SUBJECT: Discussion and Potential Action Regarding Recommendation from the Community Services Commission for the Adoption of Utility Box Art Project Cycle Il Forms and Guidelines
SESSES: =====
====
Recommendation:

The Community Services Commission recommends that the City Council of the City of Calexico opens the Utility Box Art Project Cycle Il to artists residing in Calexico and adopts the project's forms and guidelines.

The City Council of the City of Calexico may also consider opening Cycle Il to residents of the Imperial Valley rather than restricting it solely to Calexico residents.

Background:

The City of Calexico owns nine (9) utility boxes located at various intersections around the City that are often subjected to tagging, graffiti, and vandalism.

UTILITY BOXES - Project Sites
Intersection(s)
1 Cole Boulevard Rockwood Avenue
2 Cole Boulevard Andrade Avenue
3 Cesar Chavez Boulevard Grant Street
4 Cole Boulevard Sunset Boulevard
5 Cole Boulevard Portico Boulevard
6 Cole Boulevard Rancho Frontera Avenue
7 Second Street Cesar Chavez Boulevard
8 Second Street Gran Plaza Way
Second Street Gran Plaza Circle
On February 15, 2023, the City Council of the City of Calexico approved the Utility Box Art Project and adopted an amendment resolution for Fund No. 223 - Art in Public Places in the amount of $18,800.00 to fund the proiect. There was a total of four (4) formal art submittals turned in to the Recreatior Department. Out of these submittals, two (2) proposals were automatically disqualified as the applicants did not reside in Calexico.

Discussion and Analysis:

On May 17, 2023, the City Council of the City of Calexico approved to run a second project cycle without theme restrictions and open to Imperial Valley residents. This was done with the intention of expanding the eligibility criteria to encompass the broader Imperial Valley community and access a greater number of participants. Moreover, the City Council approved to roll over art submittals from the first cycle.

On August 9, 2023, the Community Services Commission convened to deliberate on the Utility Box Art Project Cycle Il forms and guidelines. After extensive discussions, the commission reached a decision to recommend to the City Council the adoption of the project's forms and guidelines, with a specific emphasis on exclusively opening the project to artists residing in Calexico. This decision was rooted in a commitment to spotlight and support our local artists.

The City Council of the City of Calexico may choose to approve corresponding forms and guidelines for the second cycle of the Utility Box Art Project based on two options:

Option 1: Project open to Calexico residents only.

Option 2: Project open to Imperial Valley residents only.

Fiscal Impact:

None at this moment.

Coordinated With:

None.
