Recommendation:
Adopt Budget Amendment Resolution for Fund No. 255- American Rescue Plan Act (ARPA) to Reallocate $80,000 from Essential Workers Relief Program.
Background:
In response to the ARPA guidelines, on March 16, 2022, the City of Calexico approved a spending plan of the American Rescue Plan Act (ARPA) funds for eligible activities.
Among the activities approved by the City Council was $1,000,000.000 to be distributed among Essential Workers that worked during the high peak of the Coronavirus pandemic period (March 17, 2020 - November 8, 2021). On July 31, 2023, the City Council approved options presented to the Essential Worker Relief Program Guidelines; on September 6, 2023, the Essential Workers Relief Program Guidelines were ratified with additional amendments. The estimated remaining balance on the account is $450,000.
On November 1, 2023, a resolution was adopted authorizing the transfer of $527,000 in 2022-23 General Fund expenditures savings to the Capital Improvement Projects in which included $170,000 for fire trucks pump replacements.
On November 16, 2023, the City of Calexico received recall petitions to remove Mayor Urena and Councilmember Manzanarez. On the same day, the City and County Registrar of Voters staff performed a rough account of petitions to ensure that enough petitions were available to begin the verification of signatures. Per the County Registrar of Voters, the cost to verify all signatures by County's staff would be approximately $80,000. All petitions' signatures will be verified by the County Registrar of Voters at the City's expense. Please note that if the verification of signatures does not meet the December 8 deadline to qualify for the March 5, 2023 presidential primary election, the County will hold a special elections at the expense of the City for an additional cost of $125,000.
Discussion and Analysis:
City staff is recommending that the City Council of the City of Calexico reallocation $80,000 out of the $450,000 estimated remaining balance on Essential Workers Relief Program to Fire trucks pump replacement: and reallocation of $80,000 out of the Capital Improvement Projects to City Managers Election Expense Account.
