Recommendation
Authorize City Manager to Select the Responsible Quote and Proceed with the Purchase Two (2) Fully Equipped Marked Police Patrol Vehicles for the Calexico Police Department.
Background:
The Calexico Police Department discovered that the 2020 Stone Garden Grant included $60,000.00 designated for a new police vehicle, with an additional $60,000.00 allocated in the fiscal year 2023-2024 for a second vehicle. Recognizing the opportunity, a member of the department solicited quotes from local vendors for the procurement of these vehicles (see attached quotes). Among the quotes obtained is one from Dana Supply, which offers turnkey vehicles. These vehicles come fully equipped with lights, sirens, and cages installed, requiring only the application of decals to make them patrol-ready. This service will expedite the deployment of these vehicles within a shorter timeframe.
Discussion and Analysis
The Calexico Police and Finance Departments collaborated to finalize the purchase of the vehicles mentioned above. The funding for this purchase is sourced from the City of Calexico's American Rescue Plan Act (ARPA). The City Council approved this expenditure as Item #14 on October 6, 2021, for the acquisition of 8 vehicles. The current request is for $60,000.00 from the 2023/2024 budget for Police vehicle purchases and $60,000.00 from the Stone Garden 2020 Grant Year, totaling $120,000.00. The remaining balance of $28,811.28 will be covered by the Asset Forfeiture account.
Despite receiving quotes, no vendor could supply a suitable police explorer package in time to utilize the expiring ARPA funds and Stone Garden Grant, which ended in May 2024. The quoted vehicle is a standard Ford Explorer XLT, unsuitable for patrol. Comparable vehicles alone would cost around $54,000. These figures exclude the necessary fittings, estimated at an additional $20,000. Opting for Dana Supply, who was the only vender to provide both the vehicle and the police package upgrade. This would eliminate the need to seek out another vendor to prepare the vehicles for patrol. The price also covers the delivery fee for transporting the vehicle to the police department.

Recommendation:
Recommend for the Calexico City Council's approval of additional funding and approval of the Resolution for State COPS.
Background:
For the past twenty-one and a half (21 ½) years, the Calexico Police Department has received funding from the State of California Citizens' Option for Public Safety (COPS) program. The County of Imperial Administrative Staff has advised me that the Calexico Police Department has $113,719.01 in allocation and growth funds and for FY 2021/2022 and $100,000.02 in allocation funds for FY 2022/2023 available. The Calexico Police Department has not claimed these funds which have a deadline of December 15, 2023, to be claimed or they will be lost.
Discussion and Analysis:
Recommend approval and acceptance in Resolution of the COPS grant for FY 2022 and FY 2023:
Upon approval of the Resolution for acceptance of funds, a notification will be made to the Imperfal County Administrative Office. These funds will provide equipment, and training for the Calexico Police Department.

A RESOLUTION OF THE CITY OF CALEXICO ACCEPTING FUNDING FROM THE STATE OF CALIFORNIA CITIZENS' OPTION FOR PUBLIC SAFETY (COPS) FUNDS FOR FISCAL YEAR 2021/2022 (ALLOCATION AND GROWTH)
BE IT RESOLVED by the City Council of the City of Calexico as follows:
Section 1. The City Council has reviewed and hereby accepts funding from the State of California (COPS) Program FY 2021/2022 for $39,962.82 (allocation) and FY 2021/2022 (growth) for $73,756.19 for funding of a Police budget augmentation for a total of $113,719.01
The funding will be used as follows.

It is recommended that the City Council of the City of Calexico approve the following:
1. Authorize City Manager to Purchase Equipment for Eight (8) Marked Police Patrol Vehicles for the Calexico Police Department.
Background:
The Calexico Police Department was granted permission by the City Council to purchase Eight (8) Police Patrol Vehicles on October 6, 2021, with the American Rescue Plan Act (ARPA) Federal Grant.
Discussion and Analysis
The Calexico Police received a quote from Airwave Communications for a total of $220,996.80 to outfit the Eight (8) Marked Police Patrol Vehicles. Airwave Communications is the Sole Source Provider. The Sole Source Justification Form for this purchase is attached. The funding of this purchase would come out of the City of Calexico's American Rescue Plan Act (ARPA). This expenditure was previously approved Council as Item #14 on October 6, 2021, Calexico City Council Meeting. Funding allocated is $604,000.00 for Police. The Cost for the vehicles is $407,928.43 with the remainder of $196,071.57. Total cost for the equipment is $220,996.80.

