RECOMMENDATION
Adopt A RESOLUTION OF THE COUNCIL OF THE CITY OF BURBANK APPROVING
THE MEASURE A HOMELESS INITIATIVE AGREEMENT BETWEEN THE COUNTY OF LOS ANGELES AND THE CITY OF BURBANK, LOCAL SOLUTIONS FUND NO. HI- 25-014 AWARDING THE CITY OF BURBANK $380,708.00 FOR FISCAL YEAR 2025- 26; AUTHORIZE THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE AGREEMENT AND ANY FUTURE AMENDMENTS; AND APPROVAL TO AMEND THE FISCAL YEAR 2025 -26 ADOPTED BUDGET AND APPROPRIATE $708.00 TO THE LOCAL SOLUTIONS PROGRAM.
BACKGROUND
In 2017, Los Angeles County voters approved Measure H, which established a quarter - cent sales tax to fund homeless services and programs. Since that time, the City has received approximately $350,000 annually under the County Measure H Local Solutions Funds program, totaling approximately $3 million. Measure H Local Solutions Funds were used to support programs and services that align with the City Council ’s (Council) approved Five-Year Homelessness Plan
1 such as outreach services, a motel voucher
program, case management, and rent and utility assistance.

2 In November 2024, voters approved Measure A, which repeals and replaces Measure H, increasing the sales tax to a half cent to provide expanded funding for homeles s-related programs. With the implementation of Measure A, Measure H concluded on June 30, 2025, and Measure A began July 1, 2025. Therefore, the City is required to enter into a new agreement with the County beginning July 1, 2025 to continue receiving Local Solutions Funds. The agreement term is from July 1, 2025 to June 30, 2026 (Fiscal Year (FY) 2025-26). Contract amendments will be issued for each subsequent year.
DISCUSSION
Under the FY 2025-26 Measure A Local Solutions Fund agreement (Attachment 1) , the City will receive $380,708. These funds will continue to be used to fund the same programs that it funded in previous years under Measure H 2 which meet several goals and objectives of the City’s Homelessness Plan, including case management services, a motel voucher program, and rent and utility assistance.
Key differences between Measure H and Measure A include:
• Sales Tax Increase: Measure A implements a half -cent sales tax, doubling the previous quarter-cent tax under Measure H.
• Program Transition: All contracts and programs funded by Measure H concluded on June 30, 2025. New contracts and programs under Measure A began July 1, 2025.
• Stricter Oversight: Measure A introduces tighter regulations, enhanced eligibility criteria, and more rigorous monitoring and reporting requirements than Measure H.
Programs that will continue to be funded under the FY 2025-26 Agreement include:
Program Budget
Home Again Los Angeles Crisis Housing (Motel Vouchers) $155,000 The Salvation Army Safe Navigation Center (Case Management) $140,000 Flex Funds - City Administered (Rent and Utility Assist., Motel Vouchers) $ 85,708 Total $380,708
Along with approval to execute the FY 2025-26 funding agreement for the Local Solutions Fund program , staff is requesting authority delegation to the City Manager, or his designee, to execute this agreement and any future amendments and subsequent amendments.
ENVIRONMENTAL REVIEW
Approving the contract to receive the funds for the provision of homeless services does not have the potential to cause a significant effect on the environment and does not qualify as a “project” under the California Environmental Quality Act (CEQA) 14 Cal. Code Regs § 15378.
2 These continuing programs have been approved by the County for FY 2025-2026. However, they may not be approved for funding in future years. Staff will work closely with County staff to fund future, eligible programs; in-line with the adopted and future homelessness plans.
3 FISCAL IMPACT
Funds were appropriated in the FY 2025- 26 Adopted Budget in the amount of $380,000 prior to the City receiving the total award of $380,708 from the County of Los Angeles. In order to reconcile the budgeted appropriations, staff is requesting that Council appropriate an additional $708 from revenue account 001.CD000.48010.1142.000000 (General Fund, CD General, Other Intergovernmental Revenues, Measure H County Grant) to expenditure account 001.CD23A.62085.0000. 25056 (General Fund, Housing, Other Professional Services, Local Solutions Funds) for the program.
Future revenues have not been determined at this time. Staff will submit annual funding allocations during the budget process for the Council to accept and appropriate future funding in the applicable fiscal year they are received.
CONCLUSION
Local Solutions Funds will assist in achieving goals outlined in the current Council approved Five-Year Homelessness Plan. Staff recommends Council approve the funding agreement, and subsequent amendments in addition to designating the City Manager, or his designee, to execute this agreement and future amendments under contract No. HI- 25-014. Staff will budget future funds received under this contract via amendment(s) during the annual budget process.
