RE: Support of Senate Bill 805, the No Vigilantes Act

Dear Senators Pérez, Wiener, and Menjivar, and Assemblymember Schultz,

On behalf of the residents of the City of Burbank, we express our s upport for Senate Bill 805, the No Vigilantes Act, which strengthens requirements for law enforcement officers to visibly display their name or badge number when performing their duties. The bill also places critical limitations on unauthorized immigration enforcement by private actors such as bounty hunters and bail agents and addresses the growing concern over individuals impersonating law enforcement officers.

Across the state, recent immigration enforcement activities by U.S. Immigration and Customs Enforcement (ICE), where agents have operated in public and sensitive spaces without clear identification, have created fear and confusion across communities. These incidents have made it difficult for individuals to determine whether they are interacting with legitimate law enforcement personnel or with someone impersonating an officer.

SB 805 addresses these concerns by aligning with existing state requirements and furthering the principles of transparency, accountability, and community trust in law enforcement operations. In the City of Burbank, we remain committed to these principles.

SB 805 would provide additional safeguards for our community while reinforcing public confidence in public safety operations. For the above-mentioned reasons, we respectfully ask the State Legislature to pass SB 805, the No Vigilantes Act.

Sincerely,

Burbank City Council