Replacement of the City's Public Safety Vehicles, and 2) Authorizing the Issuance of a Request for Proposal
Recommendation:
Adopt Resolution No. of the City Council of the City of Calexico accepting and appropriating unanticipated revenue in the amount of $9,526,987 from the American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds, Federal Emergency Management Administration (FEMA), California Governor's Office of Emergency Services (CalOES) in the Fiscal Year 2021-22 Budget as outline in the attached resolution.
Background:
The U.S. Treasury Department released final allocation amounts and interim guidance on the use of ARPA funding. The final allocated amount to the City of Calexico is $9,526,987. A fact sheet from the U.S. Treasury on the State and Local Fiscal Recovery Funds from the ARPA is attached.
Discussion & Analysis:
Staff estimates that all funds received from ARPA will be obligated and or AGENDA expend by December 31, 2026 on eligible uses as specified below: ITEM
1. Respond to the COVID-19 public health emergency and support various activities to decrease the spread of the virus;
2. Address negative economic impacts caused by the public health emergency;
3. Replace lost public sector revenue due to the pandemic
4. Provide premium pay to eligible workers or grants to eligible employers of essential workers; and
5. Invest in water, sewer, and broadband infrastructure.
Through September 2021, the City has submitted to FEMA $90,000 in eligible claims, pending CDR review and $140,000 are pending submission. The City received $504,948 through the State Controller's Office the Coronavirus Relief Funds. City Administration is developing an expenditure plan for American Rescue Plan Act (ARPA) funds.
On September 16, 2021, the City Manager and Finance Director presented a proposal on how the funds should be used for the Public Safety Fleet. The Proposal is as follows:
Fire Department:
• Two Fire Rescue Ambulances - Estimated Cost $187,000 per unit. • Three Fire Utility Vehicles - Estimated Cost $100,000 per unit • Estimated Total Cost $674,000.
Police Department:
• Six Ford Explorer Fully Equipped Patrol Vehicles - Estimated Cost $73,000 per unit
• Two Pickup Truck Fully Equipped Patrol Vehicles - Estimated Cost $83,000 per unit.
• Estimated Total Cost $604,000.
City Administration is also requesting authorization to develop and publish a Request for Proposals (RFP) for items listed above.
Fiscal Impact: None currently since the funding will come from ARPA funds.

WHEREAS, the City is expected to receive $ 9,526,987 in two installments under ARPA, to be expended or obligated by December 2026.
NOW, THEREFORE, be it resolved, determined, and ordered by the City Council of the City of Calexico:
Section 1. The City Manager or his designee is authorized to sign award term and conditions agreement to the ARPA.
Section 2. The funds will be used on eligible programs as prescribed in the guidelines established by the Department of Treasury.

A Resolution of the City Council of the City of Calexico Authorizing the Purchase of Two Ford Explorer Vehicles from Dana Supply for the Calexico Police Department
WHEREAS, the City of Calexico has identified a need to purchase police vehicles for the Calexico Police Department; and
WHEREAS, the Calexico Police Department has determined that the 2020 Stone Garden Grant included $60,000.00 designated for a new police vehicle, with an additional $60,000.00 allocated in the fiscal year 2023-2024 for a second vehicle; and
WHEREAS, the City Council had previously approved the expenditure for the acquisition of eight vehicles as Item #14 on October 6, 2021, sourced from the City of Calexico's American Rescue Plan Act (ARPA); and
WHEREAS, no vendor could supply a suitable police explorer package in time to utilize the expiring ARPA funds and Stone Garden Grant, one of which will end in May 2024; and WHEREAS, Dana Supply has offered turnkey vehicles, fully equipped with lights, sirens, and cages installed, requiring only the application of decals to make them patrol-ready, which will expedite the deployment of these vehicles within a shorter timeframe; and WHEREAS, the funding for this purchase is sourced from the City of Calexico's ARPA, the Stone Garden 2020 Grant, and the COPS Grant, totaling $148,811.28;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CALEXICO, as follows:
Section 1. That the City Council of the City of Calexico hereby authorizes the City Manager to award the bid and purchase two fully equipped marked police patrol vehicles for the Calexico Police Department from Dana Supply.
Section 2. That the funding for this purchase shall be sourced from the following:
ARPA: $60,000.00
Stone Garden 2020 Grant: $60,000.00
COPS Grant: $28,811.28
Section 3. That the remaining balance of $28,811.28 will be covered by the COPS grant.
Section 4. That this Resolution shall take effect immediately upon its adoption.
