team and construction team on board, MOCA facilitated collaborative design workshops for the building.
These workshops, nine in all, focused on the guidelines and imperatives which the JRC had provided to us in the very first workshop. At each workshop we invited the leadership of the JRC, along with many other critical stakeholders, to discuss a broad range of topics from design, to maintenance, and to technology. The workshops were facilitated and managed
by MOCA. Each workshop consisted of two to three days of intense meeting. We had initially started out with in-person meetings which we prefer, but due to the COVID-19 pandemic we completed all the collaborative design workshops virtually.
At the conclusion of the nine workshops the design team had a building that was on budget and schedule and was able to be presented to the JRC for approval in a public forum. With that approval, MOCA and the team moved forward with the completion of design and construction documents.
Right: Due to the Covid-19 pandemic, MOCA helped host the collaborative scoping workshops entirely virtually with 70+ stakeholders in each session.

North Hollywood to Pasadena Bus Transit Corridors
In June 2018, Metro launched the North Hollywood
to Pasadena Bus Rapid Transit (NoHo–Pasadena
BRT) project for an approximately 28-month
simultaneous schedule that will include planning and
environmental clearance. Metro has a plan to make
it easier to get around, which includes improving
bus service to better connect communities in the
San Fernando and San Gabriel Valleys. Bus Rapid
Transit (BRT) is faster and more reliable than
regular bus service and can improve access to jobs,
schools and recreation by providing connections to
key destinations and the regional transit network.
The project was identified and funded by Measure
M. The current study has identified a proposed
project with design options released in the Draft
Environmental Impact Report (EIR). The Final EIR
released in early 2022 and advanced the project into
conceptual design.
The Robert Group (TRG) conducted public
engagement for the project, developing project
messaging and creating awareness for the project to
ensure opportunities for feedback at every stage of
the process. TRG kicked off the project by preparing
a Public Engagement Plan(PEP) for the project that
strategically targets unique demographics, language
needs, geography, and stakeholders in each city and
community within the project area. TRG additionally
developed an easily navigable project database
that both incorporated major stakeholders in the
project area and categorized those stakeholders.
Led by Metro Community Relations and Government
Relations team, TRG assisted in the arrangement
and logistical planning for stakeholder briefings with
elected officials, staff and/or government agencies,
including assistance with securing meeting
venues. Given the controversial nature of the
project, TRG worked closely with Metro to address
environmental justice issues, stakeholder diversity
and engaging disenfranchised populations. TRG led
these outreach efforts by coordinating community
workshops and pop-up events, as well as
organizing door-to-door business outreach, transit
rider intercepts, transit surveys and roundtable
stakeholder meetings with community groups and
businesses.

Joint Development 10K Home Program
Metro initiated its 10K Home Program under its
Joint Development (JD) Program to advance
affordable, transit-oriented housing on Metro-owned
properties. The program aims to add 10,000 quality
housing units by 2031 through collaboration with
local cities, developers, and community groups.
In order to address LA County’s severe housing
affordability crisis, 5,000 units will be designated as income-restricted. The Robert Group, alongside Lee
Andrews Group, is co-leading outreach for 20 Metro-
owned properties identified for future housing sites.
Metro’s 10K Home Program recognizes the
importance of a robust public engagement process,
with outreach intended to integrate community
insights and needs into the design and development
of each site. In partnership with organizations
and local stakeholders, Metro has developed a
comprehensive community engagement approach,
incorporating workshops, surveys, pop-up events
and outreach to transit riders to foster transparency
and ensure that housing plans align with local
priorities.
Through meaningful engagement, the 10K Home
Program aims not only to deliver much-needed
affordable housing but also to create vibrant,
accessible communities that reflect the unique
character of each area while providing residents with
seamless access to transit. TRG has taken the lead
in developing stakeholder relationships, managing
community feedback, and coordinating interactive
community meetings and pop-up events. TRG will
continue to lead outreach efforts as the project
moves forward through the developer selection
process for each site.

Los Angeles Convention Center
PHASE ONE
On behalf of the Los Angeles City Administrative
Officer, as part of a multidisciplinary team led by
Arup, HR&A supported the City of Los Angeles to
develop a preliminary business plan for a Design-
Build-Finance-Operate and Maintain public-private
partnership (“P3”) delivery method for the proposed
Los Angeles Convention Center (“LACC”) expansion
project. As part of a first phase, focused on a go/
no-go analysis for P3 feasibility, HR&A developed
a conceptual real estate program and preliminary
funding capacity estimates from commercial
real estate value that could be generated at the
LACC site. Those funding capacity estimates, as
well HR&A’s estimate of Transient Occupancy Tax
allocations from the City of Los Angeles, were used
by Arup in the development of a site-wide financial
model.
PHASE TWO
As part of a second phase of work, HR&A refined
funding capacity estimates from commercial real
estate value generated at the LACC site for inclusion
in a more detailed iteration of Arup’s financial model.
HR&A analyzed the demand for a range of land uses
on the LACC site and estimated fiscal and ground
lease revenues from a market-aligned real estate
program developed in collaboration with HOK.
The result of the second phase was independently
evaluated in comparison to a more traditional
design-bid-build proposal that was developed simul -
taneously with the P3 business plan. If the DBFOM
approach is determined feasible and selected
by the City, HR&A may support the project team,
as a part of later phases, to develop an investor/
developer RFQ/RFP for the LACC expansion,
evaluate responses and help negotiate and structure
a long-term financial agreement.

Thousand Oaks Downtown Redevelopment P3
FUNDING, FINANCING, & DELIVERY STRATEGY
HR&A is leading a multi-disciplinary team advising
the City of Thousand Oaks in the redevelopment
of their downtown core, which includes the devel -
opment of a new City Hall, the adaptive reuse of
the existing City Hall with commercial tenants and
art uses, a mixed-use development on an adjacent
City-owned parcel, and site-wide public infrastruc -
ture improvements, including parks and open space,
an amphitheater, and new parking spaces. HR&A is
studying the real estate market to inform the pro -
gramming, evaluating various sources of funding
and financing, including the City debt and cash,
monetization of public assets, and value capture,
and assessing various delivery strategies for each
of the project components, including design-bid-
build, progressive design-build-finance, and various
operating agreements.
Following the assessment of the funding, financing,
and delivery options, HR&A will support the pro -
curement of development partners for both the
mixed-use and public infrastructure components
of the projects, through one or more procurements.
HR&A will also support the evaluation of proposals
and the negotiations with preferred developers. In
collaboration with Sperry Capital, HR&A will also
help the City arrange a final funding and financing
package for the project.
