AGENDA STAFF REPORT
DATE: December 06, 2023
Mayor and City Council
APPROVED BY paper a in so on like
REVIEWED BY: Sandra L. Fonseca, Interim Finance Director ST PREPARED BY: Armando Orozco, Interim Police Chief
SUBJECT: Adopt Resolution No. 2023- of the City Council of the City of Calexico Authorizing the Installation of a Permanent Stop Sign at the Intersection of 5" Street and Mary Avenue.
========= =====================
Recommendation:

Staff recommends that the City Council adopt Resolution No. 2023- _ endorsing the installation of a permanent stop sign at the intersection of 5th St and Mary Ave. This measure aims to enhance traffic safety, addressing the recurrent collisions and traffic violations at this location.

The permanent stop sign is anticipated to improve pedestrian safety, especially for individuals conducting business at nearby city offices and students commuting to and from school.

Background:

The 5th St and Mary Ave intersection has witnessed numerous collisions, posing significant safety risks for both pedestrians and motorists. Additionally, the existing temporary stop sign at this location has led to numerous traffic violations. These temporary signs frequently succumb to weather conditions or pedestrian interference, creating confusion for drivers regarding whether to stop or proceed into the intersection. The critical nature of this issue is emphasized by the proximity of the fire and police stations, impacting emergency response times and public safety. The risk escalates as this intersection serves as a secondary crossing point for students enroute to nearby schools.

Discussion:

The current temporary stop sign has proven insufficient in mitigating traffic-related incidents. The consistent toppling of temporary signs due to wind or pedestrian activity necessitates a comprehensive solution to address the root cause and ensure the safety of residents and emergency response personnel. Placing a permanent stop sign at this intersection, given its proximity to the Fire and Police Departments, will afford responding emergency vehicles the opportunity to navigate slower traffic as they depart from their respective stations. This move will also establish consistency at the intersection as a permanent 4-way stop.

Analysis:

Replacing the temporary stop sign with a permanent one is a proactive step toward establishing a clear and consistent traffic control system at the intersection. A permanent stop sign is expected to serve as a more effective deterrent to reckless driving and enhance compliance with traffic regulations. The collaboration and approval of the Fire Chief underscore the urgency and importance of this proposal, considering the proximity of emergency services.

Fiscal Impact:

While there will be initial costs associated with replacing the temporary stop sign with a permanent one, it is estimated to be about $1,000.00 for both signs including material and labor (Fund No. 231-40-413 Highway User Tax Account). The long-term benefits of improved public safety and reduced collisions are substantial. This investment aligns with the city's commitment to creating a secure environment for residents and supporting the efficient operation of emergency services.

In conclusion, the replacement of the temporary stop signs with permanent ones at the intersivenes emergend Masanse fist l for the ended at the renessary to be taken to implement this change promptly.
