SUBJECT: Authorize City Manager to Sign an Agreement for Professional Services between the City of Calexico and Flock Group Inc. to Install License Plate Reader Cameras in the City of Calexico

Flock Group Inc is a company that sells Automated License Plate Recognition technology (ALPR) to law enforcement agencies. The cameras read license plates and send instant alerts to law enforcement officers when the cameras identify license plates that match those on lists of cars that are stolen or otherwise of interest to the police. Unlike many other Automated License Plate Recognition, Flock cameras allow searches based on the car's color and other visual features.
The Automated License Plate Recognition function is to capture an image of a vehicle automatically, and the vehicle's license plate transforms the plate image into alphanumeric characters using optical character recognition and compares the plate number acquired to one or more databases
Automatic License Plate Recognition allows law enforcement agencies to compare plate numbers against those of stolen cars or cars being driven by people suspected of being involved in criminal or terrorist activities.
Flock (ALPRs) isn't just using infrared technology to scan a license plate and run it through a third party like a OMV or a Carfax. The Automated License Plate Recognition takes a photo of the vehicle's back end and then uses machine AGENDA
