Recommendation:
Authorize the City Manager to sign Allocation Notification and Award for Funding $2,000,000.00 for support of an indoor facility for assisting asylum seekers and migrants.
Background:
On December 29, 2022, the City Council of the City of Calexico adopted Resolution No. 2022-79, proclaiming the existence of a local emergency due to the unplanned release of substantial numbers of immigrants seeking asylum into the City through the Calexico West Port-of-Entry by the United States Department of Homeland Security (DHS).
On April 27, 2023, the City Council of the City of Calexico approved a letter to Senator Padilla requesting $2,000,000.00 and petitioning for his support to create local capacity for asylum seekers released in the border community of Calexico.
Discussion and Analysis:
The funding received will provide emergency shelter, food, clothing, and transportation services for asylum seekers. The City plans to develop an assessment center, with two travel trailers to be used as offices strategically located near the border to provide these services efficiently. Facilities will be upgraded to increase shelter capacity, and additional staff will be hired to provide wrap-around services.

General Requirements
By signing this Allocation Notification and Award, Recipient is certifying that it will use the allocated funds for the Funded Purpose identified in the Authorizing Legislation.
In addition, Recipient agrees to abide by the following:
• Recipient shall follow any applicable federal or state law relating to this Funded Purpose. • Recipient shall maintain accurate fiscal data in accordance with generally accepted accounting principles and, where applicable, standards for governmental entities, documenting actual expenditures by category for the Funded Purpose.
• Recipient shall maintain documentation to substantiate that all costs are reasonable, necessary, allowable, and allocable to the Funded Purpose (e.g., invoices, receipts, agreements). • By accepting these funds, Recipient agrees and acknowledges this Allocation Notification and Award is subject to audit by the State, including but not limited to, CDSS and the State Auditor, pertaining to the expenditure of funds provided. Recipient shall retain all records related to this Allocation Notification and Award for at least three years after Award Ending Date or where an audit has been requested, until the date the audit is resolved, whichever is longer.
• Recipient agrees to timely submit required forms, such as the Payee Data Record 204, to allow CDSS to disburse the allocated funds.
• Recipient may, at the request of CDSS, be required to provide reports related to the Funded Purpose.
Such reports include, but are not limited to, any reports required by the Legislature, expenditure reports, and a close-out report

WHEREAS, the Final Budget for Fiscal Year 2023-2024 was adopted by Resolution No. 2023 - 39 of the City Council on June 22, 2023; and
WHEREAS , the City Council has authorized the amendment of the Final Budget, in accordance with proper governmental accounting and financial reporting practices; and NOW THEREFORE, the City Council of the City of Calexico hereby resolves and authorizes the following action(s)
