Recommendation:
Adopt a Resolution of the of the City Council of the City of Calexico Authorizing the City Manager to Execute a $5,000,000.00 Grant Application and Agreements with the California Department of Transportation for City of Calexico Heber Park Expansion Project.
Background:
The California Department of Transportation (Caltrans) developed the Clean California Local Grant Program (CCLGP) through which funds will go to local communities to beautify and improve local streets and roads, tribal lands, parks, pathways, and transit centers. Through the combination of adding beautification measures and art in public spaces along with the removal of litter and debris, this effort will enhance communities and improve spaces for walking and recreation.
The goals of the CCLP are to:
• Reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces.
• Enhance, rehabilitate, restore, or install measures to beautify and AGENDA improve public spaces and mitigate the urban heat island effect. ITEM • Enhance public health, cultural connection, and community placemaking by improving public spaces for walking and recreation. 2 • Advance equity for underserved communities.
The program is funded by approximately $100 million dollars in FY 2023/2024 General Fund money. The availability of grant funding is contingent on the funds being made available in the FY 2023/2024 State Budget. All projects must be completed, and all implementation funds must be expended by June 30, 2026.
Each grant award shall not exceed five million dollars ($5,000,000). There is no minimum award. Applications that request $3,000,000 or less are more competitive, because there is a higher likelihood that these projects will be completed by June 30, 2026. Applications are due on April 28, 2023, by 5:00 PM Pacific Daylight Time.
Discussion & Analysis:
Heber Park is located south of State Route 98 and west of State Route 111 in the City of Calexico. Heber Park is approximately 4.8 acres but approximately 2.8 acres to the south is undeveloped. The City of Calexico is proposing to expand an existing park by adding
2.8 acres of City owned property to develop a multipurpose gymnasium, install an outdoor basketball court, outdoor soccer field, walking pathway, parking lot, lighting, landscaping, and recreation amenities on land that is currently blighted and has subsequently been used as a dump site in the area. Heber Park Expansion Project is intended to not only accommodate City sport leagues and recreation activities both indoors and outdoors but also:
• Reduce the amount of waste and debris within public rights-of-way, pathways, parks, and public spaces.
• Enhance, rehabilitate, restore, or install measures to beautify and improve public spaces.
• Enhance public health, cultural connection, and community placemaking by improving public spaces for walking and recreation.
• Advance equity for underserved communities.
The City of Calexico Parks and Recreation Department continually receives requests for use of parks but the City is unable to meet the requests. Due to lack of funding in the General Fund and community challenges, the City of Calexico has not had the opportunity to expand the undeveloped land into the existing Heber Park.
In 2019, the City of Calexico submitted a grant application through the State of California Department of Parks and Recreation, Statewide Park Development and Community Revitalization Program for Heber Park Expansion Project. The grant application was successful, and the City of Calexico was awarded $8,500,000.00 for Heber Park Expansion Project. The plans and specification for Heber Park Expansion Project were completed in January 2023 and the project is "shovel ready" but due to the increase cost of labor and material, the project has a shortfall of $5,000,000.00.
After reviewing CCLGP guidelines and goals, City staff is recommending that the City Council of the City of Calexico authorize the City Manager to execute grant application and any future agreement if the project is awarded by California Department of Transportation for City of Calexico Heber Park Expansion Project.
