AGENDA STAFF REPORT
DATE: August 17, 2022
TO: Mayor and City Council
PREPARED BY: Gabriela Garcia, City Clerk
SUBJECT: Ratification of Letter to San Ysidro Health's Application to Bring a Program of All-Inclusive Care for the Elderly (PACE) to Imperial County
Recommendation:

It is recommended that the City Council ratify letter provided to San Ysidro Health's Application to Bring a Program of All-Inclusive Care for the Elderly (PACE) to Imperial County.

Background:

On July 29, 2022, the San Ysidro Health requested a letter of support for their application to the California Department of Health Care Services for a Program of All-Inclusive Care for the Elderly (PACE) for Imperial County. San Ysidro Health (SYHealth) has been providing high-quality, atfordable services to low income residents of Southern Calitornia for over fifty years with a mission to improve the health and well-being of the communities they serve. They provide access for all and they have tailored service offerings to fill critical healthcare gaps in the region. In 2015 they established a PACE program known as San Diego PACE. Since this time, they have grown to serve over 2,000 seniors at four state-of-the-art locations - making the program one of the largest in the country. Due to time constraints for the submittal of the application, Mayor Moreno provided a letter of support to SYHealth for the aforementioned request.

Re: Letter of Support for SYHealth in Imperial County
Dear Mr. Billingsley:

On behalf of the city of Galexico, I am writing to express support for San Ysidro Health's application to bring Program of All-Inclusive Care for the Elderly (PACE) services to seniors of Imperial County. The city of Calexico is in southern Imperial County, California. Situated on the Mexican border with the much larger city of Mexicali, the capital of the Mexican state of Baja California.

San Ysidro Health (SYHealth) has been providing high-quality, affordable services to low- income residents of Southern California for over fifty years. Since its founding in 1969, SYHealth has been guided by the mission to improve the health and well-being of the communities they serve with access for all. For decades, in support of this mission, SYHealth has tailored service offerings to fill critical healthcare gaps in the region; and in 2015, established a Program of All-Inclusive Care for the Elderly (PACE) program known as San Diego PACE. San Diego PACE has grown to serve over 2,000 seniors at four state-of-the-art locations - making the program one of the largest in the country. Even with rapid growth to maximize community impact, program performance and overall participant satisfaction have remained strong. SYHealth has proven to be a capable PACE provider and we would be excited to welcome them into Imperial County.

Currently, Imperial County is facing a shortage of high-quality, affordable care options to serve the complex health needs of older adults in the region. Given Imperial County's high rates of poverty and disability (coupled with a rapidly growing population of older adults), the PACE model is well-positioned to serve and positively impact many eligible area residents and their caregivers.

I strongly support a SYHealth-operated PACE program in Imperial County and appreciate your consideration of this letter.
