CITY MANAGER'S REPORT
The City Manager stated that at the request of a council member she was going to clarify a confusion with the public regarding increasing the rates of the sewer and water system. She stated that every water system and wastewater treatment plant must be go through a rate study every five year to update budget for the next five years in terms of operations, capital improvements and forecasting work to be done in the facility and the increase in operations as well. She stated some people believe the city council approved in 2021 an increase on the water rates, but this has not been approved. This happens every five years and it goes through a process known as Proposition 218 and she further stated the people will receive 45-day notification in their bills regarding a public hearing and how the rate study is being developed. The city approved a rate study that needs to be done by a third-party consultant who will review and forecast future expenses and improvements and determine the amount of the rate increase. At this point, the city does not know if there will be a rate increase. She again stated no one has approved any water/sewer rate increase, it was just approval for the rate study which is a criterion for the audit.
