Approve City Manager to sign work authorization form to allow Fire Prevention Services to cleanup (APN): 059-170-005.
Background:
The following list depicts the code enforcement "site remediation" process between the city of Calexico and Fire Prevention Services (FPS) regarding abatement and remediation efforts to attain site clean-ups/compliance:
1. City refers case to FPS, with any pictures, notices, or evidence that you have.
2. FPS opens a case and mails notices to the owner per City of Calexico Code.
3. If the owner fails to comply by the deadline contained in the notices, FPS will bill the owner for administrative costs.
4. If the owner still fails to comply with the requirements FPS will submit a Work Authorization to the City to allow FPS access to the property to abate the violations.
5. FPS can then abate the violations and bill the property owner per the contracted rates previously approved by the City.
6. FPS pays for the abatement cost up front and attempts to collect from the owner.
7. The bills that remain unpaid will be presented to City Council for cost confirmation to add on the next property tax bill. This should take place around June of each year.
8. If City Council does not approve the bills to be put onto the taxes, then the City will have to reimburse FPS for the bills. (Excluded from this list is any case that FPS fails to comply with the Contract AGENDA

between FPS and the City of Calexico.) In simple terms, the City cannot waive any of our fees without legal cause.
Discussion & Analysis:
This Code Enforcement Case has been open since 2010 and with authorizing Fire Prevention Services to cleanup and provide remediation efforts to this site, the city will be following through on major code enforcement issues within the city that create life and safety hazards within our community.
