Recommendation: Approve the minutes of the regular City Council meeting of February 25, 2026.

3. Professional Services Agreement with American Heritage Landscape, LP for Landscape Maintenance within Landscape Lighting Act District 22, Zone 5 (LLAD 22) Recommendation:
Approve and authorize the City Manager to negotiate and execute a Professional Services Agreement with American Heritage Landscape, LP, in substantially the same form as submitted, for General Landscape Maintenance for Calabasas Country Estates Homeowners Association within the Landscape Lighting Act District 22 for a total amount not-to-exceed $188,756.66
for a 5-year term.
Authorize the City Manager to negotiate and execute not more than two (2) agreement extensions of two (2) years each.

4. Adoption of Ordinance Regulating Electric Mobility Devices Recommendation: Conduct second reading, waiving the reading of the full text, and adopt Ordinance No. 2026-423 of the City of Calabasas amending the Calabasas Municipal Code Title 10 – Vehicles and Traffic, adding Chapter 10.24 “Electric Mobility Devices” to establish mobility device regulations, and approving a CEQA exemption determination.

Confirm the following commission appointments:
Max Goltz
to the Parks, Recreation and Education Commission
to fill an
unscheduled vacancy for a term ending in January 2027; and Karen Spearrin to the Library Commission to fill an unscheduled vacancy for a term ending in January 2027; and Jennifer Jasbi and Dorrina Shajari to the Calabasas Community Foundation, each for three-year terms ending in January 2030.

6. Amendment to Contract Between the Board of Administration California Public Employees’ Retirement System and the City Council of the City of Calabasas Recommendation: Conduct second reading and adopt Ordinance No. 2026-421, waiving full reading of the text, authorizing an amendment to the contract between the Board of Administration California Public Employees’ Retirement System (CalPERS) and the City of Calabasas (City) to provide Section 20903 (two years additional service credit) for local miscellaneous members.
