Discussion and/or Potential Action Regarding the Conversion of Portion of Baseball Field into Football Field at Rodriquez Baseball Field.
Background:
On January 18, 2023, during the City Council meeting Council Member Romo requested that staff look into converting portion of Baseball Field into a Football Field at Rodriguez Baseball Field. The City of Calexico currently has the following baseball fields:
Rodriguez Baseball Field - 500 Block of Sheridan Street Nosotros Softball Field - 600 Block of Linholm Avenue
Alex Rivera Field - 500 Block of Fifth Street
4. American Legion Field - 500 Block of Fifth Street
5. Adrian C. Cordova Baseball Field No. 1 - Zapata Street (under construction)
6. Adrian C. Cordova Baseball Field No. 2 - Zapata Street (under construction) Adrian C. Cordova Baseball Field No. 3 - Zapata Street (under construction) The following sport league and/or high school have reserved Rodriguez Baseball Field from February 1, 2023 thru August 3, 2023, Monday AGENDA through Friday from 1:00p.m. to 9:30p.m.: ITEM

Please note that ZT Baseball Club also reserves Rodriguez Baseball Field, they typically submit their request in May/June.
In addition, on January 10, 2023, Calexico Little League submitted a written request to assist the City with the following items at Rodriguez Baseball Field, Alex Rivera Baseball Field and American Legion Baseball Field:
1. Cut the grass
2. Paint
3. Repair the back stops
4. Assist with the repairs of dugouts
Discussion & Analysis:
If the City Council of the City of Calexico decides to convert portion of the Baseball Field into a Football Field, Public Works Department - Parks Division staff recommends that the conversion be done after August 2023 so the above-mentioned league and high school can finish their practices and games without interruption.
In addition, Public Works Department - Parks : Division staff recommends that the City Council of the City of Calexico allocate $75,000 - $100,000 from Fund No. 255 - American Rescue Plan Act (ARPA), depending on the option they choose, for the following park improvements:
1. Repair existing fence
2. Repair existing dugouts
3. Purchase portable baseball pitching mound
4. Install ADA walkways
5. Purchase sport lights
6. Purchase football goal posts
7. Field paint

It is recommended that the City Council of the City of Calexico select one (1) of the options below:
Option No. 1
Table item and allow Public Works and Recreation Department staff to do the following:
1. Develop a Field Use Guideline Policy.
2. Present the Field Use Guideline Policy to Parks, Recreation, Beautification, and Senior Services Commission and City Council.
3. Hold public hearing to convert portion of Rodriguez Baseball Field into a Football Field.
Option No. 2
Leave Rodriguez Baseball Field as-is and Adopt Budget Amendment Resolution for Fund No. 255 - American Rescue Plan Act (ARPA) for Park Improvements at Rodriguez Baseball Field in the amount of $75,000.00.
Option No. 3
Convert Portion of Rodriguez Baseball Field into a Football Field and Adopt Budget Amendment Resolution for Fund No. 255 - American Rescue Plan Act (ARPA) for Park Improvements at Rodriguez Baseball Field in the amount of $100,000.00.

WHEREAS, the Final Budget for Fiscal Year 2022-2023 was adopted by Resolution No. 2022-48 of the City Council on August 10, 2022; and
