THURSDAY, APRIL 16, 2026
Call to Order:
A Special Closed Session Meeting of the City Council of the City of Burbank was held in the Council Chamber, 275 East Olive Avenue, on the above date. The meeting was called to order at 3:38 p.m. by Mayor Takahashi.
Present: Council Member(s) Anthony (left 4:52 p.m.), Perez (arrived 3:46 p.m.), Rizzotti (left 4:49 p.m.), Vice Mayor Mullins, and Mayor Takahashi
Absent: None.
Also Present: City Manager Hess, City Attorney McDougall, and City Clerk Clark Closed Session Public Comment:
There being no response to the Mayor's invitation for Public Comment on Closed Session matters, the City Council recessed at this time to the City Hall First Floor Conference Room to hold a Closed Session on the following:
1. Conference with Legal Counsel – Anticipated Litigation a. Initiation of litigation pursuant to Govt. Code §54956.9(d)(4) City as Potential Plaintif

There being no further business to come before the City Council, the meeting was adjourned at 4:57 p.m. to Tuesday, April 21, 2026, for a Joint Meeting in the Council Chamber – 275 East Olive Avenue, Second Floor.
