COMMUNITY

DEVELOPMENT
1 WHY ARE WE HERE?
- Assembly Bill 413 (AB 413)
- Effective January 1, 2025
- Creates potential conflicts with
Burbank Municipal Code (BMC)
- Proposed Ordinance will address
these conflicts
2 “DAYLIGHTING”
- Removes parking spaces near
intersections/crosswalks to
improve visibility
- Recommendation of 20 to 25 feet
- AB 413 formalizes daylighting
statewide
- Burbank has applied and enforced
a local standard since 1979

3 AB 413 OVERVIEW
No parking within 20 feet of the
approach to a crosswalk
- 15 feet for a crosswalk with curb
extensions
Cities may set their own
alternative standard provided that:
- The Ordinance adopting that
standard is justified with a
finding;
AND
- The standard is marked with curb
paint and/or signage

curb or signage
Applies even when not marked
with red curb or signage

control device (e.g. stop sign or
signal)
20 feet from approach to
crosswalk
(marked or unmarked)
15 feet on all other intersection
corners
Does not apply to other corners
Does not include a safety finding Local alternatives require a safety finding
5 DIFFERENCES: NO PARKING UNDER
BMC VS. CVC
BMC § 6-1-1029 CVC § 22500(n)
6 PROPOSED IMPLEMENTATION
- Enforce BMC and CVC:
- Where marked, BMC shall apply
- Where not marked, default AB 413
restriction (20 feet) shall apply
- Maintain existing red curb standards
defined in BMC; add safety finding
- Expand red curb zones as needed
- Community Education
7 WHAT THIS MEANS
- Parking in red curb area remains
prohibited
- Parking within 20 feet in front of a
crosswalk (approximately one car
length) is also prohibited, even if
unmarked
