3. Temporary Advisory Committee (Ad Hoc) and Standing Committees Recommendation:
Approve the creation of a Craftsman’s Corner Annexation Ad Hoc Committee and confirm the appointment of Mayor Bozajian and Councilmember Kraut as Ad Hoc Committee members; and Approve the revised Open Space Standing Committee name.

4. Traffic Markings, Striping, and Signage On-Call Contracts Recommendation: Approve and authorize the City Manager to execute a Professional Services Agreement with Toro Enterprises, Inc., and WGJ Enterprises Inc., dba PCI, in substantially the same form as submitted, for on-call signing and striping services for a total amount not-to-exceed $200,000, for a 5-year term.

5. Request for Proposal of Professional Services for Design, Printing, Mail Preparation, and Flipbook of Premier Recreation Brochure Recommendation: Approve and authorize the City Manager to execute a Professional Services Agreement with The Sauce Creative Services, Corp., in substantially the same form as submitted, for the design, print, mail and flipbook for the Premier Recreation Brochure for a total amount not-to-exceed $224,430.68, for a 3-year term.

6. Opposition to AB 1768 (Bryan) - County of Los Angeles Transaction and Use Taxes Recommendation: Consider a letter of opposition to Assembly Bill 1768 from the City Council and authorize staff to submit the letter to state assembly and state senate representatives and other legislative officers.

7. Objective Design Standards (ODS) for Multi-Family and Mixed-Use Projects Recommendation:
Introduce and conduct first reading, waiving full reading of the text, Ordinance No. 2026-424, adding Section 17.12.147 of the Calabasas Municipal Code regarding Objective Design Standards, and amending Section 17.12.145 to align the existing section with the proposed Objective Design Standards; and Schedule the Ordinance for consideration of adoption at the May 27, 2026, City Council meeting; and Find the project exempt from environmental review in accordance with Section 15601(b)(3)(General Rule Exemption) of the CEQA Guidelines; and Adopt Resolution No. 2026-2004 to amend the Citywide Fee Schedule to establish a fee in the amount of $16,676 for the new Objective Design Review Permit.

Tennis and Swim Center Fee Study Implementation Update Recommendation: Receive the presentation and discuss the recommendations related to implementation of the Tennis and Swim Center fee study, provide further direction to staff, and, if applicable, adopt Resolution No. 2026-2005 updating the Citywide Fee Schedule to include additional fees for the Calabasas Tennis and Swim Center.

Receive and file California Public Employees’ Retirement System (CalPERS) actuarial cost analysis for Section 20903 ~ Additional Two Years of Service Credit report; and Adopt Resolution No. 2026-2006 to Grant a Designated Period for Two Year Additional Service Credit from April 23, 2026, to August 7, 2026; and Authorize the City Clerk to sign the CalPERS Certification of Compliance with Government Code Section 7507; and Authorize the Mayor and the City Clerk to sign the CalPERS Certification of Compliance with Government Code Section 20903; and Authorize the City Clerk to sign the CalPERS Certification of Governing Body’s Action.
