SUBJECT: Adopt a Resolution Authorizing the City Manager to Submit a $25,000 Grant Application to the County of Imperial - Phase 3, Community Benefit Program ======================================================
Recommendation:
Adopt a resolution authorizing the City Manager to Submit a $25,000 Grant Application to the County of Imperial - Phase 3, Community Benefit Program.
Background:
The County of Imperial has available funds under their Community Benefit Program Phase 3. The funding is available on a competitive basis for up to $25,000. The following are the activities eligible under this grant opportunity:
1. Community Services
2. Community & Economic Development
3. Wildlife & Habitat Conservation
Discussion and Analysis:
The Calexico Fire Department has a need for personal protective equipment (PPE) and extrication/ ventilation tools. The PPE includes garments worn when entering an IDLH environment during firefighting and rescue operations. Our current PPE must be replaced in order to maintain National Fire Protection Association (NFPA) and Occupational Safety and Health Administration (OSHA) compliance.
The majority of our current PPE has been in service beyond the allowed lifespan. The majority of PPE will be purchased with allocated budget funds, the intent is to supplement any additional costs with this grant. Additional costs may be to complete the order of helmets, gloves, or particulate shrouds.
Equipment will include battery operated extrication or ventilation equipment that is required to serve the community in the safe and efficient manner the citizens of Calexico deserve. The extrication and ventilation equipment currently in service uses a hydraulic generator which requires time to set up on scene as well as excessive maintenance. The industry has shifted to battery operated alternatives in order to increase efficiency and decrease maintenance, while also decreasing our carbon footprint. The Fire Department wishes to apply for the full $25,000 amount available in the Community Benefit Program to be used as supplemental funding to complete this fiscal year's ordering of Personal Protective Equipment (PPE). The grant is competitive and there is a possibility that the full amount may not be awarded; in this case priority will be procurement of PPE followed by extrication/ ventilation equipment.
Fiscal Impact:
The Community Benefit Program grant is for an amount up to $25,000. If funds are awarded to the city, the funds will be available on a reimbursement format.
