SUBJECT: Authorize City Manager to Sign Change Order #6 for Oakview Constructors, Inc., for the New Fire Station Headquarters Project Recommendation:

Authorize City Manager to sign Change Order #6 in the amount of $72,352.00 from Oakview Constructors, Inc. to include additional construction materials and labor, and associated costs as described in each change order document for the new Fire Station Headquarters.

Background:

On March 12, 2020, the City Fire Department requested bids for the Calexico Fire Headquarters Station Replacement Project.

The project consists of:

Demolition of the existing two-story fire station #1 building will involve the separation of the building and building systems (structural, mechanical, electrical, plumbing and communications) from the existing police station, which is to remain in place. The contractor will salvage select items from the existing fire station prior to demolition and deliver these items to the City. All existing items to remain in place must be protected.

The existing ground mounted and guyed communication tower will be replaced with a new 90 feet high, ground mounted and freestanding AGENDA communication tower. ITEM
The new fire station will be on story and approximately 9,000 SF. The new station has three drive through apparatus bays with suppression support spaces, which include a turnout room with clean-up area, workshop, restroom, hose storage, air compressor room and mechanical support spaces. The firefighter living quarters include eight firefighter bunk rooms, four gender neutral restrooms, laundry, dayroom, dining, kitchen, and fitness room.

The apparatus bays are designed to be cooling center for the City during high temperature days.

The site improvements include a new concrete driveway approaches, front concrete apron, rear concrete apron, decorative metal fencing with pedestrian and automatic sliding gates and keypads. New paving area in between the new fire station and existing police station. Renovation of an existing ADA parking area and new gravel area for the horizontal hose drying rack. A new emergency generator with skid mounted fuel tank is included, an outside patio with BBQ area, and on-site parking for fire personnel. The project includes new and existing plantings and landscape areas, irrigation, and bio retention areas.

On June 3, 2020, the City Council approved Oakview Constructors, Inc. as the lowest responsible bidder for the new Calexico Fire Headquarters Station Replacement Project. The City Council authorized the City Manager to sign a Construction Agreement with Oakview Constructors and Award the bid proposal from Oakview Constructors in the amount of $5,827,400.

Discussion & Analysis:

Change Order #6 includes the following for a total sum of $72,352.00:
• PCO 44R3 Police Department Roofing Replacement
The approval of the additional costs and construction work with inclusion of this change order will increase the contract sum of $6,098,043.40 (original sum + previous change orders) to $6,170,395.40.

Fiscal Impact:

The Calexico Fire HQ Station total construction budget is $6,784, 144. The bid award to Oakview was a total of $5,827,400, which resulted in a savings of $956,744.

The Calexico Fire HQ Station project has a separate construction contingency budget of $542,732.
• To date, the City has issued Change Order #1 for $77,308 and Change Order #2 tor $63,630.
• With Change Orders #1 and #2, the project used $140,938 out of the total construction contingency budget.
• With Change Order #3, the project used $75,346.40 out of the total construction contingency budget.
• With Change Order #4, the project used $60,001.00 out of the total construction contingency budget.
• With Change Order #5, the project received a credit of -$5,642.00 out of the total construction contingency budget.

Please note that the previously listed contract amendments for Ten Over Studio have been removed from the construction contingency budget amount and applied to the overall fire station project budget and the line item for Fees and Contingencies for soft costs in the project budget.

The project has $199,736.60 remaining in the construction contingency budget.

Calimesa, CA 92320
Reference: Calexico Fire Station Headquarters REVISED FROM 1/27/2022 Subject: Additional Work Required @ Existing Police Station Roof Dear Amber,
The following shall address additional non-contractural work required at the Calexico Fire Department Headquarters. This work was addressed in a 1/27/2022 Letter. A through field review has revealed there is additional work that needs to be accomplished to return the Police Station Roof to a normal, serviceable condition.

Scope of Work
The pictures you have forwarded indicate the existing field condition varies from original set of plans. We have also included our field sketches in this package to delineate that extra work requirement.

The Police Department had a complete 6" tapered insulation system covered with a built-up roof over the existing plywood sheeting, that was mentioned earlier.

Additional roofing work is also required at the existing front canopy at the police station. We will complete the tie-in to match the existing roof elevation and drainage pattern. There is no tapered insulation available to us as of now. We are going to have to field fabricate the taper from standard block EPS insulation. The taper will be covered with (1) layer of ¼" Ultra-Light Secure Rock cover board. The coverboard shall be covered with a new (4) ply, cap sheet built up roof consisting of (1) layer of 25# base sheet, (2) layers of Type IV ply sheet and (1) layer of fiberglass cap sheet, installed in full moppings of asphalt. The tie-in work shall receive our Rosscrete (1) year Warranty. It will not be eligible for a manufacturers warranty. Adjacent to the effected area, there is a 17' x 31' roof area that has extensive nail damage that is also in need of repair.

The existing RTU that was left in place must be set on a new platform approximately 14" higher than the decking. This must be accomplished to complete a proper roof tie-in. The same would be required for existing duct work or penetrations.
