SUBJECT: Approve resolution for additional Community Development Block Grant - Corona Virus Allocation of Remaining Funding to the California Department of Housing and Community Development in the amount of $500,000 for the rehabilitation to Fire Station No. 2 =================== ====:
Recommendation:
Approve resolution for additional Community Development Block Grant - Corona Virus (CDBG- CV) Allocation of Remaining Funding to the California Department of Housing and Community Development (HCD) in the amount of $500,000 for the rehabilitation to Fire Station No. 2.
Background:
On September 7, 2023, the city received a final executed agreement for a CDBG-CV grant in the amount of $611,736.00 to rehabilitate fire station no. 2. On March 6, 2024, the city council approved a construction agreement with A&N Quality Builders in the amount of $966,599.00.
The rehabilitation the facility has undergone includes tiled roof removal, inspection of sewer line and partial demolition of interior walls and ceilings. On April 12, 2024, the construction company and the engineer found several issues with the project. There is a need to replace the collapsing cast iron sewer line, and two additional issues involving the diesel fueled generator and the HVAC system. Two change orders were previously submitted that increased the construction contract to $1,011,879.00. This amount is now expected to be even higher once the HVAC and diesel generator are inspected. Additionally, all fire station furniture was removed and disposed due to mold exposure. New beds, sofas, and other essential furniture are also needed for the rehabilitated fire station.
Discussion and Analysis:
On April 15, 2024, the city manager submitted a request/application for additional funds in the amount of $500,000.00 to HCD - CDBG-CV Program. The request/application requires a resolution approved by the city council to complete the grant application process. Please note that there is a possibility that not all $ 500,000.00 will be awarded to the city.
