Recommendation:
Adopt Budget Amendment Resolution for Fund No. 255 - American Rescue Plan Act (ARPA) for Reallocation of $337,000.00 from Essential Worker Relief Program to Facility Improvements and for Police and Fire Department Server Assessment
Background:
In response to the ARPA guidelines, on March 16, 2022, the city council of the city of Calexico approved a spending plan for several eligible activities. Among the activities approved by the City Council was $1,000,000.000 to be distributed to eligible Essential Workers that worked during the high peak of the Coronavirus pandemic period (March 17, 2020- November 8, 2021).
On July 31, 2023, the city council approved options presented to the Essential Worker Relief Program Guidelines; on September 6, 2023, the Essential Workers Relief Program Guidelines were ratified with additional amendments. On November 22, 2023, a resolution was adopted authorizing the transfer of $80,000.00 from the Essential Worker Relief Program to Fire trucks pump replacement. A total of $462,387.43 was used in the Essential Worker Relief program leaving a remaining balance of $457,612.57.
On April 17, 2024, City staff recommended that the City Council of the City of Calexico reallocate the $457,612.57 from Essential Workers Relief Program to the following activities:
Police Department Parking Lot Pavement $120,000.00
Enrique Camarena Library Parking Lot Pavement $120,000.00 Community Center Parking Lot Pavement $ 72,000.00
Youth Development Grant Program $120,000.00
Police and Fire Department Server Assessment $ 25,000:00 The City Council approved the allocations of City's Facility Improvements in the amount of $312,000.00 and Police and Fire Department Server Assessment $25,000.00, leaving a balance on the account of $120,612.57.

Request that the City Council approve the Budget Resolution allocation of $337,000.00 from Fund 255 - American Rescue Plan Act (ARPA) Account 91-909 Essential Workers Relief Program.

WHEREAS, the Final Budget for Fiscal Year 2023-2024 was adopted by Resolution No. 2023 - 39 of the City Council on June 22, 2023; and
WHEREAS , the City Council has authorized the amendment of the Final Budget, in accordance with proper governmental accounting and financial reporting practices; and NOW THEREFORE, the City Council of the City of Calexico hereby resolves and authorizes the following action(s)
