CALEXICO
DATE: July 27, 2022
TO: Mayor and City Council
APPROVED BY: Esperaza Colio Warren, Ciy Manage Dr a Care PREPARED BY: Lilliana Falomir, Public Works Manager - Administrative SUBJECT: Reject Bid Received for New River Improvement Project - Calexico Reach, Authorize Staff to Make Changes to the
Specifications and Authorize Staff to Rebid the Project per Public Contract Code Section 20166.
============================:
Recommendation:
Reject Bid Received for New River Improvement Project - Calexico Reach, authorize staff to make changes to the specifications and authorize staff to rebid the project per Public Contract Code Section 20166.
Background:
On May 16, 2022, the City of Calexico Public Works Department requested bids for New River Improvement Project - Calexico Reach. The project consists of three primary construction components:
Trash screen and diversion structure for the New River downstream from the International Boundary with Mexico.
2. Bypass encasement infrastructure for the New River from a point downstream of the International Boundary to a point downstream of the eastern boundary of the City of Calexico to address the public health threat that new River water quality poses to the southern area of the city.
A pump-back system to take treated wastewater from the existing Calexico Waste Water Treatment Plant (WWTP) and discharge it into the New River channel at a point near the proposed river diversion and encasement structure.
On May 31, 2022 at 10:00a.m., City staff held the mandatory pre-bid meeting at the City of Calexico Wastewater Treatment Plant. Eighteen (18) AGENDA people were in attendance which included primary contractors, ITEM sub-contractors, material vendors, contract engineers and City staff (see Attachment No. 1). 3
Discussion & Analysis:
On June 28, 2022, the Office of the City Clerk received one (1) bid:
Company Total
Mountain Cascade, Inc $41,734,276.00
After reviewing the bid received by Mountain Cascade, Inc. and the engineers cost estimate prepared by Michael Baker International, Inc., City staff found that the bid received exceeds the amount of funding available for construction of the project by approximately $17,500,000. City staff is working with key stakeholders and funding partners to obtain the additional financing needed to build the project. Until such additional funding materializes for the City, the City should not enter into a construction contract that requires funding that the City does not have. Therefore, City staff is requesting that the City Council, without prejudice to the bid received, reject the bid from Vountain Cascade, Inc. In addition, City staff is requesting that the City Council authorize staff to make changes to the specifications and re-advertise for bid at a later date.
Fiscal Impact:
No fiscal impact at this time.
