Recommendation:
Appointments by Mayor and Council Members of Seven Commissioners to the Community Services Commission.
Background:
The City Council with the passage of Ordinance No. 2023-1229 amended the terms of office for Commissions, Boards, and Committees and Merged the City's Arts and Historical Commission and Parks, Recreation, Beautification, and Senior Services Commission to establish a Community Services Commission. This new commission would advise the city council regarding park, recreational, cultural, art, historical, beautification, and senior-related programs and services that would be of interest and benefit to City residents.
The Community Services Commission would be an advisory body to the City Council that would:
• Support the Recreation and Public Works Departments and their divisions. • Encourage citizens to take advantage of programs and services offered by the Recreation Department and its divisions.
• Assist with the arts in public places program and make recommendations regarding public arts programs. AGENDA

• Encourage the use of traditional and innovative cultural and recreational services.

• Promote school and community cooperation to enhance programs and services. • Promote cooperative agreements between the city and other agencies (local, state, and federal) to augment current programs and services. • Assist with public exhibitions for cultural and arts events/installations. • Provide advice and recommend plans to identify and preserve historical structures and landmarks.
• Advise staff and city council on policies, procedures, rules and regulations relating to the operation of the recreation center, public parks, trails and facilities, open spaces, programs and services, including rates or fees to be charged. • Review, evaluate, and make recommendations to the city council regarding development, maintenance, and operation methods that are sustainable and energy efficient.
• Advise and guide civic groups, youth organizations, senior organizations, and interested individuals who wish to plan community events or engage in community service projects for the benefit of the City and the community. • Study, develop, and recommend plans subject to the approval of the city council, for improving the health, sanitation, safety and cleanliness of the city.
Ordinance No. 2023-1229 became effective on April 15, 2023. The community services commission shall consist of seven members. Appointments to a seven-member Commissions, Boards or Committees will be made in the following way:
a. Each city council member will appoint one commissioner, board member or committee member. If after a reasonable amount of time (not to exceed forty-five days after an election is certified or vacancy otherwise exists), a city council member has failed to make an appointment, the appointment will be made by a majority vote of the city council and the appointee shall continue for the duration of the term of office of the city council member who failed to make the appointment and shall not be removed from office except by majority vote of the city council. When the term of a commissioner, board member, or committee member appointed by the majority vote of the city council expires or the member's seat becomes vacant, the original council member who failed to appoint that member shall regain the ability to make an appointment for that particular commission, board, or committee.
b. The remaining two members will be appointed by majority vote of the city council for a two-year term. If the member's seat becomes vacant during the term, a new member will be appointed by a majority vote of the city council to serve out the remainder of the term.
Discussion & Analysis:
Pursuant to section 2.19.010, each councilmember will appoint one member to each board, commission, or committee. No ratification/ approval by the whole Council is, required.
The criteria for an appointee to hold office is listed below:
1. Pursuant to Ordinance No. 1226, Section 2.19.030 Eligibility Sections A-E:
A. To be eligible for, and to hold appointment, each appointee shall neither hold public office, or city employment, nor shall he/she be an officer of any local, state, or national partisan official group. All members of commissions, boards and committees of the city shall be residents of the city or shall regularly work within the city.
B. Members of the city council may be appointed by the majority of the city council to attend commission, board or committee meetings as liaisons to the city council.
C. Appointee shall be subject to the conflict-of-interest sections of the Political Reform Act of 1974.
D. An individual may serve on only one committee, board or committee at any time.
E. With the exception of the planning commission, which shall receive compensation as determined by the city council, commission, board and committee members shall receive a stipend of fifty dollars ($50) for each meeting that the member attends. The city manager or city council may authorize the reimbursement of reasonable expenses incurred by the members in the performance of their duties.

I am writing to express my interest in serving on the newly formed Community Services Commission for the city of Calexico. As a resident of Calexico, I am passionate about the events, projects and support of locals. I am currently serving as Chairperson of the Arts and Historical commission and have 2 years of experience in helping with our community. As of now the Arts and Historical commission has helped contribute to the street mural that is located on and and Rockwood Ave, events at the Carmen Durazo cultural arts center, and utility boxes project for the city of Calexico.
I believe that serving on the Community Service Commission would provide me with the opportunity to be involved in the decision-making process to contribute my skills and expertise to help advance our beautiful cultured city in the arts. I am committed to promoting progressive values, creativity, beautification, and engagement with the community.
In my professional career and volunteer work, I am currently an Art teacher at a jr high school, and I have Co founded the events in Calexico for the community to express their talent and skills called Artwalk on the Border. Art walk on the Border has taken place at the Carmen Durazo cultural art center and the Grandplaza outlets. Aside from teaching art and having art events, I also like to participate in art exhibits, volunteer in painting murals, and face painting children at our events with recreation and parks.

Dear Honorable Mayor and Members of the Calexico City Council, •y/old like to submit this letter as an interested city resident who would like to serve in me above Commission.
My experience in working Parks and Recreation has been over 40+ years as a Recreation Supervisor, providing strategic planning for recreation services, program planning, special events, grant writer for various civic, corporate, state and federal grants to enhance the quality of services. I have been instrumental in spearheading fundraisers as the Director of Imperial Valley Special Olympics and the Director of a national mini bike outdoor program in California. As a Recreation Professional i oversee nine divisions and responsible for yeary budgets for each division.
• currently serve as the Chair of the Juvenile Justice Commission for the Imperial Couliy Probation Department and continue to advocate for youth rights. I also serve as the Chair of the Off Highway Motor Vehicle Recreation Commission for the State of California and sit on the AD Hoc Committee for Diversity, Inclusion, Safety and Education for youth/adults interested in the outdoors.
As a resident of Calexico, I would like to be more engaged in assisting our City's Parks ano Recreation system with resources that I can bring to the Commission. Being on a Commission requires that we serve the entire community with strong in advocacy, follow thronigh and a commitment to our residents.
